HB 1079: Early College Model Program; established.

College partnership laboratory schools; EarlyCollege Model Program established. Establishes the Early CollegeModel Program whereby any public institution of higher education may establish a college partnership laboratory school in which eachenrolled high school student earns, at no cost to the student, an associate degree or a bachelor's degree concurrently with a highschool diploma. Under the bill, provisions of existing law relatingto the establishment of college partnership laboratory schools applyto such schools established pursuant to the Program but with certainconditions and exceptions, including (i) requiring a college partnership laboratory school established pursuant to the Program to be administeredand governed by the Department of Education and (ii) prohibitingany enrolled student from being charged tuition for the college coursesin which the student is dually enrolled and requiring the collegepartnership laboratory school to receive the statewide average shareof Standards of Quality per pupil state funding, including the perpupil share of state sales tax funding in basic aid, for each studentenrolled in such school to support the instruction of each such studentin the fall and spring semesters.

SB 551: Firearms; two day waiting period, penalty.

Purchase of firearms; waiting period; penalty. Provides that no person shall sell a firearm unless at least two days have elapsed from the time the prospective purchaser completes the written consent form to have a licensed dealer obtain criminal history record information, with exceptions enumerated in relevant law. This bill is incorporated into SB 273.

SB 319: Firearms; purchase, etc., following an assault & battery against a person in dating relationship.

Purchase, possession, or transportation of firearm following an assault and battery against a person in a dating relationship with the alleged offender, penalty. Provides that any person who knowingly and intentionally purchases, possesses, or transports any firearm following a misdemeanor conviction for an offense that occurred on or after July 1, 2024, for the offense of assault and battery against a person in a dating relationship, as defined in the bill, with the alleged offender or an offense substantially similar under the laws of any other state or of the United States is guilty of a Class 1 misdemeanor. This bill was incorporated into SB 642.

SB 529: Employee protections; medicinal use of cannabis oil.

Employee protections; medicinal use of cannabisoil. Amends the provision that prohibits an employer from discriminatingagainst an employee for such employee's lawful use of cannabis oilpursuant to a valid written certification issued by a practitionerfor the treatment or to eliminate the symptoms of the employee'sdiagnosed condition or disease, with certain exceptions, by specifyingthat such use must conform to the laws of the Commonwealth and thatsuch protections extend to the employees of the Commonwealth andother public bodies.

HB 272: Attorney fees; judgments, compensation, or monetary awards related to veterans.

Attorney fees; judgments, compensation, ormonetary awards related to veterans. Prohibits an attorney fromcharging, demanding, receiving, or collecting for services renderedfees in excess of 10 percent of any judgment, compensation, or monetaryaward granted to a veteran or the family member of a veteran, orthe legal representative of such individual, related to the veteran'sservice in the Armed Forces of the United States or the Virginia National Guard, including any judgment, compensation, or monetary award grantedpursuant to the Camp Lejeune Justice Act of 2022. The bill providesthat an attorney who violates such prohibition shall be fined notmore than $5,000 and may be subject to disciplinary action by theVirginia State Bar.

SB 467: Foster care; diversionary placements, alternative living arrangements.

Foster care; diversionary placements; alternative living arrangements. Allows a birth parent to identify an ALA caregiver, defined in the bill, with whom the birth parent would like to place his child in an alternative living arrangement, defined in the bill. The bill establishes background checks for potential ALA caregivers, establishes legal custody of the child by ALA caregivers, requires safety and welfare checks for children in alternative living arrangements, and requires local boards of social services to create an exit plan for reunification of the child and the birth parent or, if such reunification is not viable, for permanent placement of the child in an alternative living arrangement. This bill is incorporated into SB 39.

SB 162: Kinship as Foster Care Prevention Program; established, placement of children with relatives.

Kinship as Foster Care Prevention Program established. Establishes the Kinship as Foster Care Prevention Program to promote and support placements of children with relatives by local boards of social services in order to avoid foster care. The bill provides that a child is eligible to participate in the Program if the local board determines that (i) the child is at imminent risk of being removed from his home and a preliminary protective order is insufficient to address the child's immediate safety concerns and (ii) the child's parent or guardian consents to the placement of the child with a relative pursuant to an agreement with the local board developed in accordance with the provisions of the bill. This bill is incorporated into SB 39.

HB 471: Uniform Statewide Building Code; multifamily residential housing construction projects.

Uniform Statewide Building Code; multifamilyresidential housing construction projects; electric vehicle charginginfrastructure standards. Requires the Board of Housing and CommunityDevelopment to promulgate regulations for electric vehicle charging infrastructure standards for multifamily residential housing constructionprojects consisting of more than 25 residential dwelling units. Thestandards shall require a developer of such multifamily residentialhousing construction projects to ensure that at least 25 percentof the available parking spaces are electric vehicle charging readyduring the design and construction process. Landlords, condominiumunit owners' associations, and property owners' associations shallbe authorized to negotiate with electric vehicle charging providerswith respect to the installation and maintenance of electric vehiclecharging infrastructure and any related revenue sharing. The billalso requires the Board to promulgate such regulations by January1, 2025, and provides that such regulations shall only apply to anynew multifamily residential housing construction projects approvedby a locality after January 1, 2025.
