Reduction of speed limits; local authority. Expands the current authority of any locality to reduce the speed limit to less than 25 miles per hour, but not less than 15 miles per hour, on highways within its boundaries that are located in a business district or residence district to include highways within the state highway system, provided that such reduced speed limit is indicated by lawfully placed signs. This bill was incorporated into HB 1071.

Office of the Executive Secretary of the SupremeCourt of Virginia; work group to study trauma-informed training andeducation; report. Directs the Office of the Executive Secretaryto convene a work group to make recommendations on the development,adoption, and implementation of trauma-informed training and educationfor judges, magistrates, and court personnel. The bill requires thework group to submit its recommendations by December 1, 2024, tothe Chairmen of the House and Senate Committees for Courts of Justice.
Task Force on Maternal Health Data and QualityMeasures; report. Directs the State Health Commissioner to reestablishthe Task Force on Maternal Health Data and Quality Measures for the purpose of evaluating maternal health data collection processes toguide policies in the Commonwealth to improve maternal care, quality,and outcomes for all birthing people in the Commonwealth. The billdirects the Task Force to report its findings and conclusions tothe Governor and General Assembly by December 1 of each year regardingits activities. This bill reestablishes the Task Force on MaternalHealth Data and Quality Measures that concluded on December 1, 2023.
Department of General Services; Department forAging and Rehabilitative Services; review of procurement process;employment services organizations. Directs the Department ofGeneral Services, in cooperation with the Department for Aging andRehabilitative Services, to perform a comprehensive review of theprocess for procuring goods and services from employment servicesorganizations. The bill provides that such review shall examine thecurrent process for procurement, potential set-asides or percentagegoals, and whether employment services organizations should be housedalongside small, women-owned, or minority-owned businesses withinthe Department of Small Business and Supplier Diversity.
Department of Medical Assistance Services; Departmentof Behavioral Health and Developmental Services; 1915(c) Home andCommunity Based Services Medicaid Waivers; state plan amendments;program rule modifications. Directs the Department of MedicalAssistance Services and the Department of Behavioral Health and DevelopmentalServices to seek to modify the program rules for certain 1915(c)Home and Community Based Services Medicaid Waivers to (i) eliminatethe requirement that, in order for a legally responsible individualto receive reimbursement for personal care services, no one elseis available to provide services to the member; (ii) modify the programrules to allow for respite services when the legally responsibleindividual is the unpaid caregiver; and (iii) modify the programrules to allow a legally responsible individual or stepparent tobe the employer of record. This bill was incorporated into SB 488.
Study; Department of Housing and Community Development;tax implications of implementing a land value tax; report. Directsthe Department of Housing and Community Development to study tax implicationsof local governing bodies implementing a land value tax.
Study; Virginia Cannabis Control Authority;creation of a retail cannabis market; report. Requests the VirginiaCannabis Control Authority to study the creation of a retail cannabis market in the Commonwealth and draft regulations governing the indoor cultivation, processing, manufacturing, testing, packaging, labeling, distribution, sale, and delivery of cannabis. The resolution requiresthat such regulations include (i) appropriate application and licensefees; (ii) reasonable restrictions on cannabis advertising; (iii)restrictions on product size and potency; (iv) transaction limits;(v) comprehensive enforcement mechanisms; (vi) provisions regardingtax collection and revenue allocation; (vii) provisions regardingparticipation in the retail marijuana market by persons in socioeconomicallydisadvantaged communities; and (viii) any other restrictions or requirementsnecessary to protect public health and safety, prevent diversion,and enforce regulated sales. The resolution requires the Authorityto include certain persons in its study and to submit its executive summaries and reports to the General Assembly by the first day ofthe 2026 Session of the General Assembly.
Study; JLARC; skilled nursing, long-term care,and community care facilities; report. Directs the Joint LegislativeAudit and Review Commission to study the capacity and condition ofskilled nursing, long-term care, and community care facilities withinthe Commonwealth.
Commission on Legislature Modernization; report. Establishes the Commission on Legislature Modernization in the legislativebranch for the purpose of studying the operation and functionality of the General Assembly and identifying ways to make the legislaturemore effective, efficient, responsive, reflective, and transparenton behalf of all Virginians. The Commission will consist of 17 members,which shall include 9 legislators, 6 nonlegislative citizen members,and 2 ex officio members. The Commission shall be convened for aperiod of two years, every 10 years in the year ending in four, andshall terminate after the submission of its final report to the General Assembly at the end of its second year.
Department of Fire Programs; statewide contractlanguage for procurement of fire and emergency medical services apparatusesand equipment; work group; report. Directs the Department of Fire Programs, the Department of Health's Office of Emergency MedicalServices, and the Department of General Services to establish a workgroup to prepare statewide contract language for the procurement offire and emergency medical services apparatuses and equipment. Thebill requires the Department of Fire Programs to report the work group's findings and recommendations to the Virginia Fire ServicesBoard and State EMS Advisory Board on or before October 1, 2024, and to make such report available to the Chairmen of the House Committeeon General Laws and the Senate Committee on General Laws and Technology,upon request.
