SB 445: Veterans and active duty members of the Armed Forces; credit for service, teacher salary scale.

Veterans and active duty members of the ArmedForces; teachers; credit for service. Requires each local schoolboard to give any veteran or active duty member of any of the ArmedForces of the United States or the Commonwealth who it employs asa teacher in the local school division credit for any time servedin any such forces in determining such teacher's step on the localschool division's teacher salary scale.

HB 323: Interstate Massage Compact; authorizes Virginia to become a signatory to Compact.

Interstate Massage Compact. AuthorizesVirginia to become a signatory to the Interstate Massage Compact.The Compact allows massage therapists who (i) possess an active, unencumberedlicense in the compact member state in which they reside; (ii) have completed at least 625 hours of massage therapy education; (iii)have passed the national licensing examination; and (iv) have no disqualifyingcriminal history to be granted a multistate license that authorizesthem to practice in all compact member states. The Compact takes effectwhen it is enacted by a seventh member state.

SB 335: Health insurance; coverage for fertility preservation treatments.

State plan for medical assistance services;health insurance; coverage for fertility preservation treatments.Directs the Board of Medical Assistance Services to amend thestate plan for medical assistance services to include a provisionfor payment of medical assistance for coverage of fertility preservationfor individuals diagnosed with cancer who need treatment for thatcancer that may cause a substantial risk of sterility or iatrogenicinfertility, as defined in the bill, including surgery, radiation, or chemotherapy. The bill also requires health insurance policies, subscription contracts, and health care plans to provide such coveragefor such individuals.

Health professions; universal licensure; requirements. Requires health regulatory boards within the Department of HealthProfessions to recognize licenses or certifications issued by otherUnited States jurisdictions, as defined in the bill, as fulfillmentfor licensure or certification in the Commonwealth if certain conditionsare met. The bill also requires such health regulatory boards torecognize work experience as fulfillment for licensure or certificationin the Commonwealth if certain conditions are met. The bill doesnot apply to licensure for physicians or dentists.

HB 1295: Drinking water; maximum contaminant levels, water treatment systems.

Drinking water; maximum contaminant levels;water treatment systems; Rural Water Supply Program and Fund established. Directs the State Board of Health to adopt regulations to utilizepoint-of-use or point-of-entry drinking water treatment or filtrationto remove or significantly reduce concentrations of contaminantsof concern that meet or exceed any maximum contaminant level orhealth advisory for the same contaminant adopted by the U.S. EnvironmentalProtection Agency. The bill also establishes the Rural Water SupplyProgram and Fund to allow the Department of Health's Office of DrinkingWater to test and treat contaminated drinking water for individualson private wells and small rural public water systems.

Provides that any locality may by ordinancerequire electric vehicle charging stations as part of subdivisionor site plan approval for a development containing commercial, industrial,or multifamily residential uses with a density of seven residentialdwelling units per acre or greater. The bill contains a delayed effectivedate of July 1, 2025.

HB 1371: Virginia Public Procurement Act; local arbitration agreements.

Virginia Public Procurement Act; local arbitration agreements. Allows a participating locality, for any procurement solicitation or contract exceeding $10,000 for goods and services,to require the bidder or offeror to disclose certain informationregarding pre-dispute arbitration clauses, defined in the bill, inemployment, civil rights, and certain consumer disputes, and providesthat a locality may consider the policies and practices related toarbitration of each bidder and offeror. The bill also provides thata participating locality shall require the bidder or offeror to providewritten or electronic submissions to allow the locality to ascertain(i) whether the bidder or offeror requires persons with whom it isin a work relationship or prospective work relationship to sign orotherwise enter into a contract containing a pre-dispute arbitrationclause that would cover an employment or civil rights dispute and(ii) whether the bidder or offeror requires consumers to sign orotherwise enter into a contract containing a pre-dispute arbitrationclause as a condition of downloading mobile applications or using websites to pay a school district for goods, services, or fees. Thebill authorizes a participating locality to cancel, terminate, orsuspend, in whole or in part, the contract of any contractor thathas violated a provision of the bill and to declare the contractorineligible for further contracts with such locality for up to fiveyears.

State plan for medical assistance services;fertility preservation treatments; genetic material misuse; penalty.Directs the Board of Medical Assistance Services to amend the stateplan for medical assistance services to include a provision for paymentof medical assistance for coverage of fertility preservation forindividuals diagnosed with cancer who need treatment for that cancerthat may cause a substantial risk of sterility or iatrogenic infertility,as defined in the bill, including surgery, radiation, or chemotherapy.The bill also establishes that it is a Class 3 felony for a healthcare provider to provide assisted conception treatment to a patientand use the health care provider's own gamete without the writtenconsent of the patient.

Creates operating standards for developers anddeployers, as those terms are defined in the bill, relating to artificialintelligence, including (i) avoiding certain risks, (ii) protectingagainst discrimination, (iii) providing disclosures, and (iv) conductingimpact assessments and provides that the Office of the Attorney Generalshall enforce the provisions of the bill. The provisions of the bill related to operating standards for deployers have a delayed effectivedate of July 1, 2026.
