Carrying a firearm or explosive material withinCapitol Square and the surrounding area, into a building owned orleased by the Commonwealth, etc.; exceptions for law-enforcementofficers. Adds an exception for off-duty law-enforcement officersto the prohibition of carrying a firearm within any building ownedor leased by the Commonwealth or any agency thereof or any officewhere employees of the Commonwealth or any agency thereof are regularlypresent for the purpose of performing their official duties.

Retail sales and use tax; commercial and industrial exemptions; sunset. Extends the sunset from July 1, 2024, toJune 30, 2025, for the retail sales and use tax exemption of certainmaterials and equipment used in the drilling, extraction, or processingof natural gas or oil and the reclamation of the well area.

HB 1343: General district and circuit courts; transfer, civil jurisdiction.

Civil jurisdiction of general district courtsand circuit courts; transfer. Provides that while a matter ispending in general district court, upon motion of either the plaintiffor defendant seeking to increase the amount of the claim, the courtis required to order a transfer to circuit court without requiringthat the case first be dismissed or that the plaintiff suffer a nonsuit.Similarly, the bill provides that while a matter is pending in circuitcourt, upon motion of either the plaintiff or defendant seeking to decrease the amount of the claim, the court is required to ordera transfer to general district court. Under current law, both ofthese provisions apply only to the motion of a plaintiff.

SJ 20: Comprehensive community colleges; funding model for noncredit workforce credential programs.

Study; Board of Workforce Development; adequacyof the funding model for noncredit workforce credential programs;work group; report. Requests the Virginia Board of WorkforceDevelopment to study the current funding model for noncredit workforcecredential programs offered at comprehensive community colleges inorder to identify areas of inadequacy and make recommendations on options for reforming the funding model to address those inadequaciesand improve the sustainability of offering and providing noncreditworkforce credential programs to ensure that the Virginia CommunityCollege System as a whole is capable of continuing to meet the increasingdemand for highly skilled credentialed workers in the Commonwealth.

SB 247: Building service employees; public contracting.

Building service employees; public contracting.Permits any county, city, or town in the Commonwealth to providefor certain requirements concerning incumbent and successor building service employers, defined in the bill, by local ordinance or resolution.For example, such local ordinance or resolution may require that successor building service employers retain incumbent employees duringa transition period of 90 days. Under the bill, building serviceemployees are those who perform work in connection with the careor maintenance of property, services at an airport, or food preparationservices at schools. The bill provides that a building service employerthat violates the provisions of a local ordinance or resolution enactedpursuant to the bill may be subject to a civil action and monetarydamages.

SB 113: Veterans' Fellowship for State Government Pilot Program; created, report.

Department of Veterans Services; Veteran'sFellowship for State Government Pilot Program. Creates, within the Department of Veterans Services, the Veteran's Fellowship forState Government Pilot Program (the Program) through which the Departmentshall collaborate with Virginia Commonwealth University to recruit veterans to participate in undergraduate-level and graduate-levelcohorts to assist such veterans in pursuing educational pathwaysto employment with the Commonwealth. The Department shall reportannually to the General Assembly by November 1 regarding the progressof the participants, the return on investment for the Commonwealth,and recommendations for Program enhancements. The bill has an expirationdate of July 1, 2027.

SB 251: Content manufacturing tax credit; removes sunset for the motion picture credit, redesignates credit.

Content manufacturing tax credit. Removesthe sunset for the motion picture tax credit, which currently isset to expire after taxable year 2026, and expands and redesignatesthe tax credit as the content manufacturing tax credit. The billincreases the total amount of credits that can be allocated to taxpayers to $46.5 million beginning in fiscal year 2024; however, shouldless than $100 million worth of certain new investments, as describedby the bill, occur in Virginia by January 1, 2027, the cap will bereduced to $10 million per fiscal year. Thebill also amends the definition of the "qualifying expenses" eligiblefor the content manufacturing tax credit to mean certain amountsspent in connection with the production of an eligible project filmedin the Commonwealth. The bill defines "eligible project" to be theproduction of a motion picture or an episodic television series.
