Planning districts; King George County.Moves King George County from Planning District 16 (George WashingtonRegional Commission) to Planning District 17 (Northern Neck PlanningDistrict Commission). The bill requires the Department of Housingand Community Development to assist with this transition.
Displacement of private waste companies.Reduces from five years to one year the period of time a localitymust provide notice to a private waste company before the localityengages in the actual provision of the waste service that displaces the company.
Department of Medical Assistance Services; Medicaid eligibility; asset limits. Directs the Department of MedicalAssistance Services to (i) submit an amendment to the state planfor medical assistance services to remove or lower any asset limitsrelated to Medicaid eligibility and (ii) to the extent permittedunder federal laws and regulations, remove or lower any asset capsthat may be removed or lowered without an amendment to the stateplan.
Civil cases; payment of jurors. Provides thatjurors in all civil cases shall be paid by one or both of the partiesat the discretion of the presiding judge. Under current law, suchpayment is made by the political subdivision in which the summonsis issued.
Secretary of Public Safety and Homeland Security; recruitment and development of volunteer firefighters; work group. Directs the Secretary of Public Safety and Homeland Security to establish a work group to study the recruitment and development ofvolunteer firefighters with a specific focus on providing trainingto volunteer fire departments, volunteer fire companies, and volunteerfirefighters in a cost-efficient and effective manner and to identifyand recommend eliminating any barriers to the recruitment and developmentof volunteer firefighters.
Election administration; deputy general registrars;recommended number. Requires the State Board of Elections to adopt guidance for determining the recommended number of deputy registrarsto serve in a county or city based on the size of the county's orcity's population as of the most recent decennial census and prohibitsa local electoral board from setting a number in excess of such recommendation. The bill allows for additional deputy registrars to be appointedif the local electoral board determines that a greater number thanthe State Board's recommended number for a county's or city's populationis needed and the local governing body approves such number. The billalso requires the Department of Elections to convene a work groupno later than July 1, 2024, to advise and collaborate with the State Board on the development of such guidance and directs the work groupto complete its work and make public such guidance no later thanDecember 1, 2024. The provisions of the bill other than the requirementfor the Department to convene the work group have a delayed effectivedate of January 1, 2025.
Polling places; prohibited activities or conduct;application to locations for absentee voting in person. Clarifies that the provisions of law prohibiting certain activities or conductin and around a polling place also apply to offices of the generalregistrar, voter satellite offices, and drop-off locations duringthe period that absentee voting in person is available.
Real property tax; permanent and totaldisability; definition. Amends the definition of "permanentlyand totally disabled" for the purposes of real property tax exemptionsto include those individuals who are blind or have uncorrectablevision loss that interferes with daily activities.
Recordation tax revenues; land protection andpreservation. Provides that beginning July 1, 2026, after requireddistributions for transportation and localities under current law,up to $200 million of the remaining recordation tax revenues shallbe distributed for specified land protection and preservation purposes.
Free-Roaming Cat Management Plan; regulations.Directs the Board of Agriculture and Consumer Services to promulgateregulations establishing minimum requirements for a Free-RoamingCat Management Plan and establish a model plan for localities toreduce and control the population of free-roaming cats and the abandonmentof cats for the purpose of reducing the negative impacts of free-roamingcats on public health, wildlife, and the cat population. The billpermits a locality to adopt such plan created by the Board and includein such plan any ordinances related to cats that are currently ineffect. The bill directs the Board, in consultation with relevantstakeholders, to promulgate such regulations no later than July 31,2025.
Sales tax; school construction. Adds PrinceEdward County to the list of localities that, under current law,are authorized to impose an additional local sales and use tax ata rate not to exceed one percent, with the revenue used only forcapital projects for the construction or renovation of schools.
Premarital agreements; enforcement. Providesthat a premarital agreement executed on or after July 1, 2024, shallnot be enforceable against a person who proves that the other partyto the agreement was convicted of criminal sexual assault of theperson against whom enforcement is sought or a child of the parties.
