HB 1142: Health insurance; coverage for physical therapy, outpatient visit limit.

Health insurance; coverage for physical therapy;outpatient visit limit. Prohibits (i) insurers proposing to issueindividual or group accident and sickness insurance policies providinghospital, medical and surgical, or major medical coverage on an expense-incurredbasis; (ii) corporations providing individual or group accident andsickness subscription contracts; and (iii) health maintenance organizationsproviding a health care plan for health care services, whose policies,contracts, or plans include coverage for physical therapy from imposinga limit on the number of outpatient visits for physical therapy foran insured individual with chronic disease, as defined in the bill.

HB 192: Landlord and Tenant Fairness Act; established.

Landlord and Tenant Fairness Act established.Establishes the Landlord and Tenant Fairness Act that requires anylandlord who owns more than nine rental dwelling units or more thana 10 percent interest in more than nine rental dwelling units, whetherindividually or through a business entity, in the Commonwealth, tomeet certain requirements with respect to (i) the advertisement ofany rental dwelling unit for occupancy; (ii) the charging of applicationfees and processing of an applicant's information during an applicationcheck; and (iii) the terms of the rental agreement, changes in therental amount, and termination of the rental agreement.

HB 13: High school graduation; requires passing score on select questions from U.S. Naturalization, etc.

High school graduation requirements; passingscore on select questions from U.S. Naturalization Test. Requires the Board of Education, in establishing high school graduation requirements,to require, except in the case of a high school student whose individualized education program indicates otherwise, each high school student totake and correctly answer at least 70 percent of the questions ona test composed of at least 25 but not more than 50 of the questionson the civics portion of the U.S. Naturalization Test in order tograduate high school with a standard or advanced studies diploma,provided that such student may take such test at any time duringgrades nine through 12 and as many times during such period as necessaryto achieve the minimum 70 percent passing score.

HB 542: Revenue Stabilization Fund and Revenue Reserve Fund; required deposits.

Revenue Stabilization Fund and Revenue ReserveFund; required deposits. Requires deposit of any revenues thatwould be required to be deposited in the Revenue Stabilization Fundor Revenue Reserve Fund to be deposited in the Taxpayer Relief Fund,established by the bill, in certain circumstances. Such depositsshall be made if the combined balance in the Revenue StabilizationFund or Revenue Reserve Fund exceeds 15 percent of the Commonwealth'saverage annual tax revenues derived from taxes on income and retailsales.

HB 1145: Arrest, summons, etc.; formal and informal quotas, prohibition, civil penalty.

Arrest, summons, etc., quotas; prohibition;civil penalty. Provides that any person employed by a law-enforcementagency or any agency or department employing law-enforcement officerswho implements a formal or informal quota for arrests made, summonsesissued, traffic stops conducted, warnings given, or commercial motorvehicle safety inspections performed is subject to a $10,000 civilpenalty for each offense and if such formal or informal quota involvesthreats, intimidation, coercion, or modification of working conditionsto subordinate officers, such employee is subject to a $25,000 civilpenalty for each offense. The bill also prohibits a law-enforcementagency or any agency or department employing law-enforcement officersfrom posting data regarding the number of arrests, summonses, traffic stops, warnings, or commercial motor vehicle safety inspectionsfor the purpose of creating competition between officers with respectto arrests, summonses, traffic stops, warnings given, or commercialmotor vehicle safety inspections. Current law prohibits formal andinformal quotas for the number of arrests made and summonses issuedwithin a designated period of time and allows agencies to use suchinformation for any purpose other than as a quota.

HB 56: Voter registration by political party affiliation; partially closed primary elections.

Voter registration by political party affiliation; partially closed primary elections. Adds party affiliation, beginningJanuary 1, 2025, to the information that an applicant is asked toprovide when registering to vote. The applicant may indicate thathe is an independent. The bill specifies that voters registered priorto January 1, 2025, will be designated as independent unless theyprovide a political party affiliation to the general registrar. Votersmay change their political party affiliation or independent statusby written notice at any time before the registration records areclosed prior to an election. The bill also provides that voters whoare on the permanent absentee voter list will receive primary ballotsfor the political party with which they are registered as affiliated.Finally, the bill requires the state party chairman of each politicalparty to file written notice with the State Board of Elections byJanuary 31 of each year stating the rules adopted by the duly constitutedauthorities of the state political party for participation in theparty's primaries to be held from April 1 of that year through March31 of the following year.

HB 760: Health insurance; cost-sharing payments for insulin and diabetes equipment and supplies.

Health insurance; cost-sharing payments forinsulin and diabetes equipment and supplies; limit. Decreasesthe cap on the cost-sharing payment that a covered person is required to pay for a covered prescription insulin drug from $50 to $35 fora 30-day supply of the prescription insulin drug and provides suchcap is an aggregate cap that applies in situations where the coveredperson is prescribed more than one insulin drug. The bill also establishessuch an aggregate cap of $35 for a 30-day supply of diabetes equipmentand supplies.

HB 1334: Energy Innovation Program; established, report.

Energy Innovation Program; established. Establishesthe Energy Innovation Program to foster the development of innovativeenergy projects by allowing Program participants to provide gridservices or other beneficial energy measures. Under the Program,a participant, after obtaining State Corporation Commission approval, is not required to comply with specific state statutes and regulations pertaining to the generation, transmission, or distribution of electricenergy for sale, except for those laws and regulations that are requiredfor worker safety, public safety, or environmental protection, fora period of five years. The bill includes provisions for applicationrequirements, an approval process, Program exit procedures, a testperiod extension process, suspension or revocation of Commissionapproval, consumer protections, Commission investigations, and recordkeepingand reporting requirements.
