HR 4826: Domestic Workers Bill of Rights Act

Domestic Workers Bill of Rights Act This bill provides rights and protections for domestic workers (e.g., housekeepers, nannies, caretakers, personal assistants, and chauffeurs), including pay and leave rights, and health and safety protections. Specifically, the bill repeals the exemption of domestic live-in employees from certain minimum wage and maximum hour requirements. Employers must provide written notice of termination and provide at least 30 days of lodging and two weeks of severance pay to terminated live-in employees. Live-in employees also must be provided with reasonable access to telephone and internet service during their employment. The bill requires employers to provide domestic workers with a written agreement covering wages, sick leave, benefits, and other matters. Further, domestic workers may request and be granted changes to work schedules due to personal events. The bill also provides domestic workers with certain privacy rights, extends to domestic workers protections against discrimination in employment, and increases the federal medical assistance percentage (FMAP) for certain Medicaid-funded medical services provided by domestic workers. The Department of Labor must (1) award grants for a domestic worker national hotline for reporting emergencies, training on hazards facing domestic workers, and workforce investment activities for domestic workers; and (2) establish a Domestic Worker Wage and Standards Board to investigate standards in the domestic workers industry. Labor must publish online a document that describes the rights and protections for domestic workers under this bill.

HR 4835: Interstate Milk Freedom Act of 2021

Interstate Milk Freedom Act of 2021 This bill prohibits federal regulation of the interstate traffic of unpasteurized milk or milk products packaged for direct human consumption under specified circumstances. Specifically, the prohibition applies if such products (1) would be considered in violation of federal law solely because they are unpasteurized; (2) are allowed by the state of origin to be distributed for direct human consumption by any means; (3) are produced, packaged, and moved in compliance with the laws of such state; and (4) are moved from the state of origin with the intent to transport them to another state that allows the distribution of such products for direct human consumption.

HR 4820: Health Agency Check-Up Act

Health Agency Check-Up Act This bill establishes a bipartisan commission to review and recommend whether to modify or eliminate statutory reporting requirements that apply to the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), and the Food and Drug Administration (FDA). To inform this effort, the CDC, the NIH, and the FDA must provide the commission with relevant recommendations and information about their respective staffing, budgets, programs, reports, and regulations. The bill automatically makes any provision of law requiring a report that the commission recommends for elimination ineffective after 45 days, unless Congress enacts a joint resolution disapproving of the recommendation.

HR 4300: Alexander Lofgren Veterans in Parks (VIP) Act

Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.

HRES 547: Calling for the continued support of Afghan women and girls after the drawdown of American troops.

This resolution condemns acts of violence against Afghan women and girls and any effort to limit the ability of women and girls to participate in the civic affairs of Afghanistan. It also urges the President to ensure that Afghan women, youth, and other marginalized groups are meaningfully participating and engaging in all peace talks.

HRES 497: Condemning the murder of Alireza Fazeli Monfared and the practice of so-called "honor killings" in Iran, and for other purposes.

This resolution expresses the sense of the House of Representatives that the murder of Alireza Fazeli Monfared should be investigated and prosecuted and that the practice of honor killings in Iran is a violation of internationally recognized human rights. Further, it urges the Department of State to rebuke Iran for this practice and to condemn Iranian human rights abuses against vulnerable populations, including abuses based on sex, sexual orientation, and gender expression.

S 2556: Medicare Orthotics and Prosthetics Patient-Centered Care Act

Medicare Orthotics and Prosthetics Patient-Centered Care Act This bill revises payment rules and establishes several requirements relating to coverage of orthotics and prosthetics under Medicare. Specifically, the bill requires suppliers of orthotics and prosthetics to meet certain standards with respect to licensure and accreditation, physical facilities, and liability insurance. Orthotists and prosthetists may also issue written orders for commercial purposes that meet specified standards; such orders must be signed by the treating physician. The bill also prohibits payment under Medicare for certain prosthetics and orthotics that are delivered via drop shipment (i.e., direct shipment to a beneficiary who has not received corresponding patient care from a health care practitioner).

S 2532: Congressional Whistleblower Protection Act of 2021

Congressional Whistleblower Protection Act of 2021 This bill creates certain administrative and judicial remedies for federal employees whose right to provide information to Congress is interfered with or denied. Under current law, federal employees have the right to petition or furnish information to Congress or to individual Members of Congress, and this right may not be interfered with or denied. The bill explicitly allows employees who are aggrieved by a violation of this right to seek administrative remedies that are currently available to whistleblowers who are fired or experience other forms of retaliation. The bill also establishes a private right of action for aggrieved employees, including the option of a jury trial, if an administrative remedy is not issued within 210 days of a complaint being made. The bill applies to employees and contractors of the executive, legislative, and judicial branches of government, including members of the intelligence community.

Statutes of Limitation for Child Sexual Abuse Reform Act This bill creates incentives, including authorizing the Children's Bureau's Office of Child Abuse and Neglect to make grants, for states to (1) eliminate their criminal and civil statutes of limitations for child sexual abuse, and (2) revive previously time-barred civil claims.
