Willie O'Ree Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Willie O'Ree or, if unavailable, to a member of his family, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity. The amounts received from the sale of duplicate medals shall be deposited in the U.S. Mint Public Enterprise Fund.
Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities for scientific research utilizing data from expanded access to investigational ALS treatments for individuals who are not otherwise eligible for clinical trials. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other rare neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases. The Government Accountability Office must report to Congress about the grants provided under this bill, including an analysis of the impact of such grants on research and development of treatments for ALS.
This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.
This bill requires the Government Accountability Office (GAO) to conduct a study to assess whether there are disparities associated with race and ethnicity with respect to (1) compensation benefits administered by the Department of Veterans Affairs (VA), (2) disability ratings determined by the VA, and (3) the rejection of fully developed claims for VA benefits. The GAO must also develop recommendations to facilitate better data collection on such disparities associated with race and ethnicity. Within one year, the GAO must brief Congress on the initial results of the study. The GAO must also submit a final report on the study following the briefing.
Protecting America's First Responders Act of 2021 This bill makes changes to the Public Safety Officers' Benefits (PSOB) program. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed in the line of duty or permanently disabled as a result of catastrophic injuries sustained in the line of duty. Among the changes, the bill expands the public safety officers eligible for coverage under the PSOB program to include firefighters whose primary duty during an emergency response is to secure the scene or manage traffic and cadets or trainees in candidate-officer training; extends coverage under the PSOB program to certain public safety officers responding outside their jurisdiction; increases the interim benefit amount payable on a claim for death benefits and requires the interim amount to be adjusted annually for inflation; increases the benefit amount payable on a death or disability claim that has been pending for more than 365 days on the date of the final determination; allows the Department of Justice (DOJ) to use investigative tools, including subpoenas, to expedite the processing of claims and obtain information or documentation from third parties (e.g., public agencies); specifies that an injury resulting from a neurocognitive disorder qualifies as a catastrophic injury for the purposes of disability benefits; requires (currently, authorizes) DOJ to provide retroactive education benefits to qualifying children and spouses; specifies that hearing officers appointed to review claims are special government employees (i.e., employees who perform temporary duties for a limited period of time) and are authorized to conduct examinations; allows responders to the World Trade Center or their surviving family members to file claims for death or disability benefits in certain circumstances; and extends the period during which public safety officers who die or become injured as a result of COVID-19 are eligible for benefits.
Confidentiality Opportunities for Peer Support Counseling Act or the COPS Counseling Act This bill sets forth requirements related to peer support counseling programs. A peer support counseling program is a program provided by a law enforcement agency that provides counseling services from a peer support specialist to a law enforcement officer of the agency. Among other things, the bill does the following: generally prohibits the disclosure of the contents of a peer support communication, and requires the Department of Justice to develop best practices and professional standards for peer support counseling programs.
Jaime Zapata and Victor Avila Federal Officers and Employees Protection Act This bill explicitly grants extraterritorial jurisdiction over the following criminal offenses: killing (or attempting to kill) a federal officer or employee; assaulting, kidnapping, or murdering (or threatening to do so, or attempting to kidnap or murder) a family member of certain federal officials to retaliate against or to impede, intimidate, or interfere with the federal official; threatening to assault, kidnap, or murder certain federal officials to retaliate against or to impede, intimidate, or interfere with the federal official; and assaulting, resisting, or impeding certain officers or employees. The United States may prosecute such conduct that occurs outside the United States.
Secure Equipment Act of 2021 This bill requires the Federal Communications Commission (FCC) to establish rules stating that it will no longer review or approve any authorization application for equipment that is on the list of covered communications equipment or services. (Listed communications equipment or services are those that the FCC determines pose an unacceptable risk to national security or the security and safety of U.S. persons.)
Veterans' Compensation Cost-of-Living Adjustment Act of 2021 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2021. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.
Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.
Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to provide canine training to eligible veterans diagnosed with post-traumatic stress disorder as an element of a complementary and integrative health program. Eligible veterans are those who are enrolled in the VA health care system and have been recommended for participation by a qualified mental health care provider or clinical team. The VA must seek to enter agreements containing specified elements with accredited nongovernmental entities that have demonstrated ability to provide canine training. Veterans who participate in the program are authorized to adopt the dog they assisted in training if their health provider determines it is in the best interest of the veteran. The VA must establish processes to document and track the progress of participating veterans with respect to health benefits and improvements. The Government Accountability Office must brief Congress and submit a report on the program. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.
This joint resolution nullifies the Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review rule published by the Environmental Protection Agency on September 14, 2020. The rule finalized amendments to new source performance standards under the Clean Air Act for the oil and natural gas sector, such as an amendment that removed limitations on methane emissions from such sector.
