Stop Corporate Inversions Act of 2021 This bill revises rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States). The bill provides that a foreign corporation that acquires the properties of a U.S. corporation or partnership after May 8, 2014, shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities.
Support, Treatment, and Overdose Prevention of Fentanyl Act of 2021 or the STOP Fentanyl Act of 2021 This bill addresses data collection, treatment, harm reduction, and other issues related to substance misuse and addiction. It particularly focuses on opioids, fentanyl, and related substances. Specifically, the bill expands surveillance of fentanyl and related substances. This includes establishing a pilot program to screen for contaminants in illicit drugs and a grant program to collect data on fentanyl-involved overdoses. The bill also specifies requirements concerning the collection and use of information about drugs seized by law enforcement. Additionally, the bill establishes and modifies requirements to increase access to treatment and prevention services. For example, the Bureau of Prisons must make certain services, including medication-assisted treatments, available to individuals in its custody. The bill also repeals a provision that requires dependence on opioids for at least one year before an individual may be admitted to certain treatment programs; allows providers to prescribe medications to treat substance use disorders following a telehealth evaluation; creates grant programs for treatment and harm reduction activities; and addresses issues pertaining to opioid overdose reversal drugs. Furthermore, the bill limits civil and criminal liability under specified laws for individuals who administer opioid overdose reversal drugs to an individual who reasonably appears to be experiencing an overdose, as well as for individuals who seek medical attention for themselves or on behalf of another for a drug overdose. The bill also requires multiple reports, including a report by the Department of State on foreign sources of certain drugs.
Inventor Diversity for Economic Advancement Act of 2021 or the IDEA Act This bill requires the U.S. Patent and Trademark Office (USPTO) to request demographic information from the inventor on each patent application submitted to the USPTO. Inventors shall not be required to provide the requested information, which shall include gender, race, and military or veteran status. The USPTO shall (1) publish an annual public report about the collected data, including the collected data broken down by the types of technology covered by the patent applications; and (2) make the underlying data publicly available.
Coronavirus Housing Counseling Improvement Act This bill authorizes additional housing counseling services provided through the Neighborhood Reinvestment Corporation. Funding priority is given to counseling organizations that target low-income and minority homeowners, renters, individuals experiencing homelessness, and individuals at risk of homelessness.
Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.
Medicare Buy-In and Health Care Stabilization Act of 2021 This bill establishes a Medicare buy-in option for certain qualifying individuals and makes a series of other changes relating to health care costs. Specifically, the bill allows individuals aged 50 to 64 to enroll in Medicare if such individuals would otherwise qualify for Medicare at the age of 65. The Centers for Medicare & Medicaid Services (CMS) must determine enrollment periods and set premiums for the buy-in option established under the bill, in accordance with specified requirements. The CMS must also award grants to states and nonprofit organizations for outreach and enrollment activities relating to the buy-in option. The bill also (1) establishes a supplemental option under Medicare to cover cost-sharing for beneficiaries; (2) repeals provisions that prohibit the CMS from negotiating the prices of prescription drugs; (3) establishes an individual market reinsurance program relating to coverage of high-cost individuals, as specified; and (4) makes permanent certain increases and expansions of the premium tax credit.
Ban Conflicted Trading Act This bill prohibits a Member of Congress or certain congressional officers or employees from (1) purchasing or selling specified investments, (2) entering into a transaction that creates a net short position in a security, or (3) serving as an officer or member of any board of any for-profit entity.
Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, that the nation owes a debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) urges the establishment of a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.
This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.
This resolution condemns and denounces all forms of anti-Asian sentiment, including those related to COVID-19 (i.e., coronavirus disease 2019), and calls on federal law enforcement officials, working with state and local agencies, to take specified steps. The resolution calls on federal officials to expeditiously investigate and document all credible reports of hate crimes, harassment, bullying, and threats against the Asian American and Pacific Islander communities; the Attorney General to work with state and local agencies and Asian American and Pacific Islander community-based organizations to prevent discrimination and to expand culturally competent and linguistically appropriate education campaigns on public reporting of hate crimes; and the Department of Health and Human Services to issue guidance describing best practices to mitigate racially discriminatory language in describing the pandemic. The resolution recommits the United States to serving as a world leader in building more inclusive, diverse, and tolerant societies by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that put Asian Americans and Pacific Islanders at risk.
Block All New Oil Exports Act or the BAN Oil Exports Act This bill requires the President to ban the exportation of crude oil and natural gas from the United States. The President may provide an exemption to the ban in specified circumstances.
