International Human Rights Defense Act of 2021 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTQI (lesbian, gay, bisexual, transgender, queer, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTQI people and represent the United States in diplomatic matters relevant to the human rights of LGBTQI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTQI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.
Protecting Moms and Babies Against Climate Change Act This bill establishes grants and directs other activities to address health risks associated with climate change, particularly for members of racial and ethnic minority groups, pregnant or postpartum individuals, and children younger than age three. Specifically, the Department of Health and Human Services (HHS) must establish a program to award grants to partnerships of community-based organizations and other entities to identify and address climate-change-related risks to these individuals at a county level. HHS must also establish a program to award grants to health professional schools and training programs to integrate training on identifying risks associated with climate change for patients, with a focus on those intending to become pregnant, in curricula and continuing education programs. In addition, the National Institutes of Health (NIH) must establish the Consortium on Birth and Climate Change Research. The consortium must coordinate research on climate-change-related risks conducted and supported by various NIH institutes and offices. The Centers for Disease Control and Prevention must also develop a strategy to identify areas where there is a high risk of adverse maternal and infant health outcomes due to climate change.
Secure Rural Schools Reauthorization Act of 2021 This bill extends through FY2023 payments made to states and eligible counties containing certain federal land under the Secure Rural Schools and Community Self-Determination Act of 2000. The Department of the Interior and the Department of Agriculture shall carry out a pilot program to allow the Chief of the Forest Service or the Director of the Bureau of Land Management to nominate members of resource advisory committees. County funds may be used to provide or expand access to (1) broadband telecommunications services at local schools, or (2) the technology and connectivity necessary for students to use a digital learning tool at or outside of a local school campus. Any county funds that were obligated by a county before October 1, 2017, but are unspent on October 1, 2020, may be used by the county for any authorized use and shall be available for projects initiated after October 1, 2020. No county funds may be used for lobbying activity, regardless of the purpose for which the funds are obligated on or before the enactment of this bill.
Living Donor Protection Act of 2021 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on live organ donation to include information about the benefits of live organ donation and about access to insurance for living organ donors.
Electric Vehicles for Underserved Communities Act of 2021 This bill requires the Department of Energy (DOE) to support the deployment of electric vehicle charging infrastructure in underserved or disadvantaged communities. Specifically, DOE must establish an EV Charging Equity Program. Under the program, DOE must provide technical assistance and award grants to increase the deployment and accessibility of electric vehicle charging infrastructure in such communities. If practicable, DOE must ensure that relevant programs promote electric vehicle charging infrastructure, support clean and multimodal transportation, provide improved air quality and emissions reductions, and prioritize the needs of such communities.
Assuring You Uniform Dietary Assistance (AYUDA) Act of 2021 This bill makes the Commonwealth of the Northern Mariana Islands eligible to participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program).
This joint resolution appoints Barbara M. Barrett as a citizen regent of the Board of Regents of the Smithsonian Institution.
Duty To Report Act This bill requires political committees, candidates for federal office, and other individuals to report to the Federal Election Commission (FEC) and the Federal Bureau of Investigation (FBI) any offers of prohibited contributions, including offers of nonpublic information regarding other candidates, by foreign nationals. Specifically, political committees and candidates must report to the FEC within 24 hours any (1) offers of prohibited contributions from foreign nationals, and (2) meetings with foreign governments or their agents. In addition, the bill requires political committees, candidates, immediate family members of candidates, and individuals affiliated with a campaign (e.g., employees and independent contractors) to report to the FBI within 24 hours any offers of prohibited contributions from foreign nationals. Further, the bill establishes a new criminal offense for knowingly and willfully failing to comply with this reporting requirement. A violator is subject to criminal penalties—a fine, a prison term of up to two years, or both. Such reported information may not be used to enforce certain immigration provisions related to the removal of undocumented aliens.
Honduras Human Rights and Anti-Corruption Act of 2021 This bill temporarily imposes sanctions and other penalties on Honduran president Juan Orlando Hernandez and the government of Honduras for systemic corruption and human rights violations, with particular focus on the Honduran police and military. Specifically, the President must impose asset- and visa-blocking sanctions on Juan Orlando Hernandez due to his corrupt practices, including the use of the state apparatus to protect and facilitate drug trafficking. Additionally, the President must prohibit, within 30 days, the issuance of licenses to export defense articles and services and specified munitions to the Honduran police or military. The bill also (1) makes Honduras ineligible for security assistance to equip and train police and military, and (2) requires U.S. representatives at multilateral development banks to oppose any loans for Honduran police or military. Furthermore, the Department of the Treasury must instruct U.S. leadership of international financial institutions and the U.S. International Development Finance Corporation to promote human rights due diligence and risk management in any loan, grant, policy, or strategy related to Honduras. The sanctions and other penalties put in place under this bill terminate in five years but may be lifted earlier if specified conditions are met.
Medicare-X Choice Act of 20 21 This bill establishes and funds the Medicare Exchange health plan, which allows individuals who are not otherwise eligible for Medicare to enroll in a government-administered health insurance plan. The Centers for Medicare & Medicaid Services (CMS) must offer such plan in certain individual health insurance exchanges beginning plan year 2022 and offer it in all individual health insurance exchanges beginning plan year 2025. CMS must offer the plan in the small group market in all geographic areas for plan year 2025. The plan must cover primary care services without cost sharing and meet the same requirements, including essential health benefits, as existing health insurance exchange plans. Unless they opt out, health care providers enrolled under Medicare or under a state Medicaid plan must participate in the plan and are reimbursed at Medicare rates. The bill establishes a grants program for community organizations, educational institutions, and health agencies to create service partnerships and establish interactive data systems for health care providers. Additionally, the bill expands the premium tax credit available for plans purchased through an exchange and eliminates the restriction on the Department of Health and Human Services negotiating prescription drug prices for Medicare.
Protecting Our Students and Taxpayers Act of 2021 or the POST Act of 2021 This bill requires a for-profit institution of higher education (IHE), in order to participate in federal student-aid programs, to derive at least 15% of its revenue from sources other than federal funds. Current law requires a for-profit IHE to derive at least 10% of its revenue from sources other than federal funds. The bill also expands the definition of federal funds to include GI education benefits, with an exception for the monthly housing stipend provided under the Post-9/11 Educational Assistance Program.
Electric Credit Access Ready at Sale Act of 2021 or the Electric CARS Act of 2021 This bill modifies and extends tax credits for electric cars and alternative motor vehicles. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2031. In addition, the bill modifies the credit to remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, allow a taxpayer to assign the credit to a financing entity, and allow an unused credit to be carried forward for five years. The bill also extends through 2031 the tax credits for (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.
