S 3541: Health Care for Burn Pit Veterans Act

Health Care for Burn Pit Veterans Act This bill updates policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have been exposed to toxic substances. Specifically, the bill extends the eligibility period for VA hospital care, medical services, and nursing home care for combat veterans who served after September 11, 2001, and were exposed to toxic substances, radiation, or other conditions, including those who did not enroll to receive VA care during the eligibility period. The VA must incorporate into its existing health care screening a screening to help determine potential exposures to toxic substances during military service. Among other requirements, the VA must also provide annual training to health care and benefits personnel with respect to veterans who were exposed to toxic substances; analyze total and respiratory disease mortality in veterans who served in specified locations on specified dates; conduct an epidemiological study on the health trends of veterans who served in the Armed Forces after September 11, 2001; conduct a study to determine trends in the rates of the incidence of cancer in veterans; publish a list of VA resources for veterans who were exposed to toxic substances, families and caregivers of such veterans, and survivors of such veterans who are receiving death benefits; and report on the data quality of the Individual Longitudinal Exposure Record and its usefulness in supporting veterans in receiving VA health care and benefits.

S 697: Harriet Tubman Bicentennial Commemorative Coin Act

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.

SRES 521: A resolution celebrating Black History Month.

S 3698: Northern Border Regional Commission Reauthorization Act of 2022

Northern Border Regional Commission Reauthorization Act of 2022 This bill makes various changes to the authorities and programs of regional economic and infrastructure development commissions. Specifically, the bill reauthorizes the Southwest Border Regional Commission, the Southeast Crescent Regional Commission, and the Northern Border Regional Commission (NBRC) and establishes and expands NBRC grant programs. The NBRC must establish a state capacity building program to provide grants to commission states (Maine, New Hampshire, New York, and Vermont) to better support business retention and expansion in eligible counties and for other specified purposes. Each commission state shall provide to the NBRC an annual work plan that includes the proposed use of the grant. Additionally, the NBRC may make grants for the planning, construction, equipment, and operation of demonstration health, nutrition, and child care projects. Such grants must give special emphasis to projects and activities to address substance use disorders, including opioid and methamphetamine use. The bill authorizes these regional commissions (as part of economic and infrastructure development grants) to (1) design, build, implement, or upgrade transportation or basic public infrastructure or workforce capacity to support the adaptation to and mitigation of climate challenges; and (2) promote the production of housing to meet economic development and workforce needs.

S 3649: Transportation Equity Act

Transportation Equity Act This bill directs the Department of Transportation (DOT) to reestablish the Transportation Equity Committee. The committee must study, advise DOT about, and develop a strategic plan concerning transportation equity issues. The committee must also evaluate the work of DOT in connecting people to economic and related forms of opportunity; revitalizing communities through strategic, research, technological, regulatory, community engagement, and economic policy activities related to transportation and opportunity; and ensuring equal access to transportation for all residents. In addition, DOT must appoint a full-time federal employee to serve as coordinator and act as the designated federal officer for the committee.

S 3642: Schedules That Work Act

Schedules That Work Act This bill provides employees with the right to request changes to their work schedules related to the number of hours they are required to work or be on call, the location of the work, the amount of notification about work schedule assignments, and fluctuations in work hours. Employers must negotiate in good faith with employees who make such requests and comply with certain work schedule notice and split shift pay requirements for retail, food service, cleaning, hospitality, or warehouse employees.

S 3641: Part-Time Worker Bill of Rights Act

Part-Time Worker Bill of Rights Act This bill modifies various employment, leave, and pension rules with respect to part-time workers. Specifically, the bill removes the requirement that employees work a minimum number of hours during the preceding 12-month period before becoming eligible for family and medical leave. The bill also sets the maximum length of service on which employers may condition the eligibility of part-time employees for a qualified pension plan (e.g., 401(k) retirement plan). Except as required by an applicable collective bargaining agreement, such service requirement may be no longer than two consecutive 12-month periods of at least 500 hours of service for part-time employees who have reached the age of 21 by the end of such period. The bill further prohibits employers of more than 15 employees from setting disparate terms of employment or working conditions for part-time employees, including with respect to compensation, notice of work hours, and promotion opportunities. Additionally, the bill requires such employers to offer available, qualified part-time employees additional work hours before hiring new employees for such hours. Among other enforcement methods, employers must maintain three years of records for offers of additional hours and employee responses to such offers. The bill also provides a private right of action for employees to enforce the nondiscrimination requirements of this bill.

S 3629: Opioid Treatment Access Act of 2022

Opioid Treatment Access Act of 2022 This bill expands access to substance use disorder treatment by modifying the regulation of opioid treatment programs and narcotic drugs used for treatment, including with respect to a patient's unsupervised use of such drugs. Specifically, the Department of Health and Human Services (HHS) must issue regulations to further increase patients' access to unsupervised use or handling of drugs for treatment. The Substance Abuse and Mental Health Services Administration (SAMHSA) must study the effects of these revisions, and HHS must, as appropriate, promulgate additional regulations based on the study's findings. SAMHSA must also study the impact of certain exemptions from certification requirements for opioid treatment programs that were granted as part of COVID-19 response efforts, including any additional costs or savings that resulted from the exemptions. The bill also (1) allows specified types of health care providers to prescribe (subject to certain requirements) methadone that is dispensed through pharmacies for a patient's unsupervised use, and (2) provides statutory authority for a regulation that allows registered opioid treatment programs to operate mobile medication units without separately registering the unit.
