HR 7078: LIFELINE Act

LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.

S 3833: Save American Baseball Act

Save American Baseball Act This bill removes the limited exemption from the antitrust laws for persons in the business of organized professional baseball. For purposes of this bill, the term antitrust laws means laws to protect against unlawful restraints and monopolies (Clayton Act) and to protect against unfair methods of competition (Federal Trade Commission Act).

S 321: "Six Triple Eight" Congressional Gold Medal Act of 2021

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal to the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II.

HR 7061: Big Oil Windfall Profits Tax Act

Big Oil Windfall Profits Tax Act This bill imposes an excise tax on the windfall profits of crude oil on taxpayers who extracted and imported more than 300,000 barrels (a barrel equals 42 U.S. gallons) of taxable crude oil (i.e., crude oil, crude oil condensates, and natural gasoline) in 2019, or who extracted and imported that amount in the current calendar quarter. The bill requires rebates of the tax collected to be paid to individual taxpayers. The bill establishes the Protect Consumers from Gas Hikes Fund to finance such rebates.

Improving the Nation's Safe Pharmaceuticals and Excipients by Creating Tools for Inspecting and Overseeing Needed Supplies Act or the INSPECTIONS Act This bill modifies provisions relating to the inspection of foreign drug manufacturing facilities, including by incorporating the compliance history of facilities in foreign countries into inspections and requiring periodic assessments of whether additional agreements with foreign agencies are needed. The bill also requires the Government Accountability Office to report on inspections of foreign facilities.

HR 7041: Record of Military Service for Members of the Armed Forces Act of 2022

Record of Military Service for Members of the Armed Forces Act of 2022 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.

HR 6986: Northern Border Regional Commission Reauthorization Act of 2022

Northern Border Regional Commission Reauthorization Act of 2022 This bill makes various changes to the authorities and programs of regional economic and infrastructure development commissions. Specifically, the bill reauthorizes the Southwest Border Regional Commission, the Southeast Crescent Regional Commission, and the Northern Border Regional Commission (NBRC) and establishes and expands NBRC grant programs. The NBRC must establish a state capacity building program to provide grants to commission states (Maine, New Hampshire, New York, and Vermont) to better support business retention and expansion in eligible counties and for other specified purposes. Each commission state shall provide to the NBRC an annual work plan that includes the proposed use of the grant. Additionally, the NBRC may make grants for the planning, construction, equipment, and operation of demonstration health, nutrition, and child care projects. Such grants must give special emphasis to projects and activities to address substance use disorders, including opioid and methamphetamine use. The bill authorizes these regional commissions (as part of economic and infrastructure development grants) to (1) design, build, implement, or upgrade transportation or basic public infrastructure or workforce capacity to support the adaptation to and mitigation of climate challenges; and (2) promote the production of housing to meet economic development and workforce needs.
