Price Gouging Prevention Act of 2022 This bill generally makes it unlawful to sell or offer for sale a good or service at an unconscionably excessive price during an exceptional market shock. The bill also provides additional funding to the Federal Trade Commission.
Fashioning Accountability and Building Real Institutional Change Act or the FABRIC Act This bill requires garment industry employers to pay at least the hourly minimum wage and prohibits piece rate pay. Garment manufacturers and contractors also must register with the Department of Labor.
Promoting Peace, Education, And Cultural Exchange through Music Diplomacy Act or the PEACE through Music Diplomacy Act This bill authorizes music-related exchange programs facilitated by the Department of State. The bill authorizes the inclusion of coordination and consultation with the private sector in the participation by groups and individuals from other countries in nonprofit activities in the United States similar to certain artistic and sports activities when such participation is in the national interest. State's Bureau of Educational and Cultural Affairs (ECA) shall manage, including in coordination and consultation with the private sector, programs focused on music and the performing arts that provide opportunities to build cross-cultural understanding and advance peace abroad. State should continue to (1) partner with the private sector in support of music-related exchange programs implemented by ECA, (2) leverage private sector expertise in developing and implementing such programs, (3) expand networking and mentorship opportunities, and (4) identify private sector funding sources for travel and other expenses. The bill authorizes State to partner with the private sector to recognize musicians whose works or performances have advanced peace abroad and who could contribute to networking and mentorship opportunities for participants of music-related exchange programs implemented by ECA.
Patents for Humanity Act of 2022 This bill provides statutory authority for a program to award certificates that may be used to accelerate certain proceedings and applications at the U.S. Patent and Trademark Office (PTO). The program established under this bill shall be treated as the successor to the existing Patents for Humanity program. Under this bill, the PTO must hold a competition at least once every two years to award certificates to eligible entities that submit a patent application that addresses a humanitarian issue.
National Cybersecurity Preparedness Consortium Act of 2021 This bill allows the Department of Homeland Security to work with one or more consortia composed of nonprofit entities to develop, update, and deliver cybersecurity training in support of homeland security.
Building America's Health Care Workforce Act This bill extends certain flexibilities relating to training and competency requirements for nurse aides in Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs). Generally, SNFs and NFs may not hire nurse aides for longer than four months unless they meet certain training and certification requirements. The Centers for Medicare & Medicaid Services waived some of these requirements during the COVID-19 emergency period so as to allow facilities to maintain adequate staffing levels; the waiver ends in June 2022. The bill extends these flexibilities for at least two years after the bill's enactment and specifies that (1) any time worked by a nurse aide during the emergency period counts toward the 75 hours required for initial training, and (2) a competency evaluation may be conducted at the SNF or NF where the nurse aide is employed if the state does not offer such an evaluation at least once a week.
Federal Firefighters Fairness Act of 2022 This bill makes it easier for federally employed firefighters who contract certain illnesses to qualify for federal workers' compensation. Specifically, the bill provides that chronic obstructive pulmonary disease, mesothelioma, and specified other cancers of those employed in fire protection activities for at least five years are presumed to be proximately caused by such employment for purposes of a disability or death claim under the federal workers' compensation program. This presumption also applies to federal employees employed in fire protection activities for at least five years who experience a sudden cardiac event or stroke within 24 hours of performing a fire protection activity. The bill also requires the Department of Labor to conduct a review to determine whether breast cancer, gynecological cancer, and rhabdomyolysis should be included under the presumption and to conduct periodic reviews to determine whether other diseases should be included. In addition, a person may petition Labor to include another disease under the presumption. An employee in fire protection activities is a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker who (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishing of fires or response to emergency situations where life, property, or the environment is at risk, including the prevention, control, suppression, or management of wildland fires; and (4) performs such activities as a primary responsibility.
This resolution congratulates the Gambian people on the successful 2016 and 2021 presidential elections and the April 2022 legislative election. The resolution supports the work and recommendations of the Truth, Reconciliation, and Reparations Commission of The Gambia to bring accountability, healing, and reconciliation to that nation. The resolution also calls on the government of The Gambia to follow through with appropriate actions with regards to justice, accountability, and reparations for victims. Finally, the resolution expresses the support of the American people in The Gambia's democratic path forward.
Supreme Court Ethics, Recusal, and Transparency Act of 2022 This bill provides for the establishment of a code of conduct for Supreme Court Justices, judges of the courts of appeals, judges of the district courts, and judges of the Court of International Trade.
Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in health care, social service, and other sectors. Specifically, Labor must issue an interim occupational safety and health standard that requires certain employers to take actions to protect workers and other personnel from workplace violence. The standard applies to employers in the health care sector, in the social service sector, and in sectors that conduct activities similar to those in the health care and social service sectors. In addition, Labor must promulgate a final standard within a specified time line.
LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.
Consumer Protection Remedies Act of 2022 This bill authorizes the Federal Trade Commission to seek, and courts to order, certain types of equitable relief such as restitution, contract rescission, and disgorgement in suits to enforce the laws within the commission's jurisdiction.
