S 2: AACCENT Act

Augmentative and Alternative Communication Centers to Establish National Training Act or the AACCENT Act This bill requires the Department of Health and Human Services to award three grants in geographically diverse regions to establish a network of resource centers to improve access to tools, technologies, strategies, training, and other methods used to supplement or replace speech (i.e., augmentative and alternative communication) for individuals with significant expressive communication disabilities. These are communication disabilities (other than communication disabilities that are primarily visual or auditory in nature) that prevent or significantly limit an individual from understanding or being understood using spoken words, resulting in the need for or benefit from augmentative and alternative communication.

Communications, Video, and Technology Accessibility Act of 2022 This bill expands, and establishes new, requirements to increase the accessibility of communications technologies for individuals who are blind or deaf or have other disabilities, including by requiring closed captioning for online video programming and audio descriptions for both online and televised video programming.

S 5133: DUE PROCESS Act of 2022

Deterring Undue Enforcement by Protecting Rights Of Citizens from Excessive Searches and Seizures Act of 2022 or the DUE PROCESS Act of 2022 This bill makes various changes to procedures governing federal civil forfeiture cases, including by raising the evidentiary standard that applies to them. It also requires the Department of Justice to create a database of and annually audit federal civil forfeiture cases.

HR 3630: Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

S 5099: SAFE Lending Act of 2022

Stopping Abuse and Fraud in Electronic Lending Act of 2022 or the SAFE Lending Act of 2022 This bill revises requirements related to consumer financial protection and small-dollar lending, including matters concerning remotely created checks, electronic fund transfers, registration of small-dollar lenders, overdraft fees, and the collection of personal information. Under the bill, remotely created checks may only be issued by a person specifically designated in writing by a consumer and provided to the consumer's depository institution. (A remotely created check is a check not issued by the bank and not signed by the account owner.) A voluntary agreement to repay a small-dollar consumer credit transaction by an electronic fund transfer is subject to certain protections, including the right of the consumer to stop payment. Small-dollar consumer credit providers must register with the Consumer Financial Protection Bureau. Any small-dollar consumer credit transaction is subject to the laws of the state in which the consumer resides. The bill also prohibits overdraft fees on prepaid accounts.

S 5107: Data on Interactions and Accountability for Law Enforcement with Individuals with Disabilities Act

Data on Interactions and Accountability for Law Enforcement with Individuals with Disabilities Act This bill expands activities to collect data about interactions between law enforcement officers and individuals with disabilities. In particular, the bill establishes a temporary advisory council within the Department of Health and Human Services (HHS) to develop a methodology for collecting and reporting data on interactions between law enforcement officers and individuals with disabilities. HHS must award a grant to an independent research organization or institution of higher education to test the validity and reliability of the council's methodology. The council must also provide the Department of Justice with best practices to collect disability status in cases where a death or injury occurred because of an interaction with law enforcement. The bill also requires certain federal initiatives that collect information about interactions with law enforcement (e.g., the National Use-of-Force Data Collection) to include disability status. Further, the Bureau of Justice must award a grant to an independent third-party organization (e.g., an institution of higher education) for identifying trends using certain survey data in violence committed by law enforcement officers against individuals with disabilities.

HR 1733: RECLAIM Act of 2021

Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More Act of 2021 or the RECLAIM Act of 2021 This bill revises requirements concerning the Abandoned Mine Reclamation Fund, including by expanding the eligible uses of the fund. Specifically, the bill allows the fund to be used to provide support for economic revitalization, diversification, and development in economically distressed mining communities through the reclamation and restoration of land and water resources adversely affected by abandoned coal mines. In addition, it requires specified amounts to be annually distributed from the fund through FY2026 to states and Indian tribes for reclaiming and restoring lands and waters so affected.

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes criminal penalties and/or fines on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine or imprisonment.

HR 5441: PAST Act of 2021

Prevent All Soring Tactics Act of 2022 or the PAST Act of 2022 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.
