This resolution affirms that there is well-established authority for the Food and Drug Administration to approve, license, and otherwise regulate reproductive health products under the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act. The resolution also affirms that (1) such federal laws preempt (i.e., supersede conflicting state or local laws) any state or local laws that prohibit or limit access to or use of any reproductive health product, and (2) the Department of Justice has authority to enforce the preemptive effect of such federal laws by suing any state or political subdivision of a state that prohibits or limits access to or use of any reproductive health product.
VA Employee Fairness Act of 2021 This bill repeals provisions excluding any matter or question concerning professional conduct or competence; peer review; or the establishment, determination, or adjustment of employee compensation from the applicability of collective bargaining rights for Veterans Health Administration employees.
This resolution expresses that the House of Representatives is committed to building upon the 20 years of success of the George McGovern-Robert Dole International Food for Education and Child Nutrition Program, complementing humanitarian assistance efforts and development programs through the continued implementation of the McGovern-Dole Program to address global food insecurity and create conditions for peace and stability, and supporting U.S. farmers, millers, shippers, and commodity groups that provide agricultural commodities for use in the McGovern-Dole Program to help combat global malnutrition and food insecurity and advance global education.
Unleashing American Innovators Act of 2022 This bill modifies the responsibilities of U.S. Patent and Trademark Office (PTO) satellite offices and addresses related issues. The bill increases the discount on patent-related fees for small and micro entities. An entity that falsely claims such a discount shall be subject to a fine, in addition to any other existing penalties. The bill also modifies the statutory purpose of PTO satellite offices to include (1) outreach activities targeting certain groups, such as low-income populations, veterans, and geographic groups that are underrepresented in patent filings; and (2) targeting patent examiners and administrative patent judges from economically, geographically, and demographically diverse backgrounds in the PTO's retention activities. For each satellite office established after January 1, 2023, the PTO must consider the office's proximity to anchor institutions (e.g., hospitals primarily serving veterans and institutions of higher education) and certain groups, such as low-income populations, veterans, and geographic groups that are underrepresented in patent filings. The PTO must establish (1) a satellite office in the southeastern United States within three years of this bill's enactment, (2) at least four community outreach offices throughout the United States within five years of this bill's enactment, and (3) a pilot program to help prospective first-time patent applicants assess the strengths and weaknesses of a potential patent application. The PTO must also (1) conduct and report to Congress a study on patent pro bono programs, including whether such programs are sufficiently serving prospective and existing participants; and (2) use the study's findings to update such pro bono programs.
The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met). The bill also reduces funding for the Medicare Improvement Fund.
Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

Prevent All Soring Tactics Act of 2022 or the PAST Act of 2022 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.
Norman Y. Mineta Japanese American Confinement Education Act This bill increases the authorization of appropriations for the Japanese American Confinement Sites (JACS) grant program, which supports the preservation of U.S. confinement sites that were used to detain Japanese Americans during World War II (i.e., internment camps). It also establishes a program within JACS to provide grants to Japanese American nonprofits to educate individuals about the historical significance of these events.
Global Aircraft Maintenance Safety Improvement Act This bill addresses safety standards related to foreign aircraft repair stations. Among other things, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year; requires air carriers to submit annual reports to the Federal Aviation Administration (FAA) with respect to heavy maintenance work on aircraft (including on-wing aircraft engines) performed outside the United States; sets forth minimum qualifications for mechanics and others working on U.S. registered aircraft at foreign repair stations; directs the FAA to convene a foreign repair station working group with other civil aviation authorities to conduct a review of the certification and oversight of the stations and to identify any future enhancements to strengthen oversight of such stations; and prohibits FAA officials from traveling internationally if previously mandated final rules on drug and alcohol testing and a threat assessment of employees at foreign repair stations are not implemented, with specified exceptions.
This concurrent resolution makes a correction to the official title of H.R. 6833 (Continuing Appropriations and Ukraine Supplemental Appropriations Act, 2023).
FDA Modernization Act 2.0 This bill authorizes the use of certain alternatives to animal testing, including cell-based assays and computer models, to obtain an exemption from the Food and Drug Administration to investigate the safety and effectiveness of a drug. The bill also removes a requirement to use animal studies as part of the process to obtain a license for a biological product that is biosimilar or interchangeable with another biological product.
