This resolution expresses the Senate's condolences to the people of Afghanistan and the Hazara, an ethnic minority community in Afghanistan. The resolution also condemns all forms of violence against women and girls in Afghanistan and supports U.S. and international efforts to ensure that girls in Afghanistan can safely attend school. (On May 8, 2021, a bomb attack at the Sayed Ul-Shuhada High School in Kabul killed more than 85 people.)
Ensuring Access to Domestic Mineral Production Act This bill limits the authority of the Department of the Interior to withdraw federal public lands from mineral exploration. Specifically, the bill prohibits Interior from making such a withdrawal until a study has been completed that demonstrates that the proposed withdrawal will not result in any negative impacts to national security by limiting access to critical minerals. In addition, the bill requires Interior to obtain the approval of Congress before withdrawing federal public lands in excess of 5,000 acres. Before any withdrawal is initiated, the U.S. Geological Survey must conduct a mineral assessment to ensure that the minerals to be withdrawn by a proposed withdrawal do not impede the ability of the United States or its allies to procure a secure supply chain of essential resources needed for the U.S. economy and allied nations, including resources for national security and for U.S. energy infrastructure.
Children Have Opportunities in Classrooms Everywhere Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with elementary or secondary school. The bill also allows certain federal funds for elementary and secondary education to follow a student from a low-income household to the public school that the student attends or for tax-exempt educational expenses. Under current law, tax-exempt distributions in connection with elementary or secondary school are limited to tuition for a public, private, or religious school. The bill allows these distributions to be used additionally for curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a home school (whether treated as a home school or a private school under state law). In addition, the bill directs state educational agencies to allocate grant funds to ensure the funding follows students to their public school or for other tax-exempt educational expenses outlined by the bill. Each state that carries out these allocations must establish a plan that allows the parent or guardian of an eligible child to apply for grant funds.
Emergency Resupply for IRON DOME Act of 2021 This bill requires the President to make all unexpended funding for assistance to Gaza available instead for grants to Israel for its Iron Dome short-range rocket defense system.
Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.
Medicare Access to Radiology Care Act of 2021 This bill provides for Medicare coverage of services that are furnished by a certified radiologist assistant under the supervision of a radiologist. Payment must be made to the supervising radiologist.
Connecting Opportunities through Mobility Metrics and Unlocking Transportation Efficiencies Act or the COMMUTE Act This bill directs the Department of Transportation to establish an accessibility data pilot program. The purpose of the pilot program is to develop or procure an accessibility data set and make such data available for states and metropolitan or rural planning organizations to improve their transportation planning by measuring the level of access to important destinations such as jobs, health care facilities, child care services, educational and workforce training facilities, affordable housing, and food sources; disaggregating the level of access by multiple transportation modes by a variety of population categories, including minority populations; assessing the change in accessibility that would result from new transportation investments; and providing data necessary to prioritize transportation investments that will improve access by all modes of travel.
This concurrent resolution establishes the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus to investigate and report to Congress and the executive branch specified information related to the coronavirus (i.e., the virus that causes COVID-19) pandemic. This report must include the origins and causes of the coronavirus; certain coronavirus-related policies, decisions, and activities by the government of China; accountability for policies, decisions, and activities related to influencing the World Health Organization's response to the coronavirus outbreak; vulnerabilities of the U.S. domestic and global supply chain to a global pandemic due to reliance on Chinese manufacturing; information related to lessons learned from China's handling of the coronavirus; and recommended actions the federal government should take in response to China's handling of the coronavirus.
This resolution offers the condolences of the Senate regarding the death of Senator John William Warner and expresses deep appreciation for his outstanding and important service to his country.
This resolution condemns the rocket attacks by Hamas against Israel beginning the week of May 9, 2021. It also states that the United States must continue to invest in and support Israel's security and sovereignty.
Guarding Readiness Resources Act of 2021 This bill modifies the treatment of funds received by the National Guard Bureau as a reimbursement from a state or other U.S. territory (e.g., Guam) for the use of military property. Specifically, the funds must be credited to (1) the appropriation, fund, or account used in incurring the obligation; or (2) an appropriation, fund, or account currently available for the purposes of which the expenditures were made. Such funds must be treated as a reprogramming request and may only be obligated or disbursed after the National Guard Bureau submits a written request and receives authorization from Congress. The National Guard Bureau must annually submit an account of the use of funds disaggregated by appropriation and subactivity group.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
