The Pioneering Antimicrobial Subscriptions To End Up surging Resistance Act of 2021 or the PASTEUR Act of 2021 This bill authorizes the Department of Health and Human Services (HHS) to enter into subscription contracts for critical-need antimicrobial drugs, provides $11 billion in appropriations for activities under the bill, and contains other related provisions. A manufacturer of a Food and Drug Administration-approved antimicrobial drug may apply to HHS to have the drug designated as a critical-need antimicrobial, and HHS may enter into a subscription contract for such a critical-need antimicrobial. The bill imposes certain requirements related to such contracts, including a mechanism to lower payments under the contract in certain instances to limit the manufacturer's revenue from the drug. Furthermore, HHS and the Centers for Disease Control and Prevention (CDC) shall award grants to support efforts to encourage the appropriate use of antimicrobial drugs and efforts to combat antimicrobial resistance. The CDC shall also track and assess data relating to antibacterial resistance and human antibiotic use and make such data publicly available. HHS shall also establish a Committee on Critical Need Antimicrobials. The committee shall develop a list of prioritized infections for which new antimicrobial drug development is needed, among other duties. Within six years of the bill's enactment, the Government Accountability Office shall report to Congress a study on the bill's effectiveness in developing priority antimicrobial drugs.

Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.
Youth, Peace, and Security Act of 2021 This bill requires the Department of State to coordinate the development and implementation of a whole-of-government strategy to promote the inclusive and meaningful participation of youth in peace building and conflict prevention, management, and resolution, as well as post-conflict and recovery efforts. The President must appoint a coordinator who, in addition to being responsible for leading the implementation of such strategy, is authorized to provide grants, emergency assistance, and technical assistance to eligible youth-led civil society organizations and youth peace-building implementers. The bill also authorizes the President to provide development assistance to expand training, technical assistance, and grants managed and controlled by youth leaders.
Repeal Insurance Plans of the Multi-State Program Act or the RIP MSP Act This bill repeals the multi-state insurance plan program. (The multi-state plan program requires the Office of Personnel Management (OPM) to contract with insurance issuers to provide a qualified health plan through the health insurance exchanges in multiple states.) The OPM must report about the process and timeline for ending the program within 60 days.
No CRT for our Military Kids Act This bill prohibits funding for the Department of Defense Education Activity from being used to (1) teach critical race theory in any school operated by the activity, or (2) develop or distribute any curriculum that incorporates critical race theory.
Wildland Fire Mitigation and Management Commission Act of 2021 This bill directs the Departments of the Interior and Agriculture and the Federal Emergency Management Agency (FEMA) to jointly establish a commission to study and make recommendations to improve federal policies relating to wildland fire prevention, mitigation, suppression, management, and rehabilitation. The Department of Defense and other relevant federal departments and agencies must submit to the commission an inventory of surplus cargo and passenger aircraft and excess common-use aircraft parts that may be used for wildland firefighting purposes.
Say No to Indoctrination Act This bill prohibits the use of federal funds to teach or advance concepts that separate individuals based on race, color, or national origin; assign characteristics to individuals based on race, color, or national origin; or imply that the United States is an inherently racist country.
Reporting Efficiently to Proper Officials in Response to Terrorism Act of 2021 or the REPORT Act This bill requires the primary government agency investigating an act of terrorism to submit to Congress an unclassified report within one year after the agency completes its investigation. The agency shall conduct such investigation in collaboration with the Department of Homeland Security (DHS), the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and the National Counterterrorism Center. Such requirement shall not apply in instances in which DHS, DOJ, the FBI, or the center determines that the information required to be reported could jeopardize an ongoing investigation or prosecution, in which case the principal agency making such determination must notify Congress. Such a report shall (1) identify any gaps in national security that could be addressed to prevent future acts of terrorism, and (2) include any recommendations for additional measures that could be taken to improve homeland security.
Expanding Contracting Opportunities for Small Businesses Act of 2021 This bill increases the allowable award price for federal government contracts with certain small businesses, including socially and economically disadvantaged small businesses, small businesses owned and controlled by women, and small businesses owned and controlled by service-disabled veterans.
