HR 1066: Wildfire Recovery Act

Wildfire Recovery Act This bill makes changes with respect to the federal cost share for Fire Management Assistance Grants and provides that the federal share shall be not less than 75% of the eligible cost. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to conduct and complete a rulemaking to provide criteria for the circumstances under which FEMA may recommend that the President increase the federal cost share. Such criteria shall include a threshold metric that assesses the financial impact to a state or local government from responding to a fire for which fire management assistance is being provided.

SRES 762: A resolution honoring the life and accomplishments of Queen Elizabeth II and expressing condolences to her family and the United Kingdom on her passing.

This resolution remembers Her Majesty Queen Elizabeth II and her more than 70 years of service in support of the British people and the Commonwealth of Nations. The resolution also expresses gratitude to Queen Elizabeth II for her efforts to maintain strong bilateral relations between the United Kingdom and the United States. Finally, the resolution extends condolences to the family of Queen Elizabeth II, to the people of the United Kingdom of Great Britain and Northern Ireland, and to the peoples of the Commonwealth of Nations.

S 4818: A bill to prohibit the use of Federal and local funds to impose or enforce a COVID-19 vaccine mandate in District of Columbia schools, and to repeal the Coronavirus Immunization of School Students and Early Childhood Workers Regulation Amendment Act of 2021 enacted by the District of Columbia Council.

This bill prohibits the District of Columbia (DC) from using federal or local funds to require that students in elementary or secondary schools receive a COVID-19 vaccination. The bill also nullifies the Coronavirus Immunization of School Students and Early Childhood Workers Regulation Amendment Act of 2021 (D.C. Act 24-85), enacted by the DC Council on January 12, 2022.

Protecting Communications Networks from Chinese Communist Party Espionage Act This bill requires the Federal Communications Commission to auction licenses for a specified portion of the electromagnetic spectrum for nonfederal use, shared federal and nonfederal use, or a combination of those uses, with proceeds going towards the Secure and Trusted Communications Networks Reimbursement Program (a program that reimburses certain communications providers for replacing equipment deemed to be a threat to national security).

HJRES 94: Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Education relating to "Final Priorities, Requirements, Definitions, and Selection Criteria-Expanding Opportunity Through Quality Charter Schools Program (CSP)-Grants to State Entities (State Entity Grants); Grants to Charter Management Organizations for the Replication and Expansion of High-Quality Charter Schools (CMO Grants); and Grants to Charter School Developers for the Opening of New Charter Schools and for the Replication and Expansion of High-Quality Charter Schools (Developer Grants)".

This joint resolution nullifies a Department of Education rule published on July 6, 2022, concerning final priorities, requirements, definitions, and selection criteria for the Charter Schools Program.

S 4801: Stopping Harmful Incidents to Enforce Lawful Drone Use Act

Stopping Harmful Incidents to Enforce Lawful Drone Use Act or the SHIELD U Act This bill authorizes Counter-Unmanned Aircraft System (C-UAS) activities on and off commercial service airport property to detect, identify, and mitigate threats posed by an unmanned aircraft (i.e., drone) or unmanned aircraft system. It authorizes the Department of Homeland Security (DHS), state and local law enforcement, and airport law enforcement to carry out these activities. Additionally, the bill allows DHS and the Departments of Defense, Justice, and Energy to contract with other entities to carry out C-UAS activities. The bill also (1) expands the Federal Law Enforcement Training Center curriculum to include use of C-UAS authorities as well as the ability for state, local, tribal, and territorial law enforcement to attend such training; and (2) allows state, local, and airport law enforcement to use jamming technology to mitigate a drone threat.

HRES 1330: Expressing support for the designation of September 2022 as "Sickle Cell Disease Awareness Month" in order to educate communities across the United States about sickle cell disease and the need for research, early detection methods, effective treatments, and preventative care programs with respect to complications from sickle cell disease and conditions related to sickle cell disease.

This resolution expresses support for the goals and ideals of Sickle Cell Disease Awareness Month and encourages the President to support access to innovative therapies for the disease. Sickle cell disease is an inherited blood disorder than can lead to pain, anemia, infections, and stroke.

HR 8739: Hong Kong Business Integrity and Transparency Act

Hong Kong Business Integrity and Transparency Act This bill requires the Department of Commerce to submit periodic reports to Congress on the protection of consumer information in the possession of U.S. firms operating in Hong Kong. The report must include information on requests by the government of Hong Kong for consumer information, content takedowns, or law enforcement assistance.
