HCONRES 3: Expressing the sense of Congress condemning the recent attacks on pro-life facilities, groups, and churches.

HCONRES 3 is a non-binding congressional resolution expressing support for pro-life facilities, groups, and churches targeted by vandalism and threats following the Supreme Court's Dobbs decision. It condemns specific incidents like graffiti, window-smashing, and arson at pregnancy centers and churches (e.g., in Frederick, MD, and Portland, OR), while recognizing the role of these organizations in supporting pregnant women. The resolution calls on the Biden Administration to use law enforcement to protect these facilities but does not create new laws or policies. As a symbolic measure, it has no legal effect on the incidents described.

SJRES 2: A joint resolution proposing an amendment to the Constitution of the United States relative to limiting the number of terms that a Member of Congress may serve.

This bill proposes a constitutional amendment that would limit Members of Congress to a maximum of three terms in the House of Representatives and two terms in the Senate. It specifies that filling a vacancy for more than one year in the House or more than three years in the Senate counts toward these term limits. The amendment would not apply to terms served before its ratification. If approved by three-fourths of state legislatures within seven years, it would change how long representatives and senators could serve. This is a proposed constitutional change, not current law.

S 26: SNOOP Act of 2023

This bill raises the reporting threshold for payment platforms like PayPal or Venmo. It requires these platforms to report transaction data only if a business receives over $20,000 in payments across more than 200 transactions in a year. This change directly affects payment processors and their business users by reducing the volume of transactions they must report to the IRS.

S 16: Protecting Life on College Campus Act of 2023

S 16, the Protecting Life on College Campus Act of 2023, prohibits federal funding for colleges and universities that host campus health clinics providing abortion drugs or abortions to students or employees. It requires these institutions to submit annual certifications confirming their clinics do not offer such services, with funding eligibility contingent on this compliance. The bill defines "abortion drugs" broadly as any medication intended to terminate a pregnancy (excluding specific medical exceptions), and clarifies that campus health clinics - not hospitals - are covered under this restriction. This policy directly affects public and private institutions of higher education receiving federal funds, altering their funding eligibility based on campus health service offerings.

S 9: Protecting America’s Strategic Petroleum Reserve from China Act

This bill prohibits the U.S. Secretary of Energy from selling petroleum products from the Strategic Petroleum Reserve (SPR) to entities controlled by the Chinese Communist Party or to any buyer unless they guarantee the oil won't be exported to China. It directly affects the Department of Energy (which manages the SPR) and any companies or entities seeking to purchase SPR oil with potential Chinese ties. The key mechanism requires the Secretary to block sales to China-linked entities or impose strict export restrictions on all sales. The bill aims to prevent SPR oil from reaching China, without creating new programs or altering existing SPR management rules.

S 13: Protect Funding for Women's Health Care Act

The Protect Funding for Women's Health Care Act prohibits federal funding for Planned Parenthood Federation of America and its affiliates, clinics, subsidiaries, or successors. It redirects these funds to other eligible health care providers - including community health centers, hospitals, and clinics that serve underserved populations - to ensure continued access to services like contraception, cancer screenings, prenatal care, and STI testing. The bill explicitly states it does not alter existing abortion funding restrictions or reduce overall federal support for women’s health services. This policy change aims to maintain funding availability for essential women’s health care while shifting resources away from Planned Parenthood.

HRES 51: Expressing support for the designation of the week of January 22 through January 28, 2023, as "National School Choice Week".

HRES 51 is a non-binding House resolution expressing support for designating the week of January 22-28, 2023, as "National School Choice Week." It encourages parents to learn about K-12 education options (including public, charter, private, and homeschooling) and urges public awareness events during that week. The resolution does not create new policies, funding, or legal requirements - it solely serves as a symbolic expression of support for parental choice in education. It directly affects no individuals or entities, as it is a procedural resolution with no legislative force.

HR 438: True Cost Act

HR 438, the True Cost Act, requires the federal government to include specific budget estimates in annual budget submissions. It mandates that for any fiscal year with a projected deficit, the budget must estimate the pro rata cost of that deficit per taxpayer who files an individual income tax return. The bill also requires an annual estimate of the pro rata cost of the national public debt for the same taxpayers. This information would be added to budget documents but does not change tax rates or actual taxpayer obligations. The bill directly affects individual income tax filers by providing them with calculated cost breakdowns related to government deficits and debt.

HR 364: Daylight Act

This bill would allow states to adopt year-round daylight saving time instead of switching clocks twice annually. It amends federal law to let states pass their own legislation keeping daylight time in effect all year, eliminating the need to revert to standard time in November. Currently, most states follow the biannual clock change, but this would give states the option to permanently use daylight time through state law. The change would require individual states to enact their own laws to implement year-round daylight saving time.
