HR 9563: To direct the Administrator of the Western Area Power Administration to provide its firm electric service customers with credits from shortfalls in generation from certain Bureau of Reclamation hydroelectric facilities, and for other purposes.

This bill requires the Western Area Power Administration to provide customers with a credit that reflects decreased hydropower output from specified projects until December 31, 2026.

HR 9535: Federal Land Freedom Act

Federal Land Freedom Act This bill sets forth a process that allows a state (including the District of Columbia) to seek to transfer the responsibility of energy development on federal land within its boundaries from the federal government to the state. Federal land does not include land that, as of May 31, 2013, is (1) held for the benefit of an Indian tribe, (2) in the National Park System, (3) in the National Wildlife Refuge System, or (4) in a congressionally designated wilderness area. To qualify for such a transfer of responsibility, a state must have a program that regulates the exploration and development of oil, natural gas, and other forms of energy on its land. The federal responsibility transfers to the state once the state submits to the Department of the Interior, the U.S. Department of Agriculture, and the Department of Energy a declaration that it has such a program and that it seeks to transfer the responsibility. Any action taken by a state to lease, permit, or regulate the exploration and development of energy on federal land in lieu of the federal government is not subject to the Administrative Procedure Act, the National Historic Preservation Act, the Endangered Species Act of 1973, or the National Environmental Policy Act of 1969.

HR 3686: Ski Hill Resources for Economic Development Act

Ski Hill Resources for Economic Development Act or the SHRED Act This bill establishes the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account. Amounts in the fund shall be available to the unit for expenditure without further appropriation for ski area administration, improvements, visitor services, and wildfire preparedness. Funds may be reallocated only if the amounts collected exceed the reasonable needs of the unit.

HR 3648: EAGLE Act of 2022

Equal Access to Green cards for Legal Employment Act of 2022 or the EAGLE Act of 2022 This bill modifies requirements related to employment-based visas and addresses related issues. The bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements on an employer seeking an H-1B visa, such as prohibiting (1) an employer from advertising that a position is only open to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post certain information about the open position. The bill also expands Labor's authority to review and investigate H-1B applications for fraud or misrepresentations. The bill also allows certain aliens to obtain lawful permanent resident status if the alien (1) is in the United States as a nonimmigrant, (2) has an approved immigrant visa petition, and (3) has waited at least two years for a visa.

HR 9521: SAFE Laboratories Act

Stop Adversarial Funding Expenditures for Laboratories Act or the SAFE Laboratories Act This bill prohibits federal assistance to the Wuhan Institute of Virology or any other laboratory located in a country determined to be a foreign adversary, including China, Russia, North Korea, and Iran.

S 3667: African-American Burial Grounds Preservation Act

African-American Burial Grounds Preservation Act This bill directs the Department of the Interior to establish the United States African-American Burial Grounds Preservation Program within the National Park Service. In carrying out the program, Interior may make grants to other federal agencies; state, local, and tribal governments; other public entities; educational institutions; historic preservation groups; and private nonprofit organizations for the identification of historic African-American burial grounds, the preservation and restoration of African-American burial grounds, the interpretation of African-American burial grounds, and related research and documentation for historic African-American burial grounds.

Critical Mineral Independence Act of 2022 This bill requires the Office of the Under Secretary of Defense for Acquisition and Sustainment and the Defense Logistics Agency to develop and implement a strategy to transition the supply chain for critical minerals in the National Defense Stockpile away from reliance on geostrategic competitors and adversaries by 2027 through acquisition of critical minerals processed by the United States or allied countries.

Preventing Suicide Through Voluntary Firearm Purchase Delay Act This bill directs the Department of Justice to establish and maintain the Voluntary Purchase Delay Database. In particular, the bill (1) allows individuals to voluntarily place their names to (or request removal from) the database established by this bill, and (2) makes it unlawful to sell or otherwise dispose of any firearm or ammunition to individuals listed in this database.

HR 7075: Ukrainian Independence Park Act of 2022

HR 7075 designates a specific triangular area in Washington, D.C. (bounded by 22nd Street NW, P Street NW, and Florida Avenue NW) as "Ukrainian Independence Park," including National Park Service reservations 57D and 360 (which contains the Taras Shevchenko Memorial). S 5190: Ending China's Developing Nation Status Act

Ending China's Developing Nation Status Act This bill requires the Department of State to take actions to stop China from being classified as a developing nation by international organizations. (Generally, international organizations provide developing nations certain rights and beneficial treatment. For example, the World Trade Organization provides developing nations with so-called special and differential treatment , which includes measures that aim to increase trading opportunities for those nations.) Under this bill, the State Department must advocate for international organizations to (1) change China's status from developing nation to developed nation, or (2) develop a mechanism to change China's status to developed nation if no mechanism currently exists. The President may waive this requirement if doing so is in the national interest of the United States.
