Advancing Conservation and Education Act This bill allows the states of Alaska, Arizona, California, Colorado, Idaho, Montana, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, or Wyoming to relinquish state land grant parcels wholly or primarily within eligible areas and select, in exchange, public land within the state. Eligible areas are areas within the outer boundaries of units or components of the National Park, National Wilderness Preservation, National Wildlife Refuge, or National Landscape Conservation Systems, areas identified by the Bureau of Land Management (BLM) as having wilderness characteristics, certain designated lands within the National Forest System or administered by the BLM, and sentinel landscapes designated by the Department of Agriculture, Department of Defense, or Department of the Interior. Interior shall create a process for the relinquishment of such parcels. States may select in exchange, and Interior may convey, lands that are mineral in character. The overall value of the state land grant parcels and the public land to be conveyed shall be equal or made equal. The bill sets forth requirements regarding hazardous materials on land to be conveyed, water rights, grazing permits, road rights-of-ways, and protection of Indian rights.
Federal Reserve Accountability Act of 2022 This bill reduces the number of Federal Reserve districts from 12 to 5, requires Senate confirmation for Federal Reserve bank presidents, and makes other changes to the operation of the Federal Reserve Board and Federal Reserve banks.
Federal Clarity for Kratom Consumers Act This bill requires the Food and Drug Administration (FDA) to hold a hearing and establish a task force on the health and safety of products with kratom (an herbal substance that produces opioid- and stimulant-like effects). It also prohibits the FDA from regulating kratom products in a manner that is more restrictive as compared to regulations for food, dietary supplements, or dietary ingredients.
University of Utah Research Park Act This bill releases to the University of Utah, without consideration, the revisionary interest of the United States in approximately 593 acres of specified nonfederal land.
Safeguarding American Innovation Act This bill addresses the security of federally funded research and development grants and export-controlled goods, technologies, or sensitive information. The bill establishes in the Office of Management and Budget a Federal Research Security Council to develop federally funded research and development grant making policy and management guidance to protect the national and economic security interests of the United States. Each executive agency on the council shall be responsible for assessing federal research security risks posed by persons participating in federally funded research and development. The bill prohibits any individual from knowingly (1) preparing or submitting a federal grant application that fails to disclose the receipt of any outside compensation, including foreign compensation, by the individual; or (2) forging, counterfeiting, or otherwise falsifying a document to obtain a federal grant. An alien shall be inadmissible to the United States if a consulate or the Department of Justice knows the alien seeks to enter the United States to acquire export-controlled goods, technologies, or sensitive information if the Department of State has determined that such acquisition would be contrary to U.S. national security (including economic security). The bill revises provisions relating to the disclosure of foreign gifts.
Protecting Adopting Families from Audits Act This bill requires the Internal Revenue Service (IRS) to submit a written report to the congressional tax committees comparing the audit rate of individual taxpayers who claim the adoption tax credit to the audit rate of those taxpayers who do not claim such credit. The initial report must be submitted not later than the end of 2023 and then annually thereafter through 2036. The IRS must also submit a written report regarding its audit practices for individuals who claim refundable and nonrefundable tax credits.
Preventing Improper Payments Act This bill designates any program or activity making more than $100 million in payments in a fiscal year as susceptible to significant improper payments. Under current law, programs designated as susceptible to significant improper payments are subject to additional assessments and reporting requirements. The bill requires each agency to submit to Congress, as part of the annual financial report of the agency, a report on implementing financial and administrative controls and certain other practices with respect to fraud risk; identifying risks and vulnerabilities to fraud; and establishing strategies, procedures, and other steps to curb fraud.
HRES 1525 is a non-binding House resolution condemning antisemitism spread by public figures, celebrities, and officials on social media. It cites the Anti-Defamation League’s report of 2,717 antisemitic incidents in 2021 (a 34% increase from 2020) and urges influential people to use their platforms to speak out against antisemitism. The resolution calls for unity with Jewish communities and emphasizes the need for Holocaust education to combat rising hate. As a symbolic measure, it does not create new laws or penalties but formally expresses the House’s stance against antisemitic rhetoric.
Increasing Access to Dental Insurance Act This bill permits individuals to enroll in a dental benefits plan on a health insurance exchange without also enrolling in a qualified health plan.
Interstate Obscenity Definition Act This bill expands the prohibition on transmitting obscene content via interstate or foreign communications by providing for a broader definition of obscenity in statute and eliminating a requirement that obscene content be transmitted with the intent to abuse, threaten, or harass a person.
Shielding Children's Retinas from Egregious Exposure on the Net Act or the SCREEN Act This bill requires certain interactive computer services that create, host, or otherwise make available pornographic content to use technologies to verify the age of users in order to prevent those under 18 years of age from accessing such content.
Streamline Pentagon Budgeting Act of 2022 This bill repeals reporting requirements related to the unfunded priorities of the (1) armed force or forces or combatant command, and (2) the Missile Defense Agency.
