HRES 313: Providing for consideration of the Senate amendment to the concurrent resolution (H. Con. Res. 14) establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034, and for other purposes.

HRES 313 is a procedural resolution that establishes the rules for the House of Representatives to consider the Senate's amendment to the budget resolution (H. Con. Res. 14) for fiscal years 2025-2034. It allows the House to debate and vote on concurring with the Senate amendment for one hour, equally divided between the Budget Committee chair and ranking member, without points of order. The resolution also specifies that certain calendar days (April 9-September 30, 2025) do not count toward the National Emergencies Act’s emergency declaration requirements. This bill does not change budget levels or spending; it only sets the process for finalizing the budget resolution.

HRES 211: Providing for consideration of the joint resolution (H.J. Res. 25) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Internal Revenue Service relating to ‘‘Gross Proceeds Reporting by Brokers That Regularly Provide Services Effectuating Digital Asset Sales’’; providing for consideration of the bill (H.R. 1156) to amend the CARES Act to extend the statute of limitations for fraud under certain unemployment programs, and for other purposes; providing for consideration of the bill (H.R. 1968) making further continuing appropriations and other extensions for the fiscal year ending September 30, 2025, and for other purposes; and for other purposes.

HRES 211 is a procedural resolution that allows the U.S. House of Representatives to debate and vote on three specific legislative measures. It enables consideration of H.J. Res. 25 (which would disapprove an IRS rule requiring brokers to report digital asset sales), H.R. 1156 (which would extend fraud statute of limitations for unemployment programs), and H.R. 1968 (which would fund government operations through September 2025). The resolution waives standard procedural objections and sets time limits for debate on each measure. This resolution itself does not change policy but facilitates the House’s review of these three bills.

HR 5100: To extend the SBIR and STTR programs, and for other purposes.

HR 5100 extends the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through fiscal year 2026, instead of ending on September 30, 2025. This bill directly affects small businesses and research institutions that rely on federal funding for research and development through these programs. The key mechanism is updating expiration dates across multiple program provisions in the Small Business Act to maintain funding authority and program operations for one additional year. The extension does not alter program eligibility, funding levels, or core requirements.

HR 3951: Rural Veterans’ Improved Access to Benefits Act of 2025

Rural Veterans’ Improved Access to Benefits Act of 2025 This bill extends and expands the pilot program under which certain non-Department of Veterans Affairs (VA) health care professionals may be contracted to provide disability examinations to veterans, regardless of the jurisdiction of their licensure, for purposes of Department of Veterans Affairs (VA) benefits and care. Specifically, the bill (1) expands the types of health care professionals who may provide such examinations, and (2) extends the authority for such professionals to be contracted for this purpose through January 5, 2031. Currently, such examinations may only be contracted to licensed non-VA physicians, physician assistants, nurse practitioners, audiologists, or psychologists. The bill expands the list to include qualified health care professionals who are eligible for appointment to specified positions in the Veterans Health Administration, including hospital or clinic directors, dentists, and pharmacists. The VA must report on its use of the expanded authority under this bill.

HR 3854: Modernizing All Veterans and Survivors

HR 3854 requires the Department of Veterans Affairs (VA) to develop and implement automation tools to modernize claims processing for veterans and survivors. The bill mandates that within 180 days of enactment, the VA must submit a plan to use technology that automates retrieving service/health records, compiling evidence, providing decision support, sharing information between agencies, and generating claim correspondence. It prioritizes deploying this technology to key VA offices like Pension and Fiduciary Service, Education Service, and the Board of Veterans’ Appeals within one year. The bill also requires the VA to implement automatic notices for certain children’s benefits (like dependency compensation increases) within one year and a plan to ensure correct document labeling in VA systems within 180 days. These changes directly affect veterans and survivors filing claims for benefits, pension, survivor benefits, or education assistance under VA-administered laws.

HR 3767: Health Professionals Scholarship Program Improvement Act of 2025

HR 3767, the Health Professionals Scholarship Program Improvement Act of 2025, requires the Department of Veterans Affairs (VA) to guarantee full-time clinical employment contracts for scholarship participants within 90 days of completing their training. These contracts must be at VA facilities with the highest need, offering competitive salaries and benefits consistent with VA standards. The bill mandates biannual reports to Congress on implementation until September 30, 2027, to track compliance with the new employment requirement. This directly affects health professionals who complete VA scholarship programs by ensuring post-graduation job placement. The key mechanism is the mandatory 90-day employment guarantee for participants, replacing previous processes.

HR 3427: Water Resources Technical Assistance Review Act

HR 3427, the Water Resources Technical Assistance Review Act, requires the Government Accountability Office (GAO) to review the Environmental Protection Agency's (EPA) clean water technical assistance programs within one year of the bill's enactment. The GAO must examine how the EPA selects and partners with technical assistance providers, matches services to community needs (especially in economically distressed areas), coordinates with other agencies, and whether the assistance helps communities access broader water infrastructure programs. The review will also assess duplication across EPA programs and gaps in serving communities eligible for clean water infrastructure support. The EPA must then submit annual plans detailing how it implements the GAO's recommendations to improve these programs.

HR 3400: TRAVEL Act of 2025

It allows the Department of Veterans Affairs (VA) to assign physicians for up to one year at VA facilities in these territories, requiring coordination with local medical providers to ensure quality care. Physicians assigned under this program would receive a relocation or retention bonus similar to existing federal employee incentives. The bill directly affects veterans in U.S. territories and VA healthcare operations there.

HR 2334: Servicemember Residence Protection Act

HR 2334, the Servicemember Residence Protection Act, amends the Servicemembers Civil Relief Act to prevent state "squatter's rights" laws from applying to properties owned by active-duty military members. The bill specifically blocks states from allowing squatters to claim ownership of a servicemember's home during the member's period of military service. This directly protects deployed servicemembers and their families by ensuring their property rights remain secure while they serve. The key mechanism is a new federal provision (Section 301A) that overrides conflicting state laws for military-owned properties occupied by squatters during active service.

HR 2034: Edith Nourse Rogers STEM Scholarship Opportunity Act

This bill modifies the Edith Nourse Rogers STEM Scholarship program for veterans. It reduces the maximum months of scholarship use from 60 to 45 and lowers the required benefit usage threshold from 90% to 67.5% for certain veterans. The changes prioritize veterans who have used the most months of their regular education benefits and those pursuing STEM degrees. Veterans must now exhaust all their regular education benefits under Chapter 33 before accessing this scholarship, as specified in new subsection (d)(5). The bill directly affects veterans using education benefits to pursue STEM fields.
