This resolution establishes the rules of the House of Representatives for the 117th Congress by adopting and modifying the House rules from the 116th Congress. Changes from the rules for the previous Congress include measures to facilitate the operation of Congress during the ongoing COVID-19 (i.e., coronavirus disease 2019) pandemic. The resolution makes the Office of Diversity and Inclusion permanent, revises language in the rules to be gender-inclusive, and continues requirements to protect congressional employees from harassment and discrimination. The resolution also implements measures to protect whistle-blowers and increase congressional transparency. The resolution authorizes necessary amounts for the Committee on House Administration to resolve contested elections. Additionally, the Clerk of the House of Representative must establish a process for House Members to indicate their support for Senate-passed measures that have been received by the House, including maintaining a publicly available list of Members supporting each measure. The chair of the Committee on the Budget may adjust an estimate concerning the fiscal impact of legislation to exempt the budgetary effects of measures to prevent, prepare for, or respond to economic or public health consequences resulting from the COVID-19 pandemic, as well as measures to prevent, prepare for, or respond to economic, environmental, or public health consequences resulting from climate change. Until the Committee on Oversight and Reform has adopted rules, the chair of the Select Subcommittee on the Coronavirus Crisis may issue subpoenas related to its investigation into political interference in the response to the coronavirus pandemic at the Department of Health and Human Services and the Centers for Disease Control and Prevention. The resolution also reauthorizes specified commissions, offices, and committees, and establishes a Select Committee on Economic Disparity and Fairness in Growth.
This resolution requires the Committee on Ethics to investigate whether any Member of the House of Representatives violated the rules of the House by making a false written allegation that fraud occurred in the conduct of the November 2020 Presidential election. If the committee determines that such a violation occurred, it shall impose an appropriate sanction, including a recommendation that the Member be removed from the House of Representatives.

Resolution This resolution makes it out of order for the House to consider a concurrent resolution for its adjournment during any day in August of a calendar year unless it has passed by July 31 each of the regular appropriation bills for the fiscal year beginning on October 1.
This resolution affirms that Members of Congress elected for the 117th Congress from Arizona, Georgia, Michigan, Nevada, Pennsylvania, and Wisconsin were freely and fairly elected under lawful, constitutional procedures.
Space Research Innovation Act This bill directs the National Aeronautics and Space Administration (NASA) to (1) establish a university-affiliated research center to facilitate NASA capabilities, and (2) use the research center to fund analyses and engineering support related to cis-lunar and deep-space missions and interplanetary research. The bill lists the following entities as eligible to participate in the research center: (1) an institution of higher education, (2) an operator of a federally funded research and development center, and (3) a nonprofit or not-for-profit research institution.
This bill repeals the National Voter Registration Act of 1993. The act established certain voter registration requirements for federal elections, such as the requirement for states to allow individuals to register to vote when they apply for a driver's license.
This bill establishes repayment terms for federally-related mortgages in forbearance as part of existing COVID-19 (i.e., coronavirus disease 2019) economic aid programs. Specifically, the term of such a mortgage must be extended for the same length of time as the length of the forbearance. Additionally, the payments due during the forbearance must be evenly distributed across future payments with no additional interest or fees beyond amounts otherwise due had the borrower made such payments on time and in full.
Freedom for Families Act This bill modifies requirements for health savings accounts (HSAs) to (1) exclude from gross income HSA distributions paid or distributed during a period of qualified caregiving, (2) allow participation in an HSA without enrollment in a high deductible health plan, and (3) increase the contribution limit for HSAs.
