SALT Fairness Act of 2021 This bill repeals the temporary restrictions in taxable years 2018 through 2025 on the deductibility of state and local taxes.
COVID Preparedness, Response, and Effective Planning for Advanced Requirements by the Executive Branch Act of 2021 or the COVID PREPARE Act of 2021 This bill requires federal agencies to submit to Congress plans for responding to COVID-19 (i.e., coronavirus disease 2019). Specifically, each agency shall submit (1) an initial report detailing an action plan, informed by research and best practices learned from the onset of COVID-19, previous pandemics, and health emergencies, for addressing the needs and mitigating and eliminating the risks and challenges associated with COVID-19 and the deployment of COVID-19 vaccines; and (2) subsequent reports, on a quarterly basis until the President ends the declared emergency, that update the details submitted in the plan. The initial report shall include agency priorities for preparing for and responding to the pandemic, including continuity of operations and fulfilling the agency's mission and priorities related to the deployment of COVID-19 vaccines; measurable goals specific to priorities and a time line for addressing each priority; anticipated challenges to addressing priorities and how the agency will address such challenges; how the agency will consult with Congress, the public, state and municipal governments, and relevant stakeholders while working remotely; how the agency plans to issue relevant guidance to entities under the jurisdiction of the agency; and any resources the agency needs from Congress.
Direct Support for Communities Act This bill provides FY2021 supplemental appropriations to the Department of Housing and Urban Development (HUD) to award additional Community Development Block Grants to units of local government and counties to prevent, prepare for, and respond to coronavirus and the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, within 30 days, HUD must distribute 50% of such funds to metropolitan cities and other units of local government and 50% to counties and parishes. These funds may be used to cover costs or replace lost, delayed, or decreased revenues stemming from the COVID-19 public health emergency. Additionally, the bill designates the funding as emergency spending, which is exempt from discretionary spending limits.
Cyber Vulnerability Disclosure Reporting Act This bill requires the Department of Homeland Security to submit a report describing the policies and procedures developed to coordinate the disclosure of cyber vulnerabilities. The report shall describe instances when these policies and procedures were used to disclose cyber vulnerabilities in the previous year. Further, the report shall mention the degree to which the disclosed information was acted upon by stakeholders.
DHS Cybersecurity On-the-Job Training and Employment Apprentice Program Act This bill requires the Department of Homeland Security (DHS) to establish a DHS Cybersecurity On-the-Job Training and Employment Apprentice Program to identify and train DHS employees for cybersecurity work. The Cybersecurity and Infrastructure Security Agency within DHS must lead the program. Among other things, the agency must (1) track the status of cybersecurity positions at DHS, (2) develop a program curriculum, and (3) recruit DHS employees for the program.
This concurrent resolution calls for the Citizens' Stamp Advisory Committee to recommend that the U.S. Postal Service issue a commemorative postage stamp in honor of former Representative George Thomas "Mickey" Leland.
This joint resolution supports the designation of Gospel Music Heritage Month, which would recognize the contributions to U.S. culture derived from the rich heritage of gospel music and gospel music artists.
This resolution establishes the rules of the House of Representatives for the 117th Congress by adopting and modifying the House rules from the 116th Congress. Changes from the rules for the previous Congress include measures to facilitate the operation of Congress during the ongoing COVID-19 (i.e., coronavirus disease 2019) pandemic. The resolution makes the Office of Diversity and Inclusion permanent, revises language in the rules to be gender-inclusive, and continues requirements to protect congressional employees from harassment and discrimination. The resolution also implements measures to protect whistle-blowers and increase congressional transparency. The resolution authorizes necessary amounts for the Committee on House Administration to resolve contested elections. Additionally, the Clerk of the House of Representative must establish a process for House Members to indicate their support for Senate-passed measures that have been received by the House, including maintaining a publicly available list of Members supporting each measure. The chair of the Committee on the Budget may adjust an estimate concerning the fiscal impact of legislation to exempt the budgetary effects of measures to prevent, prepare for, or respond to economic or public health consequences resulting from the COVID-19 pandemic, as well as measures to prevent, prepare for, or respond to economic, environmental, or public health consequences resulting from climate change. Until the Committee on Oversight and Reform has adopted rules, the chair of the Select Subcommittee on the Coronavirus Crisis may issue subpoenas related to its investigation into political interference in the response to the coronavirus pandemic at the Department of Health and Human Services and the Centers for Disease Control and Prevention. The resolution also reauthorizes specified commissions, offices, and committees, and establishes a Select Committee on Economic Disparity and Fairness in Growth.
This resolution requires the Committee on Ethics to investigate whether any Member of the House of Representatives violated the rules of the House by making a false written allegation that fraud occurred in the conduct of the November 2020 Presidential election. If the committee determines that such a violation occurred, it shall impose an appropriate sanction, including a recommendation that the Member be removed from the House of Representatives.
