Vote at Home Act of 2021 This bill expands voting by mail in federal elections and provides for automatic voter registration through state motor vehicle authorities. Specifically, the bill prohibits states from imposing additional conditions or requirements on the eligibility of individuals to cast ballots by mail in federal elections, except states may impose a deadline for requesting and returning a ballot. Further, states must mail ballots to individuals registered to vote in a federal election not later than two weeks before the election. In addition, the U.S. Postal Service must carry ballots for federal elections expeditiously and free of postage. Finally, the bill provides for automatic voter registration of individuals through state motor vehicle authorities.
Repeal of the Authorization for Use of Military Force This bill repeals the Authorization for Use of Military Force signed into law September 18, 2001.
Executive Branch Conflict of Interest Act This bill expands and establishes new prohibitions related to conflicts of interest involving certain federal government employees. Specifically, the bill prohibits a federal government employee from accepting a bonus from a former private sector employer for entering government service. The bill prohibits certain senior officials from using their position to participate in matters wherein a former employer or client has a financial interest, and it establishes penalties for an official who violates this prohibition. The bill also increases lobbying restrictions to two years for certain senior officials. In addition, the bill expands prohibitions that prevent certain former officials who were responsible for specified government contracts from receiving compensation from a participating contractor, contractor's affiliate, or subcontractor. The bill also prohibits a procurement officer in the federal government from working for a company that received a contract overseen by the procurement officer during the officer's last two years in government service.
Incentives for our Nation's Veterans in Energy Sustainability Technologies or the INVEST Act This bill allows the work opportunity tax credit to be used for the hiring of a specified veteran who works in a field of renewable energy. A specified veteran means any veteran who is certified as (1) having received a credential or certification from the Department of Defense of a military occupational specialty or skill in a field of renewable energy or with respect to advanced manufacturing, machinist or welding, or engineering; (2) having completed a vocational degree in a field of renewable energy; or (3) having completed a LEED (Leadership in Energy & Environmental Design) certification with the United States Green Building Council. The Department of the Treasury shall compensate specified U.S. possessions for their losses resulting from this bill.
This concurrent resolution authorizes the Speaker of the House and the Majority Leader of the Senate to assemble the House and the Senate outside the District of Columbia whenever the public interest warrants it.
Public Service Spending Integrity Act This bill restricts federal spending at businesses of the President, specified other officials, or their family members. Specifically, the bill prohibits federal funds from being obligated or expended for purposes of procuring goods or services at any business owned or controlled by a covered individual or family member of such individual, except for certain authorized security purposes. A covered individual is defined to include the President, the Vice President, the head of any executive department, and any individual occupying a position designated by the President as a cabinet-level position. No federal agency may enter into a contract with a business owned or controlled by a covered individual or family member. A business shall be deemed to be owned or controlled by a covered individual or family member if any such person (1) is a member of the board of directors or similar governing body of the business, (2) directly or indirectly owns or controls more than 50% of the voting shares of the business, or (3) is the beneficiary of a trust which owns or controls more than 50% of the business and can direct distributions under the terms of the trust.
The Earth Act This bill establishes an additional basis for excluding a foreign country from designation as a beneficiary developing country for the purposes of preferential trade treatment. Specifically, the bill makes a country ineligible for this designation if it fails to effectively enforce its environmental laws or to fulfill its international environmental obligations. The President, when making this designation, must take into account the extent to which a country effectively enforces these laws and fulfills these obligations.
This bill requires the U.S. Postal Service to designate a single, unique ZIP Code applicable to Fairlawn, Virginia.
Coach-Only Airfare for Capitol Hill Act of 2021 This bill prohibits funds made available for the official travel of a Member of Congress or other officer or employee of the legislative branch from being used for airline accommodations that are not coach-class accommodations. This prohibition is inapplicable for an individual if the use would be permitted for an employee of an agency subject to specified federal regulations for temporary duty travel allowances.
Public Service Transparency Act This bill requires candidates for the office of President or Vice President, nominees for a cabinet-level position, and the current occupants of such positions to disclose their federal tax returns. The bill authorizes the Office of Government Ethics to disclose such tax returns to the extent they are required to be made available.
Campaign Spending Integrity Act This bill prohibits a candidate for election to federal office from using campaign funds to make payments to vendors owned or controlled by the candidate or by an immediate family member of the candidate.
This bill modifies the oath of office for elected and appointed positions in the federal civil service and uniformed services. Specifically, the bill modifies the oath to include a pledge to place the obligation to support and defend the Constitution above an obligation to any individual, political party, or faction.
