This resolution removes Representative Mo Brooks from office as a Member of the House of Representatives for his statements and actions related to the 2020 presidential election and the violent events at the U.S. Capitol on January 6, 2021.
This resolution expresses support for the goals and ideals of Korean American Day and honors the 118th anniversary of the arrival of the first Korean immigrants to the United States.
This resolution expresses the sense of the House of Representatives that Congress should ensure that the U.S. Postal Service is not privatized and remains an independent establishment of the federal government.
This resolution sets forth the rule for consideration of H.Res. 24 (impeaching President Donald John Trump for high crimes and misdemeanors) and adopts H.Res. 40 (appointing and authorizing managers for the impeachment trial). The resolution also prohibits resolutions incidental to impeachment relating to H.Res. 24 from being privileged during the remainder of the 117th Congress. In addition, this resolution extends the following dates in H.Res. 8 (establishing the Rules of the House of Representatives for the 117th Congress by adopting and modifying the House Rules from the 116th Congress, including measures to facilitate the operation of Congress during the ongoing COVID-19 [i.e., coronavirus disease 2019] pandemic), as agreed to January 4, 2021, through: the legislative day of February 11, 2021, by which certain proceedings may take place in the House; the legislative day of February 11, 2021, the authority of the Speaker of the House to suspend the rules; and the legislative day of February 11, 2021, provisions waiving a specified requirement of Rule XIII (Calendar and Committee Reports) to allow consideration of resolutions reported from the Committee on Rules through such legislative day, on the same day they are presented to the House.
Encouraging Public Offerings Act of 2021 This bill extends certain procedures currently available to emerging growth companies to all issuers of securities. Specifically, the bill provides statutory authority for issuers of securities to communicate with potential investors to ascertain interest in a contemplated securities offering, either before or after the filing of a registration statement (i.e., test the waters ). The bill also allows issuers to submit a confidential draft registration statement to the Securities and Exchange Commission for review prior to public filing or within one year after the initial public offering or registration.
Targeted Federal Funding to Invest in Communities Act This bill supports state, territorial, tribal, and local governments in providing resources to residents, especially those in historically underserved communities, to improve measurable outcomes for health, education, and quality of life. States are eligible for support if they are in the bottom 10 of all 50 states in combined ranking of average life expectancy, infant mortality rate, poverty rate, and percentage of state population with a college degree. Also eligible for support are U.S. territories, tribal governments, and the District of Columbia. A local government in an eligible state may receive direct support if it is in a county with persistent poverty. Recipients shall use the funds to cover only those costs that are necessary expenditures to create or expand activity or programs consistent with the purposes of this bill, were not accounted for in the recipient's budget most recently approved as of enactment of this bill, and are incurred during the five year period beginning on enactment of this bill. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.
Equal COLA Act This bill revises the formula used to calculate the cost-of-living adjustment for annuities paid under the Federal Employees Retirement System.
Safe Teachers Assistance and Return To School Act of 2021 or the STARTS Act of 2021 This bill allows an increase in the tax deduction for the expenses of elementary and secondary school teachers in 2020 or 2021 for the purchase of personal protective equipment during the COVID-19 (i.e., coronavirus disease 2019) national health emergency. Specifically, the amount of the deduction is increased from $250 to $1,000, and $750 of such increase may only be used to purchase personal protective equipment or cleaning supplies to combat the spread of COVID-19. Any unused deduction amount for taxable year 2020 may be carried over to taxable year 2021.
Pandemic Healthcare Access Act This bill preserves the eligibility of health savings account (HSA) participants covered by any health plan during the coronavirus emergency period. The coronavirus emergency period is the period beginning on March 13, 2020, and ending on the later of (1) the last day on which a presidential declaration of emergency under the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to the coronavirus (i.e., the virus that causes COVID-19) is in effect, or (2) the last day on which a presidential declaration of national emergency under the National Emergencies Act with respect to the coronavirus is in effect.
Financial Technology Protection Act This bill provides for the investigation of new financial technologies (e.g., digital currencies) and their use in terrorism and other illicit activities. Specifically, the bill establishes the Independent Financial Technology Task Force to Combat Terrorism and Illicit Financing, which must research terrorist and illicit use of new financial technologies and issue an annual report. The Department of the Treasury must establish a fund to provide a reward for a person who provides information leading to the conviction of an individual involved with terrorist use of digital currencies. Additionally, the bill establishes the FinTech Leadership in Innovation and Financial Intelligence Program to support the development of tools and programs to detect terrorist and illicit use of digital currencies.
SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.
Medicare Sequester COVID Moratorium Act This bill continues to exempt Medicare from budget sequestration orders until the end of the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019).
