School Security Enhancement Act This bill allows local educational agencies to use specified portions of Student Support and Academic Enrichment grants for planning and designing school buildings and facilities, installing infrastructure, and implementing other measures to strengthen security on school premises. Further, the bill prohibits the use of these grant funds for the provision of a firearm or training in the use of a firearm.
Gateway to Careers Act of 2021 This bill establishes a career pathway grant program through which the Department of Education must award competitive grants to certain public institutions of higher education and postsecondary technical education schools. Grant recipients must use these funds to (1) carry out activities that support the development and implementation of career pathway programs, and (2) provide support services to students engaged in career pathway programs.
Venezuela Temporary Protected Status Act of 2021 This bill provides assistance to eligible nationals of Venezuela. Under this bill, eligible nationals of Venezuela shall qualify for temporary protected status, which prevents their removal from the United States and allows them to obtain employment and travel authorization. Such status shall be available to qualifying nationals of Venezuela for 18 months starting from this bill's enactment. The Department of State shall work with international partners to increase the capacity of countries in the region to provide migration services and asylum to eligible Venezuelan citizens.
Strengthening America's Health Care Readiness Act This bill establishes an emergency services demonstration program within the Department of Health and Human Services (HHS) to provide supplemental student loan repayment to current and former National Health Services Corps (NHSC) participants. The NHSC provides scholarships and student loan repayment awards to health care providers who agree to work in areas with health care provider shortages. To receive supplemental payments, individuals must agree to participate in the National Disaster Medical System. This system is a partnership between HHS, the Department of Defense, and other federal departments that responds to public health and other emergencies, including by deploying medical response teams. The bill also increases FY2021 funding for the NHSC, as well as similar programs for nurses. It reserves some of this funding for individuals who are members of groups that are historically underrepresented in health care professions. The funds for the Nurse Corps Scholarship and Repayment Program are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules.
This bill eliminates automatic pay adjustments for Members of Congress, beginning with the 118th Congress.
Stop Dangerous Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving grants under certain Economic Development Assistance Programs and the Community Development Block Grant Program. Under the bill, a sanctuary jurisdiction is a state or local government that has in effect a statute, policy, or practice that prohibits or restricts (1) information sharing with another government entity about an individual's immigration status, or (2) compliance with a lawfully issued Department of Homeland Security (DHS) detainer request or notification of release request. When complying with a DHS-issued detainer, a state or local government shall be deemed to be acting as an agent of DHS with all authority available to DHS officers and employees. The bill also limits the legal liability of a state or local government for complying with a detainer.
Student Empowerment Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).
Education Freedom Scholarships and Opportunity Act This bill allows individual and corporate taxpayers a tax credit for cash contributions to certain scholarship-granting and workforce training organizations. It imposes a cap of $10 billion on the sum of contributions that qualify for a tax credit under this bill. The bill requires the Department of Education, in coordination with the Departments of the Treasury and Labor, to establish, host, and maintain a web portal that (1) lists all eligible scholarship-granting and workforce training organizations; (2) enables contributions to such organizations; (3) provides information about the benefits of this bill; and (4) enables a state to submit and update information about its programs and educational organizations, including information on student eligibility and allowable educational expenses.
Raise the Wage Act of 2021 This bill increases the federal minimum wage for regular employees over a 5-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.
Nuclear Forensics Authority Realignment Act This bill reorganizes nuclear forensics and attribution activities of the federal government. Specifically, the bill transfers nuclear forensics activities currently performed by the Department of Homeland Security to the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE). Nuclear forensics is the examination of nuclear and other radioactive materials to determine the origin and history of the material for purposes of law enforcement investigations or assessment of nuclear security vulnerabilities. The bill also establishes the National Nuclear Forensics Center within the NNSA. The center must coordinate stewardship, planning, assessment, and other functions for all federal nuclear forensics and attribution activities. Additionally, the NNSA must develop and implement a plan to modify its university-based research collaboration program to include the development of expertise in nuclear forensics in supporting scientific and engineering advancement in DOE defense and national security program areas.
This concurrent resolution mourns the death of U.S. Capitol Police Officer Brian D. Sicknick and expresses the gratitude of the country for his courage and sacrifice. Further, the resolution directs the leaders of the House of Representatives and the Senate to select an appropriate memorial honoring Officer Sicknick to be located in the U.S. Capitol.
This resolution suspends Senate rules prohibiting the taking of pictures in the Senate Chamber to permit the taking of an official photograph of the swearing in of Members of the Senate for the impeachment trial of former President Donald J. Trump on January 26, 2021.
