HR 318: Safe Testing at Residence Telehealth Act of 2021

Safe Testing at Residence Telehealth Act of 2021 This bill provides for Medicare payment of certain at-home diagnostic tests and telehealth assessments that are provided in relation to COVID-19 (i.e., coronavirus disease 2019). Specifically, during the public health emergency, the bill requires Medicare payment of diagnostic tests for respiratory conditions other than COVID-19 (e.g., influenza) that are used to finalize a COVID-19 diagnosis and of COVID-19 blood tests that are ordered via telehealth, as well as for related telehealth assessments, regardless of whether the practitioner who orders the test is the one who furnishes it and regardless of the location of the practitioner. The bill requires practitioners to report specified demographic data with respect to such tests and services in order to receive payment, and prohibits payment for in-person tests that were already ordered via telehealth.

HR 317: To amend the Public Health Service Act to establish a health insurance Federal Invisible Risk Sharing Program.

This bill requires the Centers for Medicare & Medicaid Services to administer a Federal Invisible Risk Sharing Program that pays health insurers for claims by eligible individuals in order to lower health insurance premiums in the individual market.

HRES 41: Providing for consideration of the resolution (H. Res. 24) impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors.

This resolution sets forth the rule for consideration of H.Res. 24 (impeaching President Donald John Trump for high crimes and misdemeanors) and adopts H.Res. 40 (appointing and authorizing managers for the impeachment trial). The resolution also prohibits resolutions incidental to impeachment relating to H.Res. 24 from being privileged during the remainder of the 117th Congress. In addition, this resolution extends the following dates in H.Res. 8 (establishing the Rules of the House of Representatives for the 117th Congress by adopting and modifying the House Rules from the 116th Congress, including measures to facilitate the operation of Congress during the ongoing COVID-19 [i.e., coronavirus disease 2019] pandemic), as agreed to January 4, 2021, through: the legislative day of February 11, 2021, by which certain proceedings may take place in the House; the legislative day of February 11, 2021, the authority of the Speaker of the House to suspend the rules; and the legislative day of February 11, 2021, provisions waiving a specified requirement of Rule XIII (Calendar and Committee Reports) to allow consideration of resolutions reported from the Committee on Rules through such legislative day, on the same day they are presented to the House.

HR 294: Encouraging Public Offerings Act of 2021

Encouraging Public Offerings Act of 2021 This bill extends certain procedures currently available to emerging growth companies to all issuers of securities. Specifically, the bill provides statutory authority for issuers of securities to communicate with potential investors to ascertain interest in a contemplated securities offering, either before or after the filing of a registration statement (i.e., test the waters ). The bill also allows issuers to submit a confidential draft registration statement to the Securities and Exchange Commission for review prior to public filing or within one year after the initial public offering or registration.

HR 313: Targeted Federal Funding to Invest in Communities Act

Targeted Federal Funding to Invest in Communities Act This bill supports state, territorial, tribal, and local governments in providing resources to residents, especially those in historically underserved communities, to improve measurable outcomes for health, education, and quality of life. States are eligible for support if they are in the bottom 10 of all 50 states in combined ranking of average life expectancy, infant mortality rate, poverty rate, and percentage of state population with a college degree. Also eligible for support are U.S. territories, tribal governments, and the District of Columbia. A local government in an eligible state may receive direct support if it is in a county with persistent poverty. Recipients shall use the funds to cover only those costs that are necessary expenditures to create or expand activity or programs consistent with the purposes of this bill, were not accounted for in the recipient's budget most recently approved as of enactment of this bill, and are incurred during the five year period beginning on enactment of this bill. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

HR 306: STARTS Act of 2021

Safe Teachers Assistance and Return To School Act of 2021 or the STARTS Act of 2021 This bill allows an increase in the tax deduction for the expenses of elementary and secondary school teachers in 2020 or 2021 for the purchase of personal protective equipment during the COVID-19 (i.e., coronavirus disease 2019) national health emergency. Specifically, the amount of the deduction is increased from $250 to $1,000, and $750 of such increase may only be used to purchase personal protective equipment or cleaning supplies to combat the spread of COVID-19. Any unused deduction amount for taxable year 2020 may be carried over to taxable year 2021.
