COVID HCBS Relief Act of 2021 This bill temporarily increases the applicable Federal Medical Assistance Percentage (i.e., federal matching rate) under Medicaid for certain approved home- and community-based services that are provided between October 1, 2020, and September 30, 2022. As a condition for receiving the increased rate, a state must agree to undertake activities to improve the delivery of such services during and after the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019), such as by providing additional benefits to home health workers and by helping individuals who were relocated to nursing facilities during the emergency move back to their homes.
Anti-Racism in Public Health Act of 2021 This bill establishes within the Centers for Disease Control and Prevention (CDC) a National Center on Antiracism and Health and a law enforcement violence prevention program. Among other activities, the new center must declare racism a public health crisis, collect and analyze data, and administer research and grant programs to address racism and its impact on health and well-being. Additionally, the bill specifically directs the CDC's National Center for Injury Prevention and Control, in coordination with the Department of Justice and other relevant stakeholders, to carry out the law enforcement violence prevention program by conducting research and supporting other activities pertaining to law enforcement violence and public health.
Emergency Support for Substance Use Disorders Act This bill requires the Substance Abuse and Mental Health Services Administration to award grants to states, other jurisdictions, and community-based entities for harm reduction activities to address drug misuse during the COVID-19 (i.e., coronavirus disease 2019) pandemic.
Stop Subsidizing Multimillion Dollar Corporate Bonuses Act This bill extends the $1 million limit on the deductibility of executive compensation to all employees of publicly traded corporations.
COVID-19 Mine Worker Protection Act This bill requires the Department of Labor to promulgate health and safety standards to protect coal miners from occupational exposure to COVID-19 (i.e., coronavirus disease 2019). Labor shall promulgate emergency standards within seven days of this bill's enactment, and such emergency standards shall be in force until permanent standards are established. Labor shall also collect data to track and investigate cases of exposure to COVID-19 among coal miners.
Keystone XL Pipeline Construction and Jobs Preservation Act This bill authorizes the TransCanada Keystone Pipeline to construct, connect, operate, and maintain the pipeline facilities in Phillips County, Montana, for the import of oil from Canada to the United States.
Strengthening and Enhancing Cybersecurity Usage to Reach Every Small Business Act or the SECURE Small Business Act This bill requires the Small Business Administration (SBA) to help small businesses purchase cybersecurity products and services. Specifically, the SBA must establish a website that provides a marketplace for facilitating agreements under which small businesses may cooperatively purchase cybersecurity products and services. Such website shall be free to use for small businesses and cybersecurity vendors. The SBA must also take steps to educate small businesses about the types of cybersecurity products and services that are specific to each industry sector and provide outreach to encourage use of the cooperative marketplace. The Government Accountability Office must study and report on potential improvements to existing federal initiatives that train small businesses on how to avoid cybersecurity threats.
Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.
This bill requires the President to provide Congress with certain information at least 30 days before issuing an executive order related to agriculture, food, and the livelihood of farmers, ranchers, and producers in the United States. Before issuing such an order, the President shall provide Congress with (1) the executive order text, (2) a list of the federal laws affected, (3) information about how the President is working within the parameters of federal law and the Constitution, (4) information about how the executive order will be accomplished, and (5) a list of all the individuals and entities that the President engaged with before issuing the order.
Facilitating Virtual Visitation for Nursing Home Residents Act of 2021 This bill provides statutory authority for certain requirements with respect to the rights of residents in Medicare skilled nursing facilities (SNFs). Specifically, the bill requires SNFs to provide residents with reasonable access to a telephone and the internet and to inform residents of such access and of any policy changes regarding external visitors. Additionally, the Centers for Medicare & Medicaid Services must issue guidance to help SNFs ensure that residents have access to televisitation during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019).
Fred Korematsu Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal posthumously to Fred Korematsu in recognition of his contributions to civil rights, his loyalty and patriotism to the nation, and his dedication to justice and equality.
Reducing Fraud in Unemployment Assistance Act This bill sets forth provisions to combat fraud by federal inmates with respect to unemployment compensation. The bill requires a state's unemployment compensation law to provide that the state's agency in charge of administering unemployment compensation must (1) enter into an agreement with the Attorney General under which the list of individuals receiving unemployment compensation within that state shall be regularly compared with a list of each prisoner in federal and state custody at a federal or state correctional facility within that state; and (2) use the results of each such comparison to investigate and prosecute fraud, waste, and abuse of unemployment compensation under the state's law. The full federal share of payments to states for extended and regular unemployment compensation shall exclude any overpayment of pandemic unemployment assistance, federal pandemic unemployment compensation, and mixed earner unemployment compensation recovered by a state.
