Virtual Peer Support Act of 2021 This bill appropriates funding for grants to transition behavioral health peer support services that are provided at no cost to participants from in-person to virtual platforms or to otherwise expand these kinds of virtual services. Specifically, the Substance Abuse and Mental Health Services Administration must award competitive grants to certain consumer-controlled or consumer-run organizations and tribal communities. Among other eligibility requirements for these grants, entities must have offered certain behavioral health services at no cost to participants before the declaration of the COVID-19 (i.e., coronavirus disease 2019) public health emergency.
Inaugural Committee Transparency Act of 2021 This bill requires the presidential inaugural committee to disclose to the Federal Election Commission, by 90 days after the presidential inaugural ceremony, any disbursement made in an amount equal to or greater than $200 and the purpose of each disbursement. The committee must also disclose the name and address of the person to whom the disbursement was made, the date of the disbursement, and the total amount and purpose of the disbursement. The bill prohibits (1) an inaugural committee from soliciting or receiving a donation from a foreign national, in addition to the current ban on a committee accepting such a donation; (2) a person from making a donation to an inaugural committee in the name of another; (3) a foreign national from making a donation or making a promise to make a donation to such a committee; or (4) converting a donation to an inaugural committee to personal use. The committee must disburse any remaining donated funds not later than 90 days after the inaugural ceremony to tax-exempt charitable organizations, but may request an extension of such 90-day period.
Countering Russian and Other Overseas Kleptocracy Act or the CROOK Act This bill requires various actions designed to combat public corruption in foreign countries. The bill establishes within the Department of the Treasury the Anti-Corruption Action Fund to help foreign states fight public corruption and develop rule-of-law-based governance structures. For certain fines and penalties imposed under the Foreign Corrupt Practices Act, an additional fine shall be imposed and deposited into the fund. The Department of State must (1) manage U.S. government efforts to fight foreign public corruption, and (2) establish an interagency task force to assist in coordinating such efforts. Each U.S. embassy must have a point of contact responsible for coordinating the embassy's anti-corruption efforts. The State Department must report to Congress on its anti-corruption activities and make various reports publicly available online.
Temporary Reciprocity to Ensure Access to Treatment Act or the TREAT Act This bill temporarily authorizes the interstate provision of in-person and telehealth services. This authorization applies during, and for at least 180 days after, the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, subject to scope of practice and other requirements, a health care professional may provide health services in any U.S. jurisdiction based on that individual's authorization to practice in any one state or territory. The bill also provides certain related powers to health care professional regulatory bodies, such as medical boards. Specifically, a regulatory body may investigate and take disciplinary actions against a professional who provides services pursuant to this bill to a patient in that body's jurisdiction.
Stopping the Mental Health Pandemic Act This bill requires the Substance Abuse and Mental Health Services Administration to award grants to states, tribal nations, local governments, behavioral health and primary care providers, and community organizations to support behavioral health treatment and services during the COVID-19 (i.e., coronavirus disease 2019) pandemic.
Unfunded Mandates Accountability and Transparency Act This bill revises rulemaking requirements with respect to unfunded mandates. Specifically, the bill requires federal agencies to prepare and publish in the Federal Register an initial and final regulatory impact analysis prior to promulgating any proposed or final major rule. The analysis must include regulatory alternatives to the rule. Major rule means a rule that the Office of Information and Regulatory Affairs determines is likely to cause an annual effect on the economy of $100 million or more; a major increase in costs or prices for consumers, individual industries, federal, state, local, or tribal government agencies, or geographic regions; or significant adverse effects on competition, employment, investment, productivity, innovation, public health and safety, or the ability of U.S.-based enterprises to compete with foreign-based enterprises in domestic and export markets. Before promulgating any proposed or final major rule, an agency shall select the regulatory alternative that maximizes net benefits, taking into consideration only the costs and benefits that arise within the scope of the statutory provision that authorizes the rulemaking, with exceptions. The bill prohibits Congress from considering a bill that increases private sector costs more than a certain amount unless certain conditions are met.
Coronavirus Unemployment Benefits Tax Relief Act This bill excludes from gross income, for income tax purposes, up to $10,200 of unemployment compensation received by an individual in a taxable year beginning in 2020.
Fred Korematsu Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal posthumously to Fred Korematsu in recognition of his contributions to civil rights, his loyalty and patriotism to the nation, and his dedication to justice and equality.
Ensuring Understanding of COVID-19 to Protect Public Health Act This bill requires the National Institutes of Health (NIH), in consultation with the Centers for Disease Control and Prevention, to conduct a longitudinal study on the health impacts of COVID-19 (i.e., coronavirus disease 2019). The NIH must provide public summaries of findings on specified timelines.
TRICARE Retiree Protection Act This bill authorizes a covered beneficiary who is enrolled in TRICARE Select to reenroll in TRICARE Select at any time during 2021. Covered beneficiaries are those in the retired category who enrolled in TRICARE Select as of December 31, 2020, but did not establish a monthly enrollment fee payment during the 2020 TRICARE Open Season. A covered beneficiary who reenrolls in TRICARE Select must, at the time of enrollment, pay a portion of the annual enrollment fee and establish a monthly enrollment fee payment for the remaining months of 2021.
Equal Access to Care Act This bill temporarily authorizes a health care provider who is physically located and duly licensed in one state to provide telehealth services to individuals in one or more additional states in which the provider is not licensed during the COVID-19 (i.e., coronavirus disease 2019) emergency period.
Personalized Care Act of 2021 This bill revises provisions relating to health savings accounts (HSAs), including to redefine eligible individual for HSA purposes to allow increased participation in HSAs, increase the limit on contributions to HSAs, permit the payment of health insurance premiums from HSAs, include within the definition of qualified medical expenses periodic fees paid for medical services and amounts paid by a member of a health care sharing ministry, treat periodic provider fees as deductible medical expenses, and lower the 20% penalty for nonqualified distributions from HSAs to 10%.
