Katherine's Lung Cancer Early Detection and Survival Act of 2021 This bill requires private health insurance plans to cover, without cost sharing, screenings for the detection of lung cancer for individuals 40 years of age and older without regard to such individual's smoking history.
Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding family planning grants to entities that perform abortions or provide funding to other entities that perform abortions. To receive a grant, an entity must certify it will refrain from those activities during the grant period. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness. It also exempts hospitals unless they provide funds to non-hospital entities that provide abortions. HHS must report annually on this prohibition.
Women and Climate Change Act of 2021 This bill addresses climate change and its effects on women and girls. Specifically, the bill establishes the Federal Interagency Working Group on Women and Climate Change within the Department of State. The bill outlines the functions of the working group, including the coordination of agencies' policies and activities relating to combating the effects of climate change on women and improving the government's response to and strategy for climate change. In addition, the Office of Global Women's Issues of the State Department must submit a strategy to prevent and respond to the effects of climate change on women.
Genetically Engineered Salmon Labeling Act This bill requires the market name of genetically engineered (commonly called genetically modified or GMO ) salmon to include Genetically Engineered or GE in front of the existing market name. The bill also requires the Department of Health and Human Services to ensure that an independent scientific organization reviews the Food and Drug Administration's environmental assessment that supports the approval of a new drug related to AquAdvantage Salmon, a type of genetically engineered salmon.
This bill prohibits the sale of food that contains genetically engineered fish unless the food bears a label stating that it contains genetically engineered fish.
End Diaper Need Act of 2021 This bill establishes and expands programs to increase access to diapers and related supplies primarily for low-income families. The Department of Health and Human Services must award demonstration grants to entities with experience in community distribution of basic necessities or other community services to meet diapering needs of eligible families with infants and toddlers. Additionally, the bill permits states to use Medicaid funds to provide medically necessary diapers and supplies to certain low-income families. These families must have a child who is over age three and diagnosed with a serious condition such as bowel or bladder incontinence. It also allows individuals to buy medically necessary diapers and supplies with funds from health savings accounts and other tax-advantaged accounts for health care expenses.
Insular Area Medicaid Parity Act This bill eliminates Medicaid funding limitations for U.S. territories beginning in FY2021.
COVID-19 Cold Storage Expansion Act of 2021 This bill requires the Department of Health and Human Services to reimburse health care providers for costs to obtain and operate certain equipment capable of maintaining cold storage of COVID-19 (i.e., coronavirus disease 2019) vaccines. To receive this reimbursement, health care providers must sign an agreement to participate in the Center for Disease Control and Prevention's COVID-19 Vaccination Program. The agreement sets out prioritization, reporting, and other requirements for the program.
Daylight Act This bill allows states to observe daylight savings time year-round. (States may already choose to observe standard time year-round.)
Accelerating Broadband Connectivity Act of 2021 This bill establishes the Accelerating Broadband Connectivity Fund from which the Federal Communications Commission (FCC) shall offer additional funding to certain terrestrial telecommunications carriers for specified broadband projects. Specifically, the FCC shall make one-time funding offers from the Accelerating Broadband Connectivity Fund to certain terrestrial telecommunications carriers that receive support from the Rural Digital Opportunity Fund. The Rural Digital Opportunity Fund is a mechanism through which the FCC finances high-speed broadband networks in unserved rural areas. Recipients of amounts from the Accelerating Broadband Connectivity Fund shall use such funds to (1) begin construction of a broadband network, (2) make broadband available from the network deployed using Rural Digital Opportunity Fund support, and (3) meet all build-out obligations pursuant to receiving amounts from the Rural Digital Opportunity Fund.
Targeting Rogue and Opaque Letters Act of 2021 This bill prohibits sending bad faith patent demand letters. A patent demand letter is a written communication claiming that the recipient may be liable for patent infringement. Bad faith means making knowingly false or misleading statements, making claims with reckless disregard for the truth, or omitting information with the intent to deceive. Bad faith representations include false or misleading claims about the sender's right to assert a patent and whether lawsuits have been filed. They also include making written demands for compensation for invalid patents or to demand compensation without identifying the ultimate parent entity of the letter sender. The sender shall have an affirmative defense that it acted in good faith, by proving that its misstatements or omissions were unintentional and that it made an error in spite of procedures to avoid such errors. The bill preempts state laws relating to patent assertion communications. The Federal Trade Commission and state attorneys general may bring actions to enforce these provisions.
Energy Efficiency Free Market Act of 2021 This bill nullifies federal and state energy efficiency and water conservation standards for certain consumer and commercial appliances. In addition, the bill eliminates the authority of the Department of Energy and states to set the standards for such appliances.
