This bill prohibits the Federal Aviation Administration from setting a requirement that air carriers and foreign air carriers must require a passenger to test negative for COVID-19 (i.e., coronavirus disease 2019) to travel domestically on such carriers.
Expanding Teaching Health Centers Act of 2021 This bill provides funding through FY2023 to the Department of Health and Human Services to establish and expand medical residency training programs at teaching health centers.
Delivering COVID-19 Vaccinations to All Regions and Vulnerable Communities Act of 2021 or the COVID-19 Delivery Act This bill directs the Federal Emergency Management Agency (FEMA), the Department of Health and Human Services (HHS), and the Centers for Disease Control and Prevention (CDC) to support COVID-19 (i.e., coronavirus disease 2019) vaccination programs. To assist state or local governments with vaccination efforts, FEMA must coordinate certain activities. Specifically, FEMA must manage vaccine deliveries, set up vaccination centers, design communication systems and software applications, and develop a public education program on vaccine safety and availability. Additionally, HHS must carry out a program to increase vaccination rates to achieve herd immunity. As part of this program, HHS must temporarily collect data on COVID-19 vaccine administrations. Data collected under this program is subject to relevant privacy protections that apply to other health data. HHS must report on its activities on a daily or weekly basis. The CDC must also report on the effectiveness of state and local COVID-19 vaccination programs.
This bill establishes programs and requires research to diversify the perinatal workforce and advance respectful maternal care delivery models. Specifically, the Department of Health and Human Services (HHS) must award grants to education and training programs to grow and diversify the professions that make up the perinatal workforce. HHS must also disseminate guidance on respectful maternal care delivery. This guidance must cover, among other topics, recruiting and retaining maternity care providers from diverse backgrounds and incorporating trained midwives and other perinatal health workers into maternity care teams. In addition, the National Institutes of Health must study best practices for culturally congruent maternity care. This is care that is in agreement with the preferred cultural values, beliefs, languages, worldview, and practices of health care consumers and other stakeholders. The Government Accountability Office must also report on certain aspects of perinatal health care professions. The report must focus on barriers to entering those professions for low-income and minority women.
Investing in Community Healing Act of 2021 This bill requires, with a focus on racial and ethnic minority groups, research on adverse health impacts associated with violent interactions with law enforcement and additional activities to promote access to mental and behavioral health care. Specifically, the Office of Minority Health of the Centers for Disease Control and Prevention must research the health consequences of trauma related to violent interactions with law enforcement. In addition, the Substance Abuse and Mental Health Services Administration must award grants to community-based programs or organizations to increase access to trauma-support services and mental health care. The Department of Health and Human Services must also carry out a campaign to raise awareness of, and reduce stigma associated with, mental and behavioral health conditions.
Railway Upgrades for Rural American Lines Act or the RURAL Act This bill modifies requirements for the Railway-Highway Crossings Program. Specifically, the bill (1) requires the Department of Transportation to set aside highway safety improvement funds for states for the replacement of functionally obsolete warning and protective devices at railway-highway crossings, (2) increases the federal share payable on account of any project financed with highway safety improvement funds from 90% to 100%, and (3) revises the amount of incentive payment a state may provide a local government for permanent closure by such government of public at-grade railway-highway crossings.
Marketing and Outreach Restoration to Empower Health Education Act of 2021 or the MORE Health Education Act This bill requires the Department of Health and Human Services (HHS) to conduct outreach and educational activities regarding federally facilitated exchanges (i.e., health insurance exchanges that are established and operated within states by HHS). The activities must inform potential enrollees of the availability of coverage and related financial assistance under the exchanges and must be provided in culturally and linguistically appropriate formats. The bill provides funding for the activities.
Protecting Moms and Babies Against Climate Change Act This bill establishes grants and directs other activities to address health risks associated with climate change, particularly for members of racial and ethnic minority groups, pregnant or postpartum individuals, and children younger than age three. Specifically, the Department of Health and Human Services (HHS) must establish a program to award grants to partnerships of community-based organizations and other entities to identify and address climate-change-related risks to these individuals at a county level. HHS must also establish a program to award grants to health professional schools and training programs to integrate training on identifying risks associated with climate change for patients, with a focus on those intending to become pregnant, in curricula and continuing education programs. In addition, the National Institutes of Health (NIH) must establish the Consortium on Birth and Climate Change Research. The consortium must coordinate research on climate-change-related risks conducted and supported by various NIH institutes and offices. The Centers for Disease Control and Prevention must also develop a strategy to identify areas where there is a high risk of adverse maternal and infant health outcomes due to climate change.
Moms Matter Act This bill establishes two grant programs to address maternal mental health conditions and substance use disorders, with a focus on racial and ethnic minority groups. First, the Substance Abuse and Mental Health Services Administration must award grants for maternal behavioral health services. Eligible grantees include state, tribal, and local governments; health care providers; and organizations that serve pregnant and postpartum individuals. Second, the Department of Health and Human Services may award grants to grow and diversify the maternal mental and behavioral health workforce by establishing or expanding schools and training programs.
Getting Americans Safely Back to Work Act of 2021 This bill establishes a grant program for health departments to assist workplaces in implementing measures to protect essential workers from COVID-19 (i.e., coronavirus disease 2019). To carry out this program, the Centers for Disease Control and Prevention (CDC) must consult with the National Institute for Occupational Safety and Health and the Occupational Safety and Health Administration. In addition, the CDC must consult with employers and representatives of essential workers on recommended measures to contain and mitigate COVID-19 and on other aspects of the program.
Horse Transportation Safety Act of 20 21 This bill prohibits a person from transporting a horse in interstate commerce in a motor vehicle (except a vehicle operated exclusively on rail or rails) containing two or more levels stacked on top of one another. The bill prescribes civil penalties for knowing violations of such prohibition.
Tech to Save Moms Act This bill supports the use of technology to improve, and address disparities in, maternal health outcomes. Specifically, the Center for Medicare and Medicaid Innovation may test telehealth models to screen and treat common pregnancy-related complications for Medicaid enrollees. In addition, the Department of Health and Human Services must award grants to evaluate and expand the use of technology-enabled collaborative learning models by entities that provide services to pregnant and postpartum individuals in medically underserved areas or from certain populations, and reduce racial and ethnic disparities in maternal health outcomes by increasing access to digital tools. The National Academies of Sciences, Engineering, and Medicine must also study the use of technology in maternal health care.
