HRES 112: Expressing the sense of Congress that February 11, 2021, be observed as the 6th annual International Day of Women and Girls in Science.

This resolution recognizes (1) the significance of the International Day of Women and Girls in Science; (2) the importance of having greater representation of women in science fields; and (3) the past, present, and future groundbreaking contributions of women in the fields of science, technology, engineering, and mathematics.

HRES 120: Recognizing the cultural and historical significance of Lunar New Year in 2021.

This resolution recognizes the cultural and historical significance of the Lunar New Year. The resolution expresses, in observance of this Lunar New Year, the Year of the Ox, the deepest respect of the House of Representatives for Asian Americans and all individuals throughout the world who celebrate this significant occasion. The resolution wishes Asian Americans and all individuals who observe this holiday a happy and prosperous new year.

HRES 117: Supporting Coptic Christians in Egypt.

This resolution acknowledges the importance of the U.S.-Egypt partnership and Egypt's role in the fight against terrorism and violent extremism. It also urges the Egyptian government to (1) enact serious and legitimate reforms to ensure that Coptic Christians have the same rights and opportunities as other Egyptian citizens, (2) complete the process of church certification, and (3) take steps to end the culture of impunity for attacks on Christians.

HR 1010: Ushering Progress by Leveraging Innovation and Future Technology Act of 2021

Ushering Progress by Leveraging Innovation and Future Technology Act of 2021 or the UPLIFT Act of 2021 This bill requires the Small Business Administration (SBA) to establish the Innovation Centers Program for providing assistance to startups and new or growing small businesses. Under the program, the SBA may enter into cooperative agreements to provide financial assistance to historically Black colleges and universities, minority-serving institutions, and community colleges. Such entities must then undertake five-year projects operating as an innovation-focused small business accelerator or incubator. These projects must involve working with underserved groups, include the joint provision of programs and services by the entities and the SBA, and ensure participating small businesses have access to regulatory information that affects them.

HR 984: Retirement Inflation Protection Act of 2021

Retirement Inflation Protection Act of 2021 This bill allows the adjusted basis of certain assets, including C corporation common stock and tangible property used in a trade or business, to be adjusted for inflation solely for the purpose of determining the gain or loss of individuals who (1) have held such assets for more than 3 years, and (2) have attained the age of 59 1/2 as of the date of the sale or other disposition of the assets. The bill uses the Chained Consumer Price Index for All Urban Consumers (C-CPI-U) for purposes of making the inflation adjustment. The bill sets forth rules for applying the inflation adjustment to short sales, dispositions between related persons, and improvements to property. The Internal Revenue Service may disallow an adjustment if any person transfers cash, debt, or any other property to another person for the principal purpose of securing or increasing an inflation adjustment.

HR 1020: New Business Preservation Act

New Business Preservation Act This bill establishes and provides funding for the Innovation and Startups Equity Investment Program, through which the Department of the Treasury must work with states to invest in new businesses and startups. Specifically, the bill requires Treasury to provide certain funds to participating states, which these states must use to administer specified approved programs that provide equity investment in new businesses. Treasury must also award funds to approved state programs to provide follow-on investments. If a state receives funds from an exit, the state shall use such funds to further invest in startups under the approved program. An exit is defined as the (1) acquisition of a startup in which a state has invested under the program; (2) sale of a share of such startup following an initial public offering; or (3) voluntary purchase of a state's ownership interest by the startup, investors, or existing shareholders.

HR 1003: Library Stabilization Fund Act

Library Stabilization Fund Act This bill provides funds for library services and technology. These funds may be used for maintaining and enhancing library operations and services, offering greater access to technology (e.g., purchasing and lending hotspots and other technology), and ensuring training and technical support for libraries. The amounts provided by the bill are designated as an emergency requirement pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule.

HR 967: Federal Skills Act

Federal Skills Act This bill provides statutory authority for the executive order titled Modernizing and Reforming the Assessment and Hiring of Federal Job Candidates , which was issued on June 26, 2020. The order generally prescribes certain limits as to the consideration and use of post-high school educational requirements for positions in the competitive service. Among other things, the order specifies that an executive agency may only institute a minimum educational requirement for a position in the competitive service if it is legally required for the position, and may only consider a candidate's education with respect to other minimum requirements if it directly reflects the competencies necessary for the position. The order requires the Office of Personnel Management to review and revise the classification and qualification standards for positions in the competitive service so as to comply with these requirements. The order also requires changes to be made public, and to take effect, within 120 days and 180 days of the date of the order, respectively. (The bill requires a similar timeline with respect to the date of enactment of the bill.)
