Presidential Pardon Transparency Act of 2021 This bill requires certain information about presidential pardons and reprieves to be made public. Specifically, the President must publish the issue date, recipient, and full text of each pardon or reprieve granted.
Quality Care for Nursing Home Residents Act This bill establishes several requirements for Medicare skilled nursing facilities and Medicaid nursing facilities, including with respect to minimum staffing levels, protections for whistleblowers and residents, and training for nurses. Specifically, the bill establishes minimum nurse-resident ratios for day, evening, and night shifts and prohibits facilities from retaliating against residents or staff who file complaints or cooperate in investigations; violators are subject to civil penalties. Facilities must also train nurses on their emergency procedures and on residents' rights. The bill also requires specific consent procedures in relation to the administration of certain psychotropic drugs and prohibits the use of pre-dispute arbitration agreements in such facilities.
Stopping Doctor Shortages Act This bill makes certain full-time health care practitioners eligible for the Public Service Loan Forgiveness program. Specifically, the bill extends program eligibility to health care practitioners who work at a nonprofit or public hospital or facility but are prohibited under state law from being directly employed by the hospital or facility.
Protecting Providers Everywhere in America Act or the PPE in America Act This bill makes temporary changes to the management of the inventory of diagnostic testing supplies and personal protective equipment in the Strategic National Stockpile. Through FY2026, the Department of Health and Human Services (HHS) must source a certain amount of those products from domestic manufacturers. Additionally, HHS must periodically assess and take steps to manage the inventory of those products. This includes, as appropriate, transfers or sales to federal agencies and health care facilities. The bill also provides HHS with additional authorities to manage the inventory. For example, HHS may enter into arrangements with manufacturers to establish revolving stockpiles to mitigate the risk of products expiring. HHS must report on its efforts to maintain the stockpile's inventory of testing supplies and personal protective equipment.
Enhancing Entrepreneurship for the 21st Century Act This bill requires the Department of Commerce to conduct an assessment and analysis of the reasons underlying the decreasing rate of formation of new businesses (i.e., startups) in the United States.
Quality Care for Nursing Home Residents and Workers During COVID-19 Act This bill modifies several requirements for Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs) during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, SNFs and NFs must comply with specified quality of care, worker safety, and transparency requirements, subject to civil penalties. Requirements include (1) testing residents and employees for COVID-19 weekly or before shifts, respectively, and reporting any lack of available testing kits on a daily basis; (2) providing at least two weeks of paid sick leave to each employee; and (3) reporting the number of COVID-19 cases and deaths, including demographic information, on a daily basis. The Centers for Medicare & Medicaid Services must also distribute funds to allow states to establish strike teams that may be deployed to SNFs and NFs within 72 hours of three or more COVID-19 diagnoses to help separate those who have been exposed, supervise testing, and ensure enforcement of whistleblower protections, among other needs. Teams must include members of the National Guard, public health officials, medical experts, and representatives of residents and workers.
Federal Correctional Facilities COVID-19 Response Act This bill establishes requirements to prevent and limit the spread of COVID-19 in federal correctional facilities (e.g., prisons). Among the requirements, correctional facilities must do the following: conduct weekly COVID-19 tests and offer vaccinations for incarcerated individuals and employees; submit weekly reports to the Department of Justice, the Centers for Disease Control and Prevention (CDC), and state public health authorities on COVID-19 cases, vaccinations, and outcomes; and report outbreaks to the CDC, which must deploy staff to prevent and mitigate the spread. Finally, the bill requires the Bureau of Prisons, in consultation with the CDC, to update its guidelines on managing COVID-19 in correctional facilities.
Smarter Pretrial Detention for Drug Charges Act of 2021 This bill removes the presumption of pretrial detention for an individual who is charged with a federal drug offense for which the maximum term of imprisonment is 10 years or more.
Expanding SNAP Options Act of 2021 This bill revises the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to make the online redemption of benefits, including the acceptance of Electronic Benefits Transfer (EBT) cards, more widely available by requiring the implementation of online SNAP purchasing in every state and providing funding for an online redemption portal and a technical assistance center. The Department of Agriculture (USDA) must award on a competitive basis one or more contracts to develop an EBT Online Redemption Portal to (1) allow program participants to use online or mobile electronic benefits transactions to purchase program foods from, and make online payments to, authorized program retailers under SNAP; and (2) facilitate food purchase delivery for program participants using such electronic benefits transactions. The Food and Nutrition Service of USDA must award competitive grants or enter into cooperative agreements with nonprofit entities to establish a SNAP Online Purchasing Technical Assistance Center to provide state agencies, authorized program retailers, and program participants information on and technical assistance with accepting SNAP benefits through online transactions and use of the portal. In providing technical assistance, the center must give priority to entities that are small and limited-resource retailers. The bill provides funding for both the online redemption portal and the technical assistance center. USDA must maintain on its website a publicly available listing, organized and searchable by region, locality, and state, of all approved retail food stores accepting benefits from recipients of SNAP, including through online transactions.
Border Business COVID-19 Rescue Act This bill requires the Small Business Administration to establish a loan program to assist border businesses that are directly impacted by the COVID-19 (i.e., coronavirus disease 2019) pandemic. For the purposes of this bill, the term border business refers to a business that (1) is eligible for an economic injury disaster loan, (2) has its principal office located in the contiguous United States and is located within 25 miles of the U.S. border, (3) has fewer than 50 employees and annual revenue of $1 million or less, and (4) demonstrates a reduction in revenue from specified prior periods. Recipients must use loan funds for purposes related to COVID-19 such as (1) providing sick leave to employees, (2) meeting increased costs arising from interrupted supply chains, or (3) paying for logistical expenses associated with border closures.
Creating Resources to Improve Situations of Inherent Severity Act or the CRISIS Act This bill increases the authorization of FY2022-2023 appropriations for crisis care under the Community Mental Services Block Grant program for adults with serious mental illnesses and children with serious emotional disturbances. The bill also requires states and territories to expend a certain percentage of their grant funds on evidence-based crisis care activities such as crisis call centers, 24/7 mobile crisis services, and crisis stabilization programs in hospitals or other licensed facilities.
No Fencing at the United States Capitol Complex Act This bill prohibits the use of federal funds for permanent fencing around the perimeter of any U.S. Capitol buildings or grounds. On January 7, 2021, in response to the previous day's events, razor wire fencing was erected to secure the perimeter of the U.S. Capitol; the fencing was initially to remain in place for 30 days and has since been kept in place through periodic extensions.
