Planning for Animal Wellness Act or the PAW Act This act directs the Federal Emergency Management Agency (FEMA) to establish a working group relating to best practices and federal guidance for animals in emergencies and disasters. Specifically, the working group shall (1) encourage and foster collaborative efforts among individuals and entities working to address the needs of household pets, service and assistance animals, and captive animals in emergency and disaster preparedness, response, and recovery; and (2) review best practices and federal guidance on sheltering and evacuation planning relating to the needs of such pets and animals.
End Human Trafficking in Government Contracts Act of 2022 This bill requires the implementation of certain contracting provisions related to human trafficking. Specifically, the bill requires, upon receipt of an office of inspector general report substantiating an allegation that the recipient of a contract, grant, or cooperative agreement (or any subgrantee, subcontractor, or agent of the recipient) engaged in human trafficking, that the agency refer the matter to the agency suspension and debarment office (current law requires that the agency consider remedial actions that include such referral). The Office of Management and Budget must report to Congress on implementation of provisions to end human trafficking in government contracting.
Bridging the Gap for New Americans Act This act requires the Department of Labor to submit to Congress a study on the factors affecting employment opportunities for certain individuals with professional credentials obtained in a non-U.S. country, specifically individuals who are lawfully present noncitizens or naturalized U.S. citizens. The study shall include policy recommendations for better enabling such individuals to obtain skill-appropriate employment in the United States.
Supporting Families of the Fallen Act This act increases from $400,000 to $500,000 the maximum coverage amount for members (or former members) of a uniformed service under the Servicemembers' Group Life Insurance program and the Veterans' Group Life Insurance program. This act takes effect on the later of 60 days after the date of enactment or the date on which the Department of Veterans Affairs determines that (1) the increased coverage amounts and the premiums for the coverage are administratively and actuarially sound for the insurance programs, and (2) will not result in the programs operating at a loss.
This act designates the community-based outpatient clinic of the Department of Veterans Affairs in San Angelo, Texas, as the Colonel Charles and JoAnne Powell Department of Veterans Affairs Clinic or the Colonel Charles and JoAnne Powell VA Clinic.
Artificial Intelligence Training for the Acquisition Workforce Act or the AI Training Act This bill requires the Office of Management and Budget (OMB) to establish or otherwise provide an artificial intelligence (AI) training program for the acquisition workforce of executive agencies (e.g., those responsible for program management or logistics), with exceptions. The purpose of the program is to ensure that the workforce has knowledge of the capabilities and risks associated with AI. The OMB must (1) update the program at least every two years, and (2) ensure there is a way to understand and measure the participation of the workforce and to receive and consider feedback from program participants.
Blackwell School National Historic Site Act This bill establishes the Blackwell School National Historic Site in Texas as a unit of the National Park System. The purpose of the site is to preserve, protect, and interpret for the benefit of present and future generations the Blackwell School, including (1) the role of the Blackwell School, which educated children of Mexican descent, as an academic and cultural cornerstone in Marfa, Texas; and (2) the function of the Blackwell School within a segregated system of education in Texas and the United States from the period of 1885 through 1965. The historic site shall not be established until the date on which the Department of the Interior has (1) entered into a written agreement with the Marfa Unified School District providing that the Blackwell School shall be donated to or placed by agreement into comanagement with the United States for inclusion in a national historic site to be managed consistently with the purposes of such a site, and (2) acquired sufficient land or interests in land within the boundaries of the historic site to constitute a manageable unit. Interior may only acquire by donation, purchase with donated funds, or exchange any land or interest in land located within the boundary of the historic site. The bill prohibits any private property or nonfederal public property from being included within the boundaries of the historic site or managed as part of such site without the written consent of the owner. Interior shall prepare a general management plan for the historic site.
Solid Start Act of 2022 This act permanently authorizes and expands the Solid Start program, which is an outreach program for veterans in their first year of separation from the military. Specifically, the act requires the Department of Veterans Affairs (VA) to coordinate with the Department of Defense to collect updated contact information during transition classes or separation counseling for members of the Armed Forces who are separating from service; explain the existence and purpose of the program; call veterans three times within the first year of separation; publish information about the program in booklets and on the VA website; provide women veterans with information tailored to their health care and benefit needs; provide information on access to state and local resources, such as Vet Centers; gather and analyze data that assesses the effectiveness of the program; ensure calls are tailored to each veteran's needs by conducting quality assurance tests; and prioritize outreach to veterans who have accessed mental health resources prior to separation from the Armed Forces. Under the act, the VA is authorized to (1) encourage members of the Armed Forces to provide additional contact information if they are unreachable following their separation, and (2) follow up on missed phone calls.
Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.
Advanced Air Mobility Coordination and Leadership Act This act directs the Department of Transportation to establish an Advanced Air Mobility (AAM) interagency working group to plan and coordinate efforts related to the safety, infrastructure, physical security, cybersecurity, and federal investment necessary to bolster the AAM ecosystem, particularly passenger-carrying aircraft, in the United States. Advanced Air Mobility refers to an air transportation system that moves people and cargo between places using new aircraft designs that are integrated into existing airspace operations as well as operated in local, regional, intraregional, rural, and urban environments. Additionally, the Government Accountability Office must study and report to Congress on the interests, roles, and responsibilities of federal, state, local, and tribal governments affected by AAM aircraft and operations.
Bulb Replacement Improving Government with High-efficiency Technology Act or the BRIGHT Act This act expands requirements relating to the procurement and use of energy-efficient lighting in federal buildings. Under current law, public buildings that are constructed or managed by the General Services Administration (GSA) must be equipped with energy-efficient light bulbs and fixtures. Under the act, buildings must be equipped with the most life-cycle cost effective and energy-efficient lighting systems available, including with respect to sensors, fixture distribution, and other elements. The act also specifically establishes requirements relating to the procurement of such lighting systems and modifies other requirements accordingly. The act also requires the GSA to provide information to federal, state, local, and tribal entities about procuring and using such lighting systems in furtherance of governmental efficiency.
Artistic Recognition for Talented Students Act or the ARTS Act This act directs the Copyright Office to waive various copyright registration-related fees for works that win certain competitions sponsored by the Congressional Institute or established by Congress. To qualify for the fee waiver, the copyright registration application must be filed within a specified time frame, but the Copyright Office may waive fees for a qualifying work even if the application is filed outside the time frame.
