This bill requires the Inspector General of the Department of Defense to submit a report containing a list of all steps the Inspector General is taking to combat white supremacy in the Armed Forces. Additionally, the Government Accountability Office must submit a report on the prevalence of white supremacy in the Armed Forces, including recommendations on legislation to combat such an issue.
This bill generally prohibits states from counting ballots that are received after the date of a federal election. However, the prohibition does not apply to absentee ballots that are cast by uniformed service members, their family members, or overseas citizens.
Foreign-Free Elections Act This bill prohibits foreign entities from administering federal elections. Specifically, each state must ensure that no foreign entity carries out the administration of federal elections, including maintaining or operating equipment or software. Additionally, the bill prohibits a nonprofit organization from carrying out activities related to voting or elections for state public office if the organization accepts funds from a foreign entity.
National Right-to-Work Act This bill repeals those provisions of the National Labor Relations Act and the Railway Labor Act that permit employers to make an agreement with a labor union to require employees to join such union as a condition of employment. Currently, at least 27 states have enacted laws prohibiting employers from compelling employees to become members of a union as a condition of employment.
Fair and Open Competition Act or the FOCA Act This bill prohibits federal construction contracts or controlling documents for federally supported construction projects from requiring or prohibiting project labor agreements. Such documents also may not discriminate against or give preference to a bidder or contractor who signs or refuses to sign a project labor agreement. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.
This bill provides authority for the Drug Enforcement Administration to pay a cash award to an employee who maintains proficiency in a mission-critical language or who uses a foreign language in the performance of official duties.
Know Your Polling Place Act This bill establishes minimum requirements for notifying individuals of a change in their polling place for a federal election. Specifically, the bill requires a state that changes an individual's polling place to notify the individual at least seven days before the federal election. However, if the change is made fewer than seven days before the federal election and the individual appears at the previously assigned polling place, the state must make every reasonable effort to enable the individual to vote.
Gold Star Altitude Act This bill authorizes the Department of Defense to offer, on a space-available basis, transportation on military aircraft to the children, surviving spouses, parents, and siblings of members of the Armed Forces who die during active service.
American Innovation and R&D Competitiveness Act of 2021 This bill eliminates the five-year amortization requirement for research and experimental expenditures scheduled to begin in 2022, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred.
Prohibit Auto Insurance Discrimination Act or the PAID Act This bill prohibits an automobile insurer from considering specified factors when determining a consumer's insurance rates or eligibility. These prohibited factors include gender, employment status, zip code, census tract, marital status, and credit score. Automobile insurers must make underwriting rules and rate filings available to the public. The Federal Trade Commission may enforce a violation of these requirements as an unfair or deceptive act or practice.
Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying or restricting an individual's access to organ transplants solely on the basis of the individual's disability, except in limited circumstances. Specifically, these entities may consider an individual's disability when making decisions about transplants only if a physician finds, based on an individualized evaluation, that the individual's physical or mental disability is medically significant to the provision of the transplant. A disability shall not be considered medically significant if the individual has an adequate support system in place to comply with transplant-related medical requirements. These entities must also make reasonable changes to their policies to make transplants and related care more available to individuals with disabilities. Aggrieved individuals may bring claims of discrimination to the Office of Civil Rights of the Department of Health and Human Services or before a federal court. The bill provides for expedited resolutions of these claims.
Imported Seafood Testing Act This bill requires the Food and Drug Administration (FDA) to inspect a certain amount of imported seafood each year and contains other provisions related to imported seafood. Specifically, the FDA must inspect at least 20% of all imported seafood each year and must also inspect the first 15 shipments imported into the United States by a new exporter. The bill also imposes various requirements and penalties for failed inspections, including by (1) requiring the destruction of a shipment that would have caused significant health risks, and (2) barring imports from a country with a pattern of failed inspections. The bill also imposes civil penalties for knowingly making a false statement with respect to such inspections or misbranding imported seafood.
