Democracy Restoration Act of 2021 This bill addresses the voting rights of individuals convicted of a criminal offense and the restoration of their voting rights. First, the bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. Further, the bill provides for enforcement of, and remedies for violations of, the bill. In addition, it sets forth requirements for state and federal notification of individuals of the restoration of their voting rights. Finally, the bill prohibits federal funding of construction or improvement of a place of incarceration unless U.S. citizens incarcerated in that jurisdiction are notified, upon release, of their voting rights.
Hospitality and Commerce Job Recovery Act of 2021 This bill extends existing and establishes new tax credits that assist the hospitality and restaurant industry. Specifically, it allows a conventionand trade show restart tax credit; extends the employee retention tax credit through 2021; suspends for taxable years 2021 through 2022, the limitation on entertainment expenses related to a trade or business, allows a restaurant and dining restart credit for businesses closed or forced to reduce services due to COVID-19 (i.e., coronavirus disease 2019); allows a 50% tax credit for travel expenditures; and allows a tax credit for unmerchantable inventory for the period between December 31, 2019, and before April 1, 2021.
Promoting Women in Trucking Workforce Act This bill directs the Federal Motor Carrier Safety Administration to establish and facilitate a Women of Trucking Advisory Board to review and report on policies and programs that (1) provide education, training, mentorship, or outreach to women in the trucking industry; and (2) recruit, retain, or advance women into the trucking industry.
Children's Health Insurance Program Pandemic Enhancement and Relief Act or the CHIPPER Act This bill extends through FY2022 the 11.5% increase to the enhanced federal matching rate, also known as the enhanced Federal Medical Assistance Percentage (FMAP), that is otherwise applicable under the Children's Health Insurance Program (CHIP), subject to specified conditions. For example, in order to receive the increased FMAP in FY2021 and FY2022, a state must cover, without cost-sharing, testing and treatment for COVID-19 (i.e., coronavirus disease 2019), including vaccines, specialized equipment, and therapies.
Green Energy for Federal Buildings Act This bill requires the federal government to increase the amount of renewable energy it consumes to 35% of its total electricity share by 2030, 75% by 2040, and 100% by 2050. In carrying out the requirement, the Department of Energy must seek to ensure that the federal government consumes renewable energy produced on-site at federal facilities, on federal lands, or on Native American lands.
Green Federal Fleet Act This bill requires passenger vehicles that are purchased or leased from a nonfederal entity by a federal agency to be zero-emission vehicles. This requirement does not apply to tactical vehicles or in circumstances where a zero-emission vehicle is not technically feasible.
Members of Congress Pension Opt Out Clarification Act This bill allows future Members of the House of Representatives to opt out of the Federal Employees Retirement System, an option currently available to Members of the House who began serving before September 30, 2003, and all Senators. In addition, it permits Members of Congress who opt out to continue to participate in the Thrift Savings Plan.
End Pensions in Congress Act or the EPIC Act This bill excludes future Members of Congress from the Federal Employees Retirement System (FERS) and requires Members currently enrolled in FERS or the Civil Service Retirement System to opt in to continue their enrollment.
Voting Access Act This bill requires the Election Assistance Commission (EAC) to establish national standards and conduct studies relating to federal elections. Specifically, the EAC must establish national standards for the location and operation of polling places used in elections for federal office. These standards must include a requirement that no individual shall be required to wait longer than 30 minutes to cast a vote at a polling place. The bill requires each state to comply with the national standards established by the EAC. Additionally, the EAC must study (1) instances of the misidentification by election officials of the political party registration of individuals attempting to vote in primary elections for federal office, and (2) instances of states purging their official voter registration lists to automatically remove individuals who do not vote.
Crush the Virus Act of 2021 This bill provides supplemental appropriations to several federal agencies for activities and equipment to respond to COVID-19. Specifically, the bill provides appropriations to the Department of Health and Human Services, the Centers for Disease Control and Prevention, and the Federal Emergency Management Agency (FEMA). The bill provides the appropriations for distributing and administering vaccines; researching and developing vaccines, therapeutics, and medical supplies; testing, contact tracing, and mitigation activities; disaster relief; medical supplies and equipment; personal protective equipment; reimbursing health care providers for health care related expenses or lost revenues that are attributable to COVID-19; block grants for community mental health services; and block grants for the prevention and treatment of substance abuse.
Emergency Funding for Child Protection Act This bill funds additional grants to states for child abuse or neglect prevention and treatment programs in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, states may use such grants to expand services, provide support to community-based organizations, purchase emergency supplies, and provide temporary direct payments to families caring for children under protective services supervision that are awaiting approval for government assistance, among other uses. The bill does not require states to match funding under these grants. The bill also provides funding to operate and expand the national child abuse hotline.
American Space Commerce Act of 2021 This bill allows a special allowance for bonus depreciation for qualified domestic space launch property and extends the termination of such allowance until the end of 2032. The bill defines qualified domestic space launch property as property placed in service before January 1, 2033, that is (1) a space transportation vehicle or payload that is launched from the United States, or (2) other property or equipment placed in service to facilitate a space launch from the United States.
