S 484: Moms Matter Act

Moms Matter Act This bill establishes two grant programs to address maternal mental health conditions and substance use disorders, with a focus on racial and ethnic minority groups. First, the Substance Abuse and Mental Health Services Administration must award grants for maternal behavioral health services. Eligible grantees include state, tribal, and local governments; health care providers; and organizations that serve pregnant and postpartum individuals. Second, the Department of Health and Human Services may award grants to grow and diversify the maternal mental and behavioral health workforce by establishing or expanding schools and training programs.

S 483: Workforce Mobility Act of 2021

Workforce Mobility Act of 2021 This bill prohibits the use of noncompete agreements in the context of commercial enterprises except under certain circumstances. The first exception is that the seller of the entirety of a business interest may enter an agreement to refrain from engaging in a similar business in the geographic areas where the business being sold has conducted business prior to the agreement. This exception extends to agreements by senior executive officials who have a severance agreement as part of the conditions of sale (i.e., a buyout provision). Second, a partner of an enterprise, in anticipation of the dissolution of the partnership or disassociation of a partner, may enter an agreement to refrain from engaging in a similar business in the geographic areas where the partnership has conducted business prior to the agreement. Commercial enterprises must post notice of this prohibition in the workplace. The Federal Trade Commission or the Department of Labor shall investigate or enforce the provisions of this bill.

S 468: Railroad Rehabilitation and Financing Innovation Act

Railroad Rehabilitation and Financing Innovation Act This bill revises and reauthorizes through FY2026 the Railroad Rehabilitation and Improvement Financing loan program of the Department of Transportation (DOT). For example, the bill revises the program to direct DOT to provide direct loans and loan guarantees to private entities with controlling ownership in one or more freight railroads other than Class 1 carriers. Additionally, the bill provides DOT with flexibility in evaluating the types of collateral an applicant or infrastructure partner may propose under the program. The bill also establishes an expedited application review process under the program for loans meeting certain financial and operational criteria. DOT must also provide applicants with regular updates on the status of their applications.

S 466: Kelsey Smith Act

Kelsey Smith Act This bill requires a mobile or internet voice service provider to disclose the location information of a device pursuant to certain requests. Specifically, a provider must disclose this information at the request of an investigative or law enforcement officer (or public safety employee or agent on behalf of such officer) if the officer asserts (1) that the device was used to place a 911 call, or (2) reasonable suspicion that the device is in the possession of an individual who is in an emergency situation. A provider that discloses a device location in response to such a request may not be held liable in legal or administrative proceedings related to the disclosure.

S 473: COVID–19 Bankruptcy Relief Extension Act of 2021

COVID-19 Bankruptcy Relief Extension Act of 2021 This bill extends existing provisions that provide relief to debtors in bankruptcy, including those related to the COVID-19 (i.e., coronavirus disease 2019) pandemic. These provisions (1) exclude certain COVID-19 aid payments from income for the purposes of bankruptcy, and (2) increase the debt eligibility threshold for businesses qualifying for certain types of Chapter 11 reorganization bankruptcy. Currently, these provisions expire March 27, 2021. The bill extends these provisions for one year. The bill also allows for modification of a Chapter 13 repayment plan for plans confirmed before the date of enactment of this bill if the debtor is experiencing material financial hardship due to COVID-19. Currently, such a modification is only available for plans confirmed before March 27, 2020. In addition, the bill extends through March 27, 2022, other bankruptcy protections that currently expire December 27, 2021. These provisions include those that (1) provide for discharge of certain debts, (2) prohibit denying a party COVID-related mortgage or eviction relief due to a party being a debtor in bankruptcy, and (3) protect against termination of utility services in certain circumstances.

S 465: COVID–19 Health Disparities Action Act of 2021

COVID-19 Health Disparities Action Act of 2021 This bill requires the Centers for Disease Control and Prevention (CDC) to raise awareness about COVID-19 (i.e., coronavirus disease 2019) and promote vaccination among racial and ethnic minority groups and other populations that have experienced health disparities related to the disease. The CDC must conduct, subject to available funding, a public awareness campaign that targets those populations. The CDC must coordinate the campaign with the White House COVID-19 Health Equity Task Force and other federal, state, tribal, and local entities. The CDC must also award grants to health departments for similar COVID-19 awareness campaigns. Grant-funded campaigns must complement the CDC's campaign, as well as other efforts to inform the public about the disease. In addition, the Department of Health and Human Services must develop prototype materials for grantees to use in their campaigns.

S 440: Continued Funding for Senior Services During COVID–19 Act

Continued Funding for Senior Services During COVID-19 Act This bill provides additional funding for FY2021 to the Administration for Community Living for social services and programs for individuals aged 60 years or older, including to mitigate and prevent COVID-19 (i.e., coronavirus disease 2019). With respect to the additional funding, the bill waives matching requirements that typically apply to funding for these services and programs.

S 456: New Markets Tax Credit Extension Act of 2021

New Markets Tax Credit Extension Act of 2021 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2021, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2020).

S 449: Dental Loan Repayment Assistance Act

Dental Loan Repayment Assistance Act This bill modifies the requirements for calculating taxable income to exclude from gross income payments received under the federally funded student loan repayment program for full-time faculty members of dental schools with programs in general, pediatric, or public health dentistry. The bill also requires the Government Accountability Office to report to Congress on the participation of dental providers and faculty in areas and schools receiving funding under the program.

S 445: Mainstreaming Addiction Treatment Act of 2021

Mainstreaming Addiction Treatment Act of 2021 This bill removes the requirement that a health care practitioner apply for a separate waiver through the Drug Enforcement Administration (DEA) to dispense certain narcotic drugs (e.g., buprenorphine) for maintenance or detoxification treatment (i.e., substance use disorder treatment). Further, a community health aide or community health practitioner may dispense certain narcotic drugs for maintenance or detoxification treatment without registering with the DEA if the drug is prescribed by a health care practitioner through telemedicine. It preempts state laws related to licensure for this activity. The bill also directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.

S 488: Iran Sanctions Relief Review Act of 2021

Iran Sanctions Relief Review Act of 2021 This bill restricts the President's authority to unilaterally undertake certain actions with respect to Iran and increases congressional oversight of those actions. Specifically, the President must report to Congress before terminating or waiving sanctions related to Iran or taking a licensing action that significantly alters U.S. foreign policy with respect to Iran. Each report must (1) describe the proposed action and its rationale, and (2) indicate whether or not the action is intended to significantly alter foreign policy concerning Iran. If the intention is to alter that policy, the report must provide additional information about the policy objectives and anticipated effects of the action. After the President submits a report, the bill provides Congress with a 30-day period to review it; this period is extended to 60 days for reports submitted between July 10 and September 7. During this period, Congress may enact a joint resolution approving or disapproving the action. During the review period, the President may not take the action unless Congress passes a joint resolution of approval; if Congress enacts a joint resolution of disapproval, the bill prohibits the President from taking the action. The bill also outlines procedures for the introduction and consideration of these types of joint resolutions.

S 482: Taxpayer Research and Coronavirus Knowledge Act of 2021

Taxpayer Research and Coronavirus Knowledge Act of 2021 This bill requires the Department of Health and Human Services (HHS) to coordinate with specified federal entities to compile a public database of federal contracts, tax benefits, and other support for COVID-19 (i.e., coronavirus disease 2019) biomedical research and development. HHS must develop the database within one month and update it every two weeks.
