HR 1838: Affordable Access to Rural Health Care Act

Affordable Access to Rural Health Care Act This bill temporarily exempts newly constructed or purchased rural health clinics (RHCs) from Medicare payment limits. Specifically, the bill exempts an RHC from payment limits for its first year of services upon certification that a hospital had a binding written agreement with an outside unrelated party to construct or purchase the RHC before March 30, 2021. The Centers for Medicare & Medicaid Services must conduct a related compliance audit within 60 days of the bill's enactment.

HR 1857: Protecting Access to Safe and Effective Medicines Act of 2021

Protecting Access to Safe and Effective Medicines Act of 2021 This bill provides statutory authority for the existing Food and Drug Administration (FDA) practice of defining active ingredient more narrowly as active moiety in certain situations, such as when determining whether a new drug is entitled to a market exclusivity period or providing priority review of drugs for treating rare pediatric diseases. Generally, the FDA defines active moiety as the core molecule or ion in a drug responsible for the relevant physiological or pharmacological action. By contrast, the FDA defines an active ingredient as a component in a drug that is intended to furnish pharmacological activity or other direct effect. The FDA's existing practice of interpreting active ingredient as active moiety in certain situations, as statutorily authorized by this bill, tends to exclude some drugs from market exclusivity. The bill replaces references to active ingredient with active moiety in various statutes authorizing FDA activities.

HR 1859: 911 Diversion to Unarmed Personnel Act of 2021

911 Diversion to Unarmed Personnel Act of 2021 This bill authorizes grants to dispatch unarmed, specialized health care or social service providers to respond to nonviolent 9–1–1 calls instead of law enforcement officers. The Substance Abuse and Mental Health Services Administration may award grants to states and other jurisdictions for this purpose.

HR 1813: FASTER Act

Funding for Aviation Screeners and Threat Elimination Restoration Act or the FASTER Act This bill repeals the requirement that a portion of aviation security service fees collected from passengers be credited as offsetting receipts and deposited in the general fund of the Treasury. It requires such fees to be deposited into a separate account in the Treasury for expenditure to pay only the costs of activities and services for which the fee is imposed (i.e., aviation security screening).

HR 1841: Digital Equity Act of 2021

Digital Equity Act of 2021 This bill requires the National Telecommunications and Information Administration to establish grant programs for promoting digital equity, supporting digital inclusion activities, and building capacity for state-led efforts to increase adoption of broadband by their residents. Specifically, the bill establishes the State Digital Equity Capacity Grant Program to make distributions to states based on their populations, demographics, and availability and adoption of broadband. The bill also establishes the Digital Equity Competitive Grant Program for supporting efforts to achieve digital equity, promote digital inclusion, and stimulate adoption of broadband.

HR 1803: Youth Mental Health and Suicide Prevention Act of 2021

Youth Mental Health and Suicide Prevention Act of 2021 This bill authorizes the award of matching grants to enhance services in secondary schools for students with mental and behavioral health issues that can lead to failure in school, such as depression and substance abuse. The Substance Abuse and Mental Health Services Administration may award these grants on a competitive basis to state or local educational agencies that serve at least one secondary school.

HR 1864: RTP Full Funding Act of 2021

RTP Full Funding Act of 202 1 This bill revises provisions regarding the recreational trails program of the Department of Transportation (DOT). Specifically, the bill requires DOT to estimate the total amount of nonhighway recreational fuel taxes received by the Department of the Treasury and transferred to the Highway Trust Fund; the Federal Highway Administration to establish financial management information system codes for certain motorized and non-motorized use projects, including single and diverse use projects; DOT to reserve amounts of the state-apportioned funds for administrative, research, technical assistance, and training expenses to carry out the recreational trails program; and states to obligate a specific amount of reserved funds each fiscal year for the recreational trails program.

HR 1826: Fairness in Medicare Part B Enrollment Act of 2021

Fairness in Medicare Part B Enrollment Act of 2021 This bill exempts an individual from late-enrollment penalties for Medicare medical services if the individual resided in Puerto Rico as of the date of eligibility and the individual enrolls within five years of such date. Currently, the late enrollment penalty is 10% of monthly premiums for each 12-month period during which the individual was not enrolled, and the penalty continues to apply for as long as the individual is enrolled in Medicare medical services.

HR 1823: To amend title XIX of the Social Security Act to remove the matching requirement for a territory to use specially allocated Federal funds for Medicare covered part D drugs for low-income individuals.

This bill establishes a Federal Medical Assistance Percentage (i.e., federal matching rate) of 100% with respect to a U.S. territory's use of specified federal funds to provide covered drugs to low-income individuals who are eligible for the Medicare prescription drug benefit.

HR 1825: Territories Medicare Prescription Drug Assistance Equality Act of 2021

Territories Medicare Prescription Drug Assistance Equality Act of 2021 This bill makes certain income-based subsidies under the Medicare prescription drug benefit available to individuals who reside in Puerto Rico or another U.S. territory and are otherwise eligible. Current law makes such individuals ineligible for premium and cost-sharing subsidies, but establishes a process for U.S. territories to apply for financial assistance with respect to the provision of Medicare prescription drugs. The bill retains a process for U.S. territories to apply for such assistance, but alters the formula by which the amount of assistance is calculated. Specifically, the bill phases in modifications to the formula that more closely align how assistance is calculated for U.S. territories with how it is calculated for the 50 states and the District of Columbia.

HR 1794: Foster Youth Dental Act of 2021

Foster Youth Dental Act of 2021 This bill expands Medicaid coverage of current and former foster youth, particularly with respect to dental services. Specifically, the bill requires state Medicaid programs to cover early and periodic screening, diagnostic, and treatment services, including dental services, for current and former foster youth under the age of 26. States must set a special payment rate, based on rates in the private sector, for dental services provided to such individuals; the bill provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) for excess expenses that result from such payments. The bill's requirements take effect 80 days after the date of enactment of the bill. The bill also accelerates the application of certain provisions that require a state Medicaid program to cover former foster youth from other states until the age of 26; such provisions currently apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these provisions to former foster youth who reach the age of 18 on or after the date of enactment of the bill.

HR 1793: Immediate Coverage for Former Foster Youth Act

Immediate Coverage for Former Foster Youth Act This bill accelerates the application of certain changes that are scheduled to take effect under the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act relating to the coverage of former foster youth under Medicaid. Under current law, a state Medicaid program must cover former foster youth until the age of 26 if the youth were in the state's foster care system at the age of 18 and were enrolled in the state's Medicaid program while in foster care; a state may choose to also cover former foster youth from other states. The SUPPORT for Patients and Communities Act altered these provisions to require a state Medicaid program to cover former foster youth from other states until the age of 26; such changes apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these changes to former foster youth who reach the age of 18 on or after the date of enactment of this bill. States must also establish Medicaid outreach and enrollment programs for former foster youth.
