Saving the Civil Service Act This bill nullifies the executive order titled Creating Schedule F in the Excepted Service , which was issued on October 21, 2020. The order places executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new schedule in the excepted service (Schedule F) instead of the competitive service. The order also requires any such positions in the excepted service to be reclassified to Schedule F. The bill also specifically prohibits positions or appointments in the competitive service or the Senior Executive Service from being converted to the excepted service, and prohibits certain noncompetitive appointments that were reclassified or made under the executive order from subsequently acquiring competitive status.
Pipeline and Compressor Safety Verification Act of 2021 This bill prohibits the construction and operation of specified natural gas projects until certain Massachusetts state agencies certify that such projects do not pose a danger to surrounding residential communities and the general public. Specifically, the Federal Energy Regulatory Commission must revoke the certificates of public convenience and necessity it issued authorizing the construction and operation of the Weymouth Compressor Station (Atlantic Bridge Project)in Weymouth, Massachusetts, and the West Roxbury Lateral Pipeline (Algonquin Incremental Market Project)in Norfolk and Suffolk Counties, Massachusetts, until it receives written certification from the state agencies.
Safe Testing at Residence Telehealth Act of 2021 This bill provides for Medicare payment of certain at-home diagnostic tests and telehealth assessments that are provided in relation to COVID-19 (i.e., coronavirus disease 2019). Specifically, during the public health emergency, the bill requires Medicare payment of diagnostic tests for respiratory conditions other than COVID-19 (e.g., influenza) that are used to finalize a COVID-19 diagnosis and of COVID-19 blood tests that are ordered via telehealth, as well as for related telehealth assessments, regardless of whether the practitioner who orders the test is the one who furnishes it and regardless of the location of the practitioner. The bill requires practitioners to report specified demographic data with respect to such tests and services in order to receive payment, and prohibits payment for in-person tests that were already ordered via telehealth.
This bill requires the Centers for Medicare & Medicaid Services to administer a Federal Invisible Risk Sharing Program that pays health insurers for claims by eligible individuals in order to lower health insurance premiums in the individual market.
This bill requires the President to appoint a Medical Supplies Response Coordinator to oversee federal efforts concerning the supply chain of critical medical supplies and equipment related to COVID-19 (i.e., coronavirus disease 2019).
This concurrent resolution directs the Sergeant at Arms of the House of Representatives, the Sergeant at Arms and Doorkeeper of the Senate, and the United States Capitol Police to prohibit President Donald John Trump from entering the U.S. Capitol at any time after the expiration of his term as President.
This resolution removes Representative Mo Brooks from office as a Member of the House of Representatives for his statements and actions related to the 2020 presidential election and the violent events at the U.S. Capitol on January 6, 2021.

Encouraging Public Offerings Act of 2021 This bill extends certain procedures currently available to emerging growth companies to all issuers of securities. Specifically, the bill provides statutory authority for issuers of securities to communicate with potential investors to ascertain interest in a contemplated securities offering, either before or after the filing of a registration statement (i.e., test the waters ). The bill also allows issuers to submit a confidential draft registration statement to the Securities and Exchange Commission for review prior to public filing or within one year after the initial public offering or registration.
Targeted Federal Funding to Invest in Communities Act This bill supports state, territorial, tribal, and local governments in providing resources to residents, especially those in historically underserved communities, to improve measurable outcomes for health, education, and quality of life. States are eligible for support if they are in the bottom 10 of all 50 states in combined ranking of average life expectancy, infant mortality rate, poverty rate, and percentage of state population with a college degree. Also eligible for support are U.S. territories, tribal governments, and the District of Columbia. A local government in an eligible state may receive direct support if it is in a county with persistent poverty. Recipients shall use the funds to cover only those costs that are necessary expenditures to create or expand activity or programs consistent with the purposes of this bill, were not accounted for in the recipient's budget most recently approved as of enactment of this bill, and are incurred during the five year period beginning on enactment of this bill. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.
Equal COLA Act This bill revises the formula used to calculate the cost-of-living adjustment for annuities paid under the Federal Employees Retirement System.
