HR 464: Nuclear Forensics Authority Realignment Act

Nuclear Forensics Authority Realignment Act This bill reorganizes nuclear forensics and attribution activities of the federal government. Specifically, the bill transfers nuclear forensics activities currently performed by the Department of Homeland Security to the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE). Nuclear forensics is the examination of nuclear and other radioactive materials to determine the origin and history of the material for purposes of law enforcement investigations or assessment of nuclear security vulnerabilities. The bill also establishes the National Nuclear Forensics Center within the NNSA. The center must coordinate stewardship, planning, assessment, and other functions for all federal nuclear forensics and attribution activities. S 39: Protecting American Innovation and Development Act of 2021

Protecting American Innovation and Development Act of 2021 This bill authorizes import controls against certain foreign persons that infringe patents belonging to a U.S. person that are essential to a wireless communications standard. Specifically, the Department of Commerce must create a list of foreign entities that are citizens or nationals of a country of concern and that engage in the unlicensed use (i.e., infringement) of such essential wireless communications patents. A country of concern is a country wherein the persistent infringement of these patents poses a threat to (1) U.S. wireless communications research and development infrastructure, and (2) U.S. national security. Any foreign entity on this list, as well as specified persons that raise a national security concern with respect to wireless communications technology, may be subject to import controls (for example, a foreign entity may be required to post a bond before importing into the United States any goods that potentially infringe the wireless patent in question). Commerce must also establish a watch list of foreign entities from a country of concern that (1) are selling in the United States a product claiming to comply with a wireless standard, and (2) have not obtained a license (or taken certain actions to obtain that license) for patents essential to that wireless standard. An entity on either list may petition Commerce to be removed from that list on the basis that the conditions that led to its inclusion no longer exist.

S 37: Preventing Future Pandemics Act of 2021

Preventing Future Pandemics Act of 2021 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the National Academies of Sciences, Engineering, and Medicine must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.
