Protecting Married Seniors from Impoverishment Act of 2021 This bill makes permanent certain provisions regarding Medicaid eligibility that protect against spousal impoverishment for recipients of home and community-based services. Under current law, these provisions expire on September 30, 2023.

HR 1676: Jack Reynolds Memory Medigap Expansion Act

Jack Reynolds Memory MediGap Expansion This bill expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies) to all beneficiaries with end-stage renal disease. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)

HR 1672: Connect America Act of 2021

Connect America Act of 2021 This bill requires the Federal Communications Commission to establish a funding program to expand broadband access for unserved areas, areas with low-tier or mid-tier service, and unserved anchor institutions (e.g., schools or libraries). The program shall consist of both national systems of competitive bidding and grants of specified amounts to states. An area with low-tier service is an area where at least 90% of the population has access to broadband service with speeds between 25-100 megabits per second (mbps). An area with mid-tier service is an area where at least 90% of the population has access to broadband service with speeds between 100 mbps and 1 gigabit per second. Priority must be given to projects that would expand access to broadband service in areas where at least 90% of the population has no access to broadband service or to service with speeds of at least 25 mbps.

HR 1673: To require the Federal Communications Commission to make the provision of Wi-Fi access on school buses eligible for E-rate support.

This bill requires that the provision of Wi-Fi access on school buses be made eligible for support under the E-Rate program, which allots broadband discounts to schools and libraries.

HR 1722: Puerto Rico Health Care Fairness, Accountability, and Beneficiary Access Act of 2021

Puerto Rico Health Care Fairness, Accountability, and Beneficiary Access Act of 2021 This bill alters certain funding and payment mechanisms, and establishes several requirements, for Puerto Rico's Medicaid program. Among other changes, the bill increases the federal matching rate, also known as the Federal Medical Assistance Percentage (FMAP), from 55% to 83% through FY2031; beginning in FY2032, the FMAP must be calculated in the same manner as for states (i.e., based on per capita income). Puerto Rico must also expand its Medicaid program to include certain items, services, and populations that states are already required to cover; failure to do so results in a reduction of the applicable FMAP. Additionally, beginning in FY2027, the bill excludes Puerto Rico from a Medicaid funding cap that currently applies to U.S. territories.

HR 1675: TRAIN Act

Transit Revitalization And Infrastructure Needs Act or the TRAIN Act This bill expands the authority of the Department of Transportation (DOT) to provide fixed guideway capital investment grants. DOT may provide grants to state and local governments to assist in (1) expanding transit station platforms, (2) increasing service frequency, (3) increasing the capacity of an existing station, and (4) replacing temporary measures (including the use of rail equipment) which have been used to expand system capacity. A fixed guideway capital investment grant project may advance to the engineering phase of development if DOT makes certain determinations, including (1) that the project will increase capacity of an existing fixed guideway system, corridor, or station at least 10% or replace temporary measures; and (2) whether existing fixed guideway transit vehicles or stations are at or over capacity, or are projected to be at or over capacity within the next 10 years.

HCONRES 23: Directing the Architect of the Capitol to preserve evidence of the January 6, 2021 attack on the United States Capitol so that evidence of the attack may be made available for viewing by visitors to the Capitol.

This concurrent resolution directs the Architect of the Capitol to preserve evidence of the attack on the U.S. Capitol on January 6, 2021, including by preserving features that were damaged, so that visitors to the Capitol may view this evidence.

SRES 101: A resolution expressing the sense of the Senate that, while the United States finds value and usefulness in the World Trade Organization in fulfilling the needs of the United States and other free and open economies in the 21st century, significant reforms at the World Trade Organization are needed and the United States must therefore continue to demonstrate leadership to achieve those reforms.

This resolution expresses the sense of the Senate that the World Trade Organization (WTO) is in need of significant reforms and that the United States, acting through the U.S. Trade Representative, must lead efforts to achieve such reforms. Specifically, the Senate urges reforms to the negotiating and dispute settlement functions of the WTO, as well as to the rules for special and differential treatment for disadvantaged countries.

SRES 100: A resolution supporting the goals of International Women's Day.

This resolution expresses support for International Women's Day and recognition that women's empowerment is inextricably linked to generating economic growth and self-reliance, sustainable peace and democracy, and inclusive security. The resolution also reaffirms the Senate's commitment to end discrimination and violence against women and to pursue policies that guarantee fundamental human rights for women worldwide.

SRES 98: A resolution recognizing the contributions of AmeriCorps members and alumni and AmeriCorps Seniors volunteers to the lives of the people of the United States.

This resolution encourages (1) the people of the United States to join in a national effort to salute AmeriCorps members, alumni, and Americorps Seniors volunteers and to raise awareness about the importance of national and community service; and (2) all individuals to consider opportunities to serve in AmeriCorps and Americorps Seniors. The resolution also acknowledges the accomplishments of AmeriCorps members, alumni, community partners, and Americorps Seniors volunteers and recognizes their important contributions to the lives of the people of the United States.
