S 729: Educational Equity Challenge Grant Act of 2021

Educational Equity Challenge Grant Act of 2021 This bill establishes a program through which the Department of Education must award grants to eligible entities (e.g., state and local educational agencies) to address students' academic, social, emotional, mental, behavioral, and physical health needs related to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

S 724: A bill to require the Federal Communications Commission to make the provision of Wi-Fi access on school buses eligible for E-rate support.

This bill requires that the provision of Wi-Fi access on school buses be made eligible for support under the E-Rate program, which allots broadband discounts to schools and libraries.

S 718: NEPA Agency Process Accountability Act

NEPA Agency Process Accountability Act This bill revises the environmental review process required under the National Environmental Policy Act of 1969 (NEPA), including by limiting the number of assessment documents required for proposed major federal actions, requiring agencies to reuse certain research or documents in the NEPA process, and allowing agencies to adopt environmental documents prepared by states or third parties as specified under the bill. In addition, the bill requires agencies to only consider alternatives to proposed major federal actions that are technically and economically feasible. Agencies must track and report on specified NEPA data, such as the comprehensive costs of the NEPA process.

HR 1802: Do Your Job Act

Do Your Job Act This bill reduces the pay for Members of Congress in certain circumstances, and it eliminates the automatic appropriation of funds for specified purposes. Specifically, if Congress does not agree to a budget resolution by the beginning of a fiscal year, each Member's annual pay shall be reduced to 90% of that Member's pay in the previous fiscal year. This reduction shall apply after the November 2022 general election. In addition, the bill eliminates the automatic appropriation of funds for Members' compensation and for certain administrative expenses.

HR 1807: Businesses Preparing for a Better Tomorrow Act

Businesses Preparing for a Better Tomorrow Act This bill allows employers a payroll tax credit in each calendar quarter of 50% of the their qualified workplace training expenses paid or incurred after March 12, 2020, and before January 1, 2022. The bill defines qualified workplace training expenses as employer expenses for education and training for the health and safety of employees in the workplace with respect to COVID-19 (i.e., coronavirus disease 2019), and the prevention of the spread of COVID-19 in the workplace.

HR 1822: To amend title 10, United States Code, to ensure that certain TRICARE beneficiaries who reside in Puerto Rico may enroll in TRICARE Prime, and for other purposes.

This bill requires the Department of Defense to ensure that TRICARE beneficiaries whose health benefits are provided under contract, other than certain Medicare-eligible beneficiaries and certain beneficiaries in the active-duty family member category, may enroll in the TRICARE Prime managed care option in the Commonwealth of Puerto Rico, beginning not later than January 1, 2022.

HR 1817: Protecting Workers for a Clean Future Act

Protecting Workers for a Clean Future Act This bill requires the Department of Labor to provide grants to local governments for developing a plan to transition workers from employment in fossil fuel industries to employment in sustainable industries (e.g., manufacturing, autonomous vehicles, electric vehicles, and renewable energy). Grant funds may be used to develop a transition plan, support an existing or new apprenticeship program, or train individuals who are new to the workforce in sustainable industries. The bill also establishes within Labor the National Employment Corps. The corps must provide grants to local and Tribal governments to provide direct employment projects for workers not successfully transitioned to employment in a sustainable industry.

HR 1814: Civics Secures Democracy Act of 2021

Civics Secures Democracy Act of 2021 This bill provides resources to expand educational programs in American civics and history, including by establishing grant and fellowship programs and reauthorizing various programs. First, the bill authorizes the Department of Education (ED) to award grants to states, qualified nonprofit organizations, institutions of higher education (IHEs), and qualified researchers to support and expand access to civics and history education. Next, the bill establishes a fellowship program to diversify the civics and history education workforce. In addition, the bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill revises the grant program to authorize ED to award grants to IHEs once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources. Further, the bill reauthorizes through FY2022 and revises the Harry S. Truman Memorial Scholarship Trust Fund and the James Madison Memorial Fellowship Trust Fund. Finally, the bill requires the National Assessment of Educational Progress in civics and history to be administered every two years to certain grade levels.

HR 1789: Coin Metal Modification Authorization and Cost Savings Act of 2021

Coin Metal Modification Authorization and Cost Savings Act of 2021 This bill authorizes the United States Mint to modify the metallic composition of circulating coins (including by prescribing reasonable manufacturing tolerances with respect to those coins) if a study and analysis conducted by the Mint indicates that the modification will reduce costs incurred by the taxpayers; be seamless, which shall be determined by verifying that the coins will work interchangeably in most coin acceptors using electromagnetic signature technology; and have as minimal an adverse impact as possible on the public and stakeholders. The Mint must notify Congress before making the modification and provide a justification for the modification.

HR 1797: Repeatedly Flooded Communities Preparation Act

Repeatedly Flooded Communities Preparation Act This bill requires a community that participates in the National Flood Insurance Program and has been repeatedly flooded, as specified by the bill, to (1) assess the continuing risks to community areas repeatedly damaged by floods; and (2) develop and implement a publicly available, community-specific plan for mitigating continuing flood risks to such areas. The Federal Emergency Management Agency (FEMA) must, upon request, provide a community with appropriate data to assist in preparation of the required plan. In making decisions with respect to awarding flood risk mitigation grants, FEMA may consider the extent to which a community has complied with these requirements and is working to remedy problems with repeatedly flooded areas. A community that does not comply with these requirements may be subject to appropriate sanctions.

HR 1863: Public School Green Rooftop Program

Public School Green Rooftop Program This bill directs the Department of Energy (DOE) to establish a grant program for installing and maintaining green roof systems on public elementary and secondary school buildings. Green roof refers to a layer of vegetation that is planted over a waterproofing system or to a waterproof management practice that is installed on a roof and may support plant growth. Specifically, DOE must award grants to public elementary and secondary schools, local educational agencies, and partnerships with nonprofit organizations to (1) pay the costs of planning assistance for green roof systems on school buildings (e.g., assessing structures, conducting financial and engineering analyses, and receiving cost estimates), and (2) install green roof systems on these buildings. Additionally, a grant recipient must complete the installation of a green roof system within four years of receiving the grant. A grant recipient that completes this installation requirement shall receive additional funding for maintenance activities, such as conducting routine inspections to monitor the condition of the green roof.

HR 1854: RECRUIT Act of 2021

Reserve Employers Comprehensive Relief and Uniform Incentives on Taxes Act of 2021 or the RECRUIT Act of 2021 This bill allows employers with less than 500 employees a new tax credit for 40% of the wages paid to a member of the National Guard or a reserve component of the Armed Forces. The employer may elect to claim a payroll tax credit for wages paid to such service members.
