HR 1985: Nursing Home Reform Modernization Act of 2021

Nursing Home Reform Modernization Act of 2021 This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a ranking system and related programs for Medicare skilled nursing facilities and Medicaid nursing facilities, taking into account the findings and recommendations of a specified advisory council. Specifically, the bill establishes the Advisory Council on Skilled Nursing Facility Rankings under Medicare and Nursing Facility Rankings under Medicaid. The council must study processes and make related recommendations for rankings, including with respect to appropriate metrics, data sources, and quality control. The CMS must then develop a ranking system and use the system to implement a high-rated facility program and a low-rated facility program. Facilities in the low-rated facility program are subject to progressive enforcement actions of increasing severity until they meet applicable standards; facilities in the high-rated facility program may also have their designations suspended if they fail to meet the requisite standards. The CMS must post facility designations on the Nursing Home Compare website in a specified manner. The Government Accountability Office must report on the quality of services provided by facilities and their compliance with applicable requirements, including the effectiveness of the bill's low-rated facility program.

HR 1986: Federal Bird Safe Buildings Act of 2021

Federal Bird Safe Buildings Act of 2021 This bill requires the General Services Administration (GSA) to develop and implement strategies for reducing bird fatalities from collisions with public buildings. Specifically, the GSA must incorporate relevant features and strategies into public buildings that are newly constructed, acquired, or substantially altered so as to reduce bird fatalities. The GSA must also develop a related design guide and annually certify its active use. The bill's provisions do not apply to buildings and sites on the National Register of Historic Places, the White House and its grounds, the Supreme Court building and its grounds, or the U.S. Capitol and any buildings on its grounds.

Energy Efficient Public Buildings Act of 2021 This bill requires the Department of Energy to provide grants to states, local governments, or nonprofit organizations for making energy improvements in (1) public libraries, (2) public hospitals, (3) community centers, or (4) state or local government buildings.

HR 1994: Stop for School Buses Act of 2021

Stop for School Buses Act of 20 21 This bill addresses safety measures and programs to prevent the illegal passing of school buses. Specifically, the Department of Transportation must conduct a review of existing state laws and programs regarding the illegal passing of school buses; create a nationwide public safety campaign to highlight the dangers of illegally passing school buses; review and evaluate the effectiveness of various technologies to enhance school bus safety; review driver education materials in states to determine how the illegal passing of school buses is addressed; and research the connections between the illegal passing of school buses and other safety issues, including distracted driving.

HR 1990: Medicare Orthotics and Prosthetics Patient-Centered Care Act

Medicare Orthotics and Prosthetics Patient-Centered Care Act This bill revises payment rules and establishes several requirements relating to coverage of orthotics and prosthetics under Medicare. Specifically, the bill requires suppliers of orthotics and prosthetics to meet certain standards with respect to licensure and accreditation, physical facilities, and liability insurance. Orthotists and prosthetists may also issue written orders for commercial purposes that meet specified standards; such orders must be signed by the treating physician. The bill also prohibits payment under Medicare for certain prosthetics and orthotics that are delivered via drop shipment (i.e., direct shipment to a beneficiary who has not received corresponding patient care from a health care practitioner).

Monarch and Pollinator Highway Act of 2021 or the MPH Act of 20 21 This bill requires the Department of Transportation to provide grants to states, Indian tribes, and federal land management agencies to carry out pollinator-friendly practices on roadsides and highway rights-of-way, including the planting and seeding of native, locally-appropriate grasses, wildflowers, and milkweed.

Crossroads of the American Revolution National Heritage Area Act of 2021 This bill extends the authority of the Department of the Interior to provide assistance for the Crossroads of the American Revolution National Heritage Area in New Jersey until September 30, 2036. The bill removes the limitation on the total amount that may be appropriated for the heritage area.

HR 1038: Enhancing Administrative Reviews for Broadband Deployment Act

Enhancing Administrative Reviews for Broadband Deployment Act This bill directs the Department of the Interior and the Department of Agriculture (USDA) to report to Congress on communications use authorizations (i.e., authorizations to modify or locate communications facilities on public lands). Specifically, Interior and USDA must (1) provide an assessment on programmatic or administrative barriers to reviewing communications use authorizations, (2) provide an assessment of whether there are rules or regulations that could be revised to improve the efficiency of reviewing communications use authorizations, (3) describe the process for prioritizing the review of communications use authorizations, and (4) provide a plan to ensure adequate staffing to review communications use authorizations in a timely manner.

HR 1046: Federal Broadband Deployment in Unserved Areas Act

Federal Broadband Deployment in Unserved Areas Act This bill establishes measures to facilitate the sharing of broadband availability data among federal agencies to support the deployment of broadband in unserved areas. Specifically, the bill requires the Federal Communications Commission (FCC) to share certain broadband availability data (i.e., broadband maps) with the federal agencies responsible for overseeing public land, including National Forest Service land. The bill also establishes a working group to facilitate the preparation and interoperability of information technology systems for the provision and receipt of specified broadband information collected by the FCC. Lastly, the bill requires a preliminary assessment of any potential barriers to such information sharing and a follow-up report assessing (1) the effectiveness of a user's ability to locate broadband infrastructure on public land, and (2) the prioritization of the review of applications for a communications use authorization in unserved areas.

HRES 250: Requiring each Member, officer, and employee of the House of Representatives to complete a program of emergency preparedness training during each Congress, and for other purposes.

This resolution directs the Committee on House Administration to require each Member, officer, and employee of the House of Representatives to complete a program of emergency preparedness training during each Congress. This program must include (1) training in the use of emergency equipment; (2) reviewing protective actions, emergency notifications, and office-level emergency preparedness; and (3) reviewing safe haven protocols.
