HR 2006: State Stockpile Readiness Act of 2021

State Stockpile Readiness Act of 2021 This bill temporarily authorizes the Department of Health and Human Services to award matching grants to states for expanding or maintaining stockpiles of commercially available medical equipment and supplies for use during public health emergencies.

HR 2035: Improving Access to Mental Health Act of 2021

Improving Access to Mental Health Act of 2021 This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.

HR 2045: BITMAP Authorization Act

Biometric Identification Transnational Migration Alert Program Authorization Act or the BITMAP Authorization Act This bill provides statutory authority for the Department of Homeland Security (DHS) Biometric Identification Transnational Migration Alert Program (BITMAP). That program was established to address and reduce national security, border security, and terrorist threats before such threats reach the international border of the United States. Before carrying out BITMAP operations in a foreign country, DHS must enter into an agreement with the government of such country that sets forth program goals for such country and must provide the congressional homeland security committees with a copy of the agreement.

HR 2038: BUILD GREEN Infrastructure and Jobs Act

Better Utilizing Investments to Leverage Development and Generating Renewable Energy to Electrify the Nation's Infrastructure and Jobs Act or the BUILD GREEN Infrastructure and Jobs Act This bill directs the Department of Transportation (DOT) to establish a green transportation infrastructure program to provide competitive grants to states, local governments, and other entities for capital investments in electrified surface transportation infrastructure projects. DOT must select projects that maximize sustainability, including projects that (1) promote the electrification of all public transportation, (2) contribute to climate resilience and mitigation, (3) reduce air pollution and greenhouse gas emissions, and (4) achieve energy savings and reduce energy usage compared to other eligible projects. Additionally, DOT must prioritize projects that (1) serve a frontline, vulnerable, or disadvantaged community; (2) are located in an area that has experienced high adverse health and environmental impacts on minority and low-income populations; (3) require federal funds in order to complete an overall financing package; or (4) add a new green space or new state or local park units and outdoor recreational areas. Grants issued under the program may not be less than $2 million, with the exception of grants for project planning, preparation, or design, which are not subject to a minimum amount. The federal share of the cost of a project may not exceed 85% for planning, design, and construction purposes and 50% of the operation and maintenance costs of the project for its first 10 years.

HR 2052: DISASTER Act of 2021

Disclosing Aid Spent to Ensure Relief Act of 2021 or the DISASTER Act of 2021 This bill requires the Office of Management and Budget to submit an annual report to Congress on all disaster-related assistance provided by the federal government. The report must include all federal obligations related to disaster response, recovery, mitigation efforts, and administrative costs associated with these activities for specified agencies and programs.

HR 2007: Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2021

Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2021 This bill directs the Department of Health and Human Services (HHS) to expand research on, and take other actions to address, uterine fibroids. These are muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues. In coordination with the National Institutes of Health and appropriate federal agencies, HHS must undertake research activities on uterine fibroids. In addition, HHS must establish a database of services furnished to individuals diagnosed with uterine fibroids under Medicaid or the Children's Health Insurance Program and must develop a report on federal and state expenditures for such services. Additionally, HHS must disseminate information on uterine fibroids to the public and to health care providers, including information on the elevated risk for minority women and available treatments.

HR 2019: To amend the Bipartisan Budget Act of 2018 to include certain services in the definition of critical services for purposes of repair, restoration, and replacement of damaged facilities.

This bill expands the definition of critical services in the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include solid waste management, stormwater management, public housing, transportation infrastructure, and medical care.

HR 2054: No Surprise Bills for New Moms Act

No Surprise Bills for New Moms Act This bill requires health insurers to provide coverage for newborns of enrollees for the first 30-day period after the newborn's date of birth and to provide a special enrollment period for the newborn that extends at least 60 days after the initial coverage period. It also requires insurers to notify an enrollee if they receive a claim for the enrollee's newborn who is not enrolled in a health insurance plan.

HR 2053: Resiliency Enhancement Act of 2021

Resiliency Enhancement Act of 2021 This bill extends the provision of disaster assistance for critical services to solid waste management, stormwater management, public housing, transportation infrastructure, and medical care. Such assistance is also extended to any major disaster in Puerto Rico or the U.S. Virgin Islands subsequent to Hurricane Irma or Hurricane Maria on or before September 30, 2022.

HR 1861: Whole Milk for Healthy Kids Act of 2021

Whole Milk for Healthy Kids Act of 2021 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Currently, schools participating in the program must provide milk that is consistent with the most recent Dietary Guidelines for Americans; USDA regulations require milk to be fat-free or low-fat and allow only fat-free milk to be flavored. The bill removes these restrictions and instead permits schools to offer students whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk.

SJRES 12: A joint resolution proposing an amendment to the Constitution of the United States which requires (except during time of war and subject to suspension by Congress) that the total amount of money expended by the United States during any fiscal year not exceed the amount of certain revenue received by the United States during such fiscal year and not exceed 20 percent of the gross domestic product of the United States during the previous calendar year.

This joint resolution proposes a constitutional amendment prohibiting the total amount of money expended by the United States during a fiscal year from exceeding total revenue received for that fiscal year, excluding revenue from the issuance of bonds, notes, or other obligations of the United States. The amendment also prohibits the total amount of money expended by the United States in any fiscal year from exceeding 20% of the gross domestic product of the United States. The restrictions do not apply during a fiscal year in which a declaration of war is in effect, or if three-fifths of each chamber of Congress votes to suspend the restrictions.

SRES 126: A resolution condemning the crackdown by the Government of the People's Republic of China and the Chinese Communist Party in Hong Kong, including the arrests of pro-democracy activists and repeated violations of the obligations of that Government undertaken in the Sino-British Joint Declaration of 1984 and the Hong Kong Basic Law.

This resolution condemns the crackdown on pro-democracy activists carried out by the governments of Hong Kong and China and the Chinese Communist Party under the illegitimate and arbitrary pretext of national security. The resolution also states that the crackdown violates (1) the 1984 agreement between the United Kingdom and China relating to Hong Kong; and (2) Hong Kong's Basic Law, the territory's constitutional document.
