This resolution sets forth the rule for consideration of H.R. 447 (National Apprenticeship Act of 2021) and H.Con.Res. 11 (establishing the congressional budget for FY2021 and setting forth the appropriate budgetary levels for FY2022-FY2030). The resolution also adopts H.Res. 73 (authorizing the Sergeant at Arms of the House of Representatives to impose a fine against a Member, Delegate, or the Resident Commissioner for failure to complete security screening for entrance to the House chamber). Rule XXVIII (Statutory Limit on the Public Debt) of the Rules of the House shall not apply to passage by the House of H.Con.Res. 11 for FY2021. The resolution also modifies procedures of, and consideration by, the Committee on Ethics regarding appeals of such fines imposed by the Sergeant at Arms. In addition, this resolution further extends the following dates in H.Res. 8, as amended by H.Res. 41, through the legislative day of March 12, 2021, by which certain proceedings may take place in the House; the legislative day of March 12, 2021, the authority of the Speaker of the House to suspend the rules; and the legislative day of March 12, 2021, provisions waiving a specified requirement of Rule XIII (Calendar and Committee Reports) to allow consideration of resolutions reported from the Committee on Rules through such legislative day, on the same day they are presented to the House.

This resolution authorizes the Sergeant at Arms of the House of Representatives to impose a fine ($5,000 for a first offense and $10,000 for any subsequent offense) against a Member, Delegate, or the Resident Commissioner for failure to complete security screening for entrance to the House chamber.

This resolution establishes procedures concerning the article of impeachment against former President Donald John Trump, including specific issues to be briefed by the parties, deadlines for filing trial documents, and the date for consideration of the article.

This resolution suspends Senate rules prohibiting the taking of pictures in the Senate Chamber to permit the taking of an official photograph of the swearing in of Members of the Senate for the impeachment trial of former President Donald J. Trump on January 26, 2021.

This resolution (1) appoints Representatives Raskin, DeGette, Cicilline, Castro, Swalwell, Lieu, Neguse, and Dean, and Delegate Plaskett, as managers to conduct the impeachment trial against President Donald Trump; (2) requires the Senate to be informed of the appointments; and (3) authorizes the managers to exhibit the articles of impeachment to the Senate and take other necessary actions.

This resolution elects Senator Patrick J. Leahy from Vermont as the President pro tempore of the Senate.
