Labor, Health and Human Services, Education, Agriculture, Rural Development, Energy and Water Development, Financial Services and General Government, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, 2022 This bill provides FY2022 appropriations for several federal departments and agencies. It includes 7 of the 12 regular FY2022 appropriations bills: the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2022; the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2022; the Energy and Water Development and Related Agencies Appropriations Act, 2022; the Financial Services and General Government Appropriations Act, 2022; the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2022; the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2022; and the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2022. Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.
This resolution revises the eligibility criteria for the Senate Employee Child Care Center. For FY2022, and each fiscal year afterwards, the Senate shall reimburse the Senate Employee Child Care Center for the cost of the basic pay paid to the Executive Director and the Assistant Director of the center. As a condition of receiving such reimbursement, the center must terminate the enrollment of a child at the center within 120 days of the date on which the child does not have a parent or guardian who is serving as an employee of the Senate, an employee of the center, a congressional employee, or a federal employee. As a condition of receiving reimbursement under this resolution, the center shall provide enrollment first, to a child of an individual serving as a Senate employee or as an employee of the center; second, to a child of an individual serving as a congressional employee; and third, to a child of a federal employee if certain conditions are met. Under the resolution, the center may provide enrollment to the child of a federal employee if there is an enrollment slot available; no child of an individual serving as an employee of the Senate, as an employee of the center, or as a congressional employee accepts the slot; and no currently enrolled child is ready to transition to the class in which the slot is available.
This resolution designates August 1, 2021, as Gold Star Children's Day to honor the sacrifices and hardships of the children of fallen service members.
This resolution designates August 11, 2021, as Hip Hop Celebration Day, August 2021 as Hip Hop Recognition Month, and November 2021 as Hip Hop History Month. The resolution recognizes the contributions of Hip Hop to art and culture. Finally, the resolution encourages local governments to build partnerships with local Hip Hop entities and other members of the creative arts and music communities.

Providing Adequate Resources to Enhance Needed Time with Sons and daughters Act of 2021 or the PARENTS Act of 2021 This bill expands the use of federal incentive payments to states under the Child Support Enforcement Program to include establishing agreements for how much time a child spends with each parent as agreed to by the parents under a child support or medical support order. Generally, the incentive payments program provides funding based on a state's performance measures related to (1) establishing paternity, (2) the number of cases with child support orders in place, (3) the collection of current and past-due support payments, and (4) cost-effectiveness.
Commerce, Justice, Science, and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations to the Department of Commerce, the Department of Justice (DOJ), the science agencies, and several related agencies. The bill provides appropriations to the Department of Commerce for the International Trade Administration, the Bureau of Industry and Security, the Economic Development Administration, the Minority Business Development Agency, Economic and Statistical Analysis, the Bureau of the Census, the National Telecommunications and Information Administration, the U.S. Patent and Trademark Office, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and Departmental Management. The bill provides appropriations to DOJ for General Administration; the Executive Office for Immigration Review; the Office of Inspector General; the U.S. Parole Commission; Legal Activities; the U.S. Marshals Service; the National Security Division; Interagency Law Enforcement; the Federal Bureau of Investigation; the Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Federal Prison System. The bill also provides appropriations to DOJ for state and local justice activities, including the Office on Violence Against Women, the Office of Justice Programs, and Community Oriented Policing Services (COPS). The bill provides appropriations for science agencies, including the Office of Science and Technology Policy, the National Space Council, National Aeronautics and Space Administration (NASA), and the National Science Foundation. The bill provides appropriations to related agencies, including the Commission on Civil Rights, the Equal Employment Opportunity Commission, the U.S. International Trade Commission, the Legal Services Corporation, the Marine Mammal Commission, the Office of the U.S. Trade Representative, and the State Justice Institute. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
