This resolution (1) expresses support for the designation of the week of November 1-November 5, 2021, as National Family Service Learning Week, (2) recognizes the importance of family service learning in cultivating civic engagement and community investment, and (3) encourages the public to support family service learning and community development programs. Family service learning is a multigenerational problem-solving approach that utilizes active participation to meet community needs and develop the skillsets of children and families.
This resolution expresses solidarity with the Cuban people, condemns Cuba's repression of peaceful protestors and journalists, and calls on Cuba to not arrest or detain peaceful protestors and to release all political prisoners and arbitrarily detained individuals. Further, it urges specified U.S. actions to support the Cuban people and their right to demonstrate peacefully in the name of democracy and human rights.
Small Business Development Center Cyber Training Act of 2021 This bill requires the Small Business Administration to establish a program for certifying at least 5 or 10% of the total number of employees of a small business development center to provide cybersecurity planning assistance to small businesses.
7(a) Loan Agent Oversight Act This bill requires the Small Business Administration (SBA) to submit an annual report containing specified information related to 7(a) loan agents. These agents provide fee-based referral and loan application services related to the SBA's 7(a) Program. Under the 7(a) Program, the SBA guarantees up to 80% of a private lender's loan to a small business borrower who cannot obtain credit elsewhere on reasonable terms and conditions. The required report must include (1) the number and type of agents assisting applicants for 7(a) loans, (2) the number of fraudulent loans made for which an applicant used the services of a 7(a) agent, and (3) the number and aggregate dollar value of referral fees paid to 7(a) agents.
Small Business 7(a) Loan Agent Transparency Act This bill provides oversight of 7(a) loan agents, including by requiring the Small Business Administration (SBA) to establish a registration system for such agents whereby certain data may be collected and by mandating that such agents register with the system and pay an annual registration fee. These agents provide referral and loan application services related to the SBA's 7(a) Program. Under the 7(a) Program, the SBA guarantees up to 80% of a private lender's loan to a small business borrower who cannot obtain credit elsewhere on reasonable terms and conditions.
Investing in Main Street Act of 2021 This bill authorizes certain banking entities, subject to the approval of the appropriate federal banking agency, to invest up to 15% of their capital and surplus in one or more small business investment companies (SBICs) or in any entity established to invest solely in SBICs.
Bear River National Heritage Area Study Act This bill directs the Department of the Interior to conduct a study to assess the suitability and feasibility of designating the study area, including areas in Utah and Idaho that are within the main drainage area of the Bear River, as a National Heritage Area, to be known as the Bear River National Heritage Area.
Veteran Entrepreneurship Training Act of 2021 This bill provides statutory authority for the Boots to Business Program, which provides entrepreneurship training to individuals including veterans and active members of the Armed Forces, to be administered by the Small Business Administration.
This resolution recognizes the efforts and sacrifices of the wildland firefighters who have risked their lives to fight intense wildfires in 2021. Catawba Indian Nation Lands Act This bill ratifies and confirms the actions of the Department of the Interior to take into trust approximately 17 acres of land in Cleveland County, North Carolina, for the benefit of the Catawba Indian Nation. The land is made part of the Catawba Reservation. The bill allows gaming on the land taken into trust for the tribe.
Continued State Flexibility To Assist Older Foster Youth Act This bill temporarily extends certain flexibilities for states to assist older youth in foster care during the COVID-19 pandemic. This includes expanding through FY2022 eligibility for services until a child reaches age 27 and suspending until December 31, 2021, certain education and training requirements.
