VITAL Assessment Act This bill implements changes related to the Department of Veterans Affairs (VA) Veterans Integration to Academic Leadership (VITAL) program, which focuses on enhancing student veterans' academic success and retention by assisting with things like mental and physical health. The VA must report on the program and establish best practices, goals, and measures for the program that are uniform among the VA's medical centers. The bill also requires the VA to conduct outreach among the Armed Forces, veterans service organizations, institutions of higher learning, and noncollege degree programs regarding the VITAL program. Additionally, the VA must assess the feasibility and advisability of including the suicide rate for student veterans in the National Veteran Suicide Prevention Annual Report.
VA Assessment by Independent Measures Act or the VA AIM Act This bill requires the Department of Veterans Affairs (VA) to, at least once every 10 years, enter into a contract with a private sector entity or entities to conduct an independent assessment of the hospital care, medical services, and other health care furnished by the VA. The contracted entities must have experience and proven outcomes in health care management and in optimizing the performance of the health care delivery systems of the Veterans Health Administration and the private sector. The entities must also specialize in implementing large-scale organizational and cultural transformations.
Student Veterans Counseling Centers Eligibility Act This bill requires the Department of Veterans Affairs (VA) to furnish counseling, including counseling through a Vet Center, to veterans or members of the Armed Forces who are pursuing a course of education using specified Department of Defense or VA educational assistance benefits. Specifically, such counseling must be provided to veterans or members of the Armed Forces who are utilizing educational assistance benefits under the Montgomery GI Bill (Active Duty), Montgomery GI Bill (Selected Reserve), Veteran Readiness and Employment program, Post-Vietnam Era Veterans Educational Assistance Program, Post-9/11 GI Bill, Reserve Educational Assistance Program, VA High Technology Pilot Program, or Veteran Rapid Retraining Assistance Program.
Burn Pit Registry Enhancement Act This bill authorizes specified individuals to update the Airborne Hazards and Open Burn Pit Registry with the cause of death of a registered individual. The Department of Veterans Affairs established the burn pit registry to allow certain veterans and service members to document their exposures and report health concerns. The registry is for individuals who may have been exposed to toxic airborne chemicals and fumes caused by open burn pits (areas used for burning solid waste in open air without equipment) while deployed in certain locations (e.g., Afghanistan or Iraq). Specifically, the bill authorizes a designee of a registered individual or an immediate family member to update the registry with the cause of death of the individual.
Eastern Band of Cherokee Historic Lands Reacquisition Act This bill takes specified lands and easements in Monroe County, Tennessee, into trust for the use and benefit of the Eastern Band of Cherokee Indians. These lands include the Sequoyah Museum, the Chota Memorial, the Tanasi Memorial, and land to provide support for these properties and cultural programs. The Tennessee Valley Authority (TVA) maintains its right to carry out river control and development on these lands, including temporarily and intermittently flooding certain lands. The bill specifies the structures that may be constructed with the TVA's written consent on certain lands subject to flooding. Additionally, the TVA must be compensated for lost hydropower capacity from future development of these lands. Further, the bill specifies that the United States is not liable for loss or damage resulting from certain activities, such as the permanent flooding of adjacent lands. In addition, the bill outlines the TVA's continuing responsibilities, including those related to environmental remediation. Finally, the bill prohibits gaming on these lands.
Bringing Registered Apprenticeships to Veterans Education Act or the BRAVE Act This bill requires the Department of Labor, in the implementation of the Transition Assistance Program, to provide information concerning apprenticeship programs to members of the Armed Forces who are separating from active duty. The bill also requires Labor, in coordination with the Department of Veterans Affairs (VA), to establish a publicly accessible and user-friendly website on which veterans can find specified information about apprenticeship programs that are approved under VA education benefit provisions.

This bill authorizes the Department of Veterans Affairs (VA) to furnish a seasonal influenza vaccine through April 29, 2022, to covered individuals during the COVID-19 public health emergency. Under the bill, covered individuals are veterans who are not eligible to enroll in the VA health care system; specified veterans who are eligible for hospital care, medical services, and nursing home care abroad; beneficiaries who are eligible for care due to a specified disability or death of a veteran; family caregivers of veterans who are participating in the VA's Program of Comprehensive Assistance for Family Caregivers; caregivers of veterans participating in the VA's Program of General Caregiver Support Services; caregivers of veterans participating in the VA's Medical Foster Home Program, Bowel and Bladder Program, Home Based Primary Care Program, or Veteran Directed Care Program; and the spouses of veterans. The VA must prioritize the vaccination of (1) veterans who are enrolled in the VA health care system, (2) veterans who fail to enroll but receive hospital care and medical services for specified disabilities in their first 12 months of separation from service, and (3) caregivers accompanying such prioritized veterans. Under the bill, the VA is authorized to determine the timing for offering a vaccine to the spouse of a veteran.

Protect Older Job Applicants Act of 2021 or the POJA Act of 2021 This bill prohibits employers from limiting, segregating, or classifying job applicants based on an applicant's age. It also requires the Equal Employment Opportunity Commission to study and report on claims received from job applicants involving age discrimination.
