Small Business Development Centers Improvement Act of 2022 This bill reauthorizes the Small Business Development Center Program through FY2025 and otherwise revises the program. Specifically, the bill (1) generally prohibits entities other than institutions of higher education from receiving new grants under the program; (2) allows centers to collect fees related to private partnerships or cosponsorships; (3) authorizes centers to market their services directly to small businesses; and (4) modifies or establishes provisions related to program funding, operations, data collection, and reporting.
Small Business Advocacy Improvements Act of 2022 This bill expands the primary functions and additional duties of the Office of Advocacy of the Small Business Administration to include (1) examining the role of small businesses in the international economy, and (2) representing the views and interests of small businesses before foreign governments and international entities to contribute to regulatory and trade initiatives that may affect small businesses.
Women's Business Centers Improvement Act of 2022 This bill reauthorizes the Women's Business Center Program through FY2025, raises the cap on individual center grants, establishes an accreditation program for grant recipients, and revises the duties of the Office of Women's Business Ownership. Specifically, the bill modifies the Women's Business Center Program to enable the Small Business Administration (SBA) to provide initial and continuation grants to eligible entities to operate women's business centers for the benefit of women-owned small businesses. The SBA must also publish standards for a program to accredit entities that receive grants from the Women's Business Center Program, and such entities' receipt of continuation grants shall be contingent upon their obtaining accreditation.
SCORE for Small Business Act of 2022 This bill reauthorizes through FY2023 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.
Highlands Conservation Reauthorization Act of 2022 This bill extends through FY2029 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state, with the concurrence of the municipality. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2029 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region. With respect to an appraisal related to a land acquisition carried out under this bill, a Highlands state shall use an appraisal methodology approved by the Department of the Interior.
Guidance Clarity Act of 2021 This bill requires federal agencies to state on the first page of guidance documents that such guidance (1) does not have the force and effect of law, and (2) is intended only to provide clarity to the public about existing legal requirements or agency policies. The Office of Management and Budget must issue guidance to implement this requirement.

In particular, the bill changes the name of the National Air Grant Fellowship Program to the Samya Rose Stumo National Air Grant Fellowship Program in honor of a public health advocate who died in one of the crashes. (The fellowship provides graduate students in aerospace engineering and related fields with aviation policy experience.)
This bill eliminates the restriction that prohibits a retired or former regular officer of the Armed Forces from serving as the Deputy Administration of the Federal Aviation Administration (FAA) if the current FAA Administrator is also a former regular officer of the Armed Forces.
Veterans' Emergency Care Claims Parity Act This bill modifies certain deadlines for the submittal of claims by a non-Department of Veterans Affairs (VA) individual or entity seeking reimbursement for the provision of emergency treatment to a veteran. Specifically, a non-VA individual or entity seeking such reimbursement must submit a claim not later than 180 days after the treatment was provided. (Under the VA's current policy, such claims for unauthorized emergency care must generally be submitted within 90 days for conditions that are not service-connected and within two years for conditions that are service-connected.) Veterans may not be held liable for payment if a claim was submitted by an individual or entity after the deadline due to an administrative error made by the individual or entity or by the VA. The VA must publish information regarding emergency care authorization for non-VA providers on a publicly available VA website.
